Four lines of effort are highlighted: (1) Washington needs to continue aligning Asia strategy within the U.S. government and with allies and partners; (2) U.S. leaders should accelerate efforts to strengthen ally and partner capability, capacity, resilience, and interoperability; (3) the United States should sustain and expand U.S. military presence in the Asia-Pacific region; and (4) the United States should accelerate development of innovative capabilities and concepts for U.S. forces.

This timely study sets out to assess the implications of this shift for the long-established U.S. military presence in Asia and the Pacific. This presence is anchored in a complex basing infrastructure that scholars—and Americans generally—too often take for granted. In remedying this state of affairs, this volume offers a detailed survey and analysis of this infrastructure, its history, the political complications it has frequently given rise to, and its recent and likely future evolution. American seapower requires a robust constellation of bases to support global power projection. Given the rise of China and the emergence of the Asia-Pacific as the center of global economic growth and strategic contention, nowhere is American basing access more important than in this region. Yet manifold political and military challenges, stemming not least of which from rapidly-improving Chinese long-range precision strike capabilities, complicate the future of American access and security here. This book addresses what will be needed to maintain the fundaments of U.S. seapower and force projection in the Asia-Pacific, and where the key trend lines are headed in that regard. This book demonstrates that U.S. Asia-Pacific basing and access is increasingly vital, yet increasingly vulnerable. It demands far more attention than the limited coverage it has received to date, and cannot be taken for granted. More must be done to preserve capabilities and access upon which American and allied security and prosperity depend.

It has been five years since the Asia-Pacific rebalance was officially announced. It is therefore time to assess this rebalance.Employing a documentary research approach, this paper analyzes official U.S. documents and secondary sources to answer three concrete and interconnected questions: (i) How has the U.S. rebalance been implemented? (ii) What are the obstacles to the U.S. rebalance? and (iii) What should the U.S. do to truly succeed in carrying forward the rebalance? While the Obama administration has made some progress in expanding U.S. security, economic, diplomatic and cultural engagement in the Asia-Pacific, several obstacles remain. The paper concludes with some policy recommendations that would help the U.S. government to fully realize the Asia-Pacific rebalance.

Asian responses, perceptions, and even interpretations of the U.S. strategy have been diverse. Misconceptions of the U.S. strategy can be attributed to the built-in contradictions among its objectives, deliberate ambiguities left by the architects of the strategy, mismatch between the stated strategy and actual policy implementations during the last three years, and subjective reading by the Asian countries through the lens of their own interests. This book will illuminate the diversity of Asian responses and perceptions and analyze the underlying reasons of the diversity. The overarching framework of analysis for this book is the very dilemma of alliances-abandonment and entrapment-which "hedging" aims at evading. "Abandonment" fear is primarily of the junior partner of an alliance that its senior partner may not come to its aid in crisis. Meanwhile, "entrapment" fear works both ways. The United States may drag its allies into its conflict against a third party, but U.S. allies may also drag the United States into their regional conflicts in which the United States has no direct or significant stake. The Asian choices of their strategic responses to the U.S. Rebalancing will be described and analyzed through the lens of the perceived balance between the abandonment and entrapment fears as well as other historical and domestic factors unique to each Asian country. The reading of the U.S. strategy by Asian countries is a subjective matter, and their interests likely influence their analysis and consequently strategies. It is not the aim of this volume to establish well defined "cause-and-effect" chain between the U.S. strategy and Asian strategies, but thick descriptions have enabled some chapter authors to identify reciprocal relations between the two. While China's growth is the most important driver of the changing strategic landscape in the Asia Pacific and the new U.S. strategy, the new U.S. strategy inevitably influence the Chinese strategy, which in turn triggers a chain reaction of strategic revisions in Asian countries. Tthe US have a strong presence of seaborne, airborne and ground-based facilities; numerous military materials, as well as personnel, are stationed in the state of Hawaii, Alaska and Guam. This includes troop concentrations in allied countries such as South Korea and Japan but also a rotating stationing of troops in some other partner countries within Pacific-Asia such as the Philippines and Australia. For some time past the USA have been turning towards the region of Southeast Asia and they are beginning to expand their political, economical and military engagement in this region of the world. There are diverse reasons for this such as an opening of new rising markets and the development of political and economical relations to significant emerging countries, and perhaps future industrialized countries of the 21st century. Another reason is China’s ascent as an important player regarding international relations which are significant to the US as well as to future relations of both countries.
