A key area for potential cost savings is managing personnel-related costs, which account for about 78% of its expenses. This report discusses (1) actions USPS has taken since 2006 to reduce the size and cost of its workforce and the results of those actions; (2) the status of other options USPS has identified to reduce workforce costs; and (3) steps that USPS has taken to implement workforce planning. Few institutions have been more ingeniously designed than the U.S. federal government via the Constitution in 1787. This auspicious beginning more than two centuries ago helps explain why the U.S. remains a magnet for opportunity seekers, students, entrepreneurs, dissidents, and persecuted believers. Yet for decades now, America’s federal government has been underperforming. Social Security and Medicare face looming insolvency. The federal government’s “war on poverty” has failed to “end poverty” and arguably made it worse. In 2012, the United States Postal Service lost more money than the nation spent on the State Department, and Amtrak has lost money every year since being created in 1971. How can an enduring institution, so thoughtfully crafted, now produce such poor results? The federal government has grown so much because it serves a new and different vision, American Progressivism. American Progressives believed that democratically elected, public-minded federal politicians and employees could use federal programs to solve the nation’s greatest problems in a way no other American institution could. This idea justified the federal government’s massive expansion: today, the federal government runs over 1,500 programs and employs over 5% of the U.S. workforce. Yet federal results do not match Progressive expectations. Three key problems – “windfall politics”, “the government surcharge”, and “complexity failure” – overlooked by American Progressives explain the federal government’s consistent failures. American Progressive’s rosy-eyed view of human nature and political institutions have not been borne out by the evidence. In an era of substantial political fermentation and debate, rediscovering and re-applying American Republicanism represents the best path forward for the United States. The federal government should retain many necessary responsibilities but turn over those where it has failed – for social welfare, federally provided services, and retirement savings among others – to the country’s state governments, civil society, and individual citizens respectively.

Mail volumes have declined over 20 percent since fiscal year 2006 and are expected to continue declining. To help its financial outlook, in March 2010, USPS presented a detailed proposal to the Postal Regulatory Commission (PRC) to move from a 6-day to a 5-day delivery schedule. USPS projected this would save about $3 billion annually and reduce mail volume by less than l percent. This proposal factors in widespread changes to USPS's workforce and networks. USPS has also asked Congress to not include language in its annual appropriation requiring 6 day-a-week delivery.As requested, GAO assessed (1) USPS's cost and volume estimates and the operational impacts associated with its 5-day delivery proposal and (2) the trade-offs and other implications associated with this proposal. GAO reviewed USPS's proposal (including its assumptions, methodologies, and conclusions) and other information from the PRC's 5-day delivery proceeding, surveyed postal employee and mailer groups, and interviewed USPS officials and postal employee groups. Book excerpt: GAO reviewed the status of the U.S. Postal Service's (USPS) mail automation efforts, focusing on USPS use of optical scanning technology to: (1) barcode all letter mail; (2) sort mail to individual addresses; and (3) adjust work methods to reduce the postal workforce. GAO found that: (1) USPS faces difficult and maybe insurmountable obstacles to successfully completing its automation program by its 1998 target date; (2) USPS problems are compounded by opposition to the expanded zip code and the decentralization of the automation program; (3) barcoding and automatic sorting of letter mail to individual addresses is more difficult than expected and is behind schedule; (4) the shortfall in barcoding is due to optical scanners' difficulty in reading nonstandard envelopes and addresses and the delayed deployment of remote barcoding; (5) current postal incentives favor presorting of mail by mailers, which defeats delivery point sequencing because presorted mail must be merged before delivery; (6) most mailers have no incentive to use barcodes, since they are ineligible for barcode discounts or face cumbersome preparation requirements; (7) because of USPS failure to meet the barcoding target date and to include multiple occupant buildings in delivery point sequencing, carriers have not been able to reduce their in-office hours and adjust their delivery routes; (8) automation savings are small and difficult to achieve; (9) USPS has not reduced its workforce as expected and career employment is increasing rather than decreasing; and (10) more business mail is being diverted to electronic delivery methods, which will likely diminish the benefits of automation.
