Book excerpt: "If a historian were allowed but one book on the American involvement in Vietnam, this would be it." — Foreign Affairs When first published in 1979, four years after the end of one of the most divisive conflicts in the United States, The Irony of Vietnam raised eyebrows. Most students of the war argued that the United States had "stumbled into a quagmire in Vietnam through hubris and miscalculation," as the New York Times's Fox Butterfield put it. But the perspective of time and the opening of documentary sources, including the Pentagon Papers, had allowed Gelb and Betts to probe deep into the decisionmaking leading to escalation of military action in Vietnam. The failure of Vietnam could be laid at the door of American foreign policy, they said, but the decisions that led to the failure were made by presidents aware of the risks, clear about their aims, knowledgeable about the weaknesses of their allies, and under no illusion about the outcome. The book offers a picture of a steely resolve in government circles that, while useful in creating consensus, did not allow for alternative perspectives. In the years since its publication, The Irony of Vietnam has come to be considered the seminal work on the Vietnam War.

Available in PDF, EPUB and Kindle. Book excerpt: Based on extensive research in the Russian archives, this book examines the Soviet approach to the Vietnam conflict between the 1954 Geneva conference on Indochina and late 1963, when the overthrow of the South Vietnamese president Ngo Dinh Diem and the assassination of John F. Kennedy radically transformed the conflict. The author finds that the USSR attributed no geostrategic importance to Indochina and did not want the crisis there to disrupt détente. The Russians had high hopes that the Geneva accords would bring years of peace in the region. Gradually disillusioned, they tried to strengthen North Vietnam, but would not support unification of North and South. By the early 1960s, however, they felt obliged to counter the American embrace of an aggressively anti-Communist regime in South Vietnam and the hostility of its former ally, the People's Republic of China. Finally, Moscow decided to disengage from Vietnam, disappointed that its efforts to avert an international crisis there had failed.

Book United States National Interests in the Socialist Republic of Vietnam

Download or read book United States National Interests in the Socialist Republic of Vietnam written by and published by . This book was released on 1996 with total page 74 pages. Available in PDF, EPUB and Kindle. Book excerpt: A major paradigm shift has occurred in Southeast Asia. Once known as a center of instability, conflict and poverty, the countries of Southeast Asia are emerging into global prominence. Some of the most dramatic shifts occurring in Southeast Asia are in the Socialist Republic of Vietnam. Since the end of its involvement in the conflict in Indochina in 1975, the U.S. has predicated its relations with Vietnam almost entirely on accounting for more than 2,000 Americans still missing as a result of U.S. involvement there. If the U.S. is to retain is influence in Southeast Asia, it must now base its relations with Vietnam on realistic national interests rather than on an emotional issue on which significant progress has already been made. The U.S. has significant national interests in Vietnam to include: the security of U.S. allies, the non-proliferation of weapons of mass destruction, the enhancement of regional stability, cooperation on counter-narcotics activities, access to markets and raw materials, security of sea lines of communication, promotion of tree-market economies, success of emerging democracies, protection of U.S. citizens abroad, achievement of the fullest possible accounting for unaccounted-for Americans, and promotion of human rights. This paper analyzes each area and recommends policy positions to achieve/protect these interests.

Book Understanding Vietnam in the 21st Century

Download or read book Understanding Vietnam in the 21st Century written by Gary Mukai and published by . This book was released on 1997 with total page 178 pages. Available in PDF, EPUB and Kindle. Book excerpt: From the Unit Introduction: Understanding Vietnam in the 21st Century: Political, Economic, and Security Issues in the Asia/Pacific Region seeks to introduce students to policy options for U.S. and Japanese relations with Vietnam at the turn of the century. By identifying and examining these options during Vietnam's growing liberalization and integration into the world community, students will gain an awareness of U.S., Japanese, and Vietnamese perspectives on political, economic, and security issues. Lesson 1 of the unit sets the historical context for the study of contemporary U.S. and Japanese relations with Vietnam. The lesson focuses on the plight of refugees from Vietnam and their experiences in the Unites States and Japan. Lesson 2 focuses on Vietnam's politics in transition. Since South and North Vietnam were officially unified as the Socialist Republic of Vietnam in 1976, Vietnam's political situation has been in a state of transition. How the communist party-state can liberalize its economic system without weakening the dictatorship of the Party is a central question facing the government of Vietnam. In this lesson, students will be introduced to this transition through a series of small group activities. Lesson 3 examines Vietnam's economy in transition. This lesson introduces students to some challenges, obstacles, and achievements of Vietnam's economy in transition. Vietnam's reform policy of doimoi (intended to reduce the role of the state in the economy, respect the market, favor private enterprise, and welcome global traders and investors) is examined through a simulation. Lesson 4 introduces students to issues related to U.S. policy toward Vietnam, with a focus on normalization. On July 11, 1995, President Clinton announced his intention to establish full diplomatic relations with Vietnam. Issues (e.g., MIA/POW, trade, human rights, security) affecting these diplomatic relations are explored. Lesson 5 introduces students to issues related to Japan-Vietnamese relations, with a focus on foreign aid. Japanese foreign aid to Vietnam serves as a case study. Students learn about Vietnams' position on Japan's official development aid and the priority areas of Japan's official development aid, as well as analyze projects in Vietnam funded with Japanese aid. Finally, lesson 6 examines important future areas of cooperation and competition in U.S. and Japanese relations with Vietnam, specifically related to the Association of Southeast Asian Nations (ASEAN). Vietnam is ASEAN's seventh and newest member. This lesson introduces students to U.S. and Japanese perspectives on Vietnam's entry and role in ASEAN.--page 2.

Book The Columbia Guide to the Vietnam War

Download or read book The Columbia Guide to the Vietnam War written by David L. Anderson and published by Columbia University Press. This book was released on 2002-07-10 with total page 329 pages. Available in PDF, EPUB and Kindle. Book excerpt: More than a quarter of a century after the last Marine Corps Huey left the American embassy in Saigon, the lessons and legacies of the most divisive war in twentieth-century American history are as hotly debated as ever. Why did successive administrations choose little-known Vietnam as the "test case" of American commitment in the fight against communism? Why were the "best and brightest" apparently blind to the illegitimacy of the state of South Vietnam? Would Kennedy have pulled out had he lived? And what lessons regarding American foreign policy emerged from the war? The Columbia Guide to the Vietnam War helps readers understand this tragic and complex conflict. The book contains both interpretive information and a wealth of facts in easy-to-find form. Part I provides a lucid narrative overview of contested issues and interpretations in Vietnam scholarship. Part II is a mini-encyclopedia with descriptions and analysis of individuals, events, groups, and military operations. Arranged alphabetically, this section enables readers to look up isolated facts and specialized terms. Part III is a chronology of key events. Part IV is an annotated guide to resources, including films, documentaries, CD-ROMs, and reliable Web sites. Part V contains excerpts from historical documents and statistical data.

Book The Penguin History of Modern Vietnam

Download or read book The Penguin History of Modern Vietnam written by Christopher Goscha and published by Penguin UK. This book was released on 2016-06-30 with total page 725 pages. Available in PDF, EPUB and Kindle. Book excerpt: WINNER OF THE AMERICAN HISTORICAL ASSOCIATION'S JOHN K. FAIRBANK PRIZE SHORTLISTED FOR THE CUNDHILL HISTORY PRIZE 2017 'This is the finest single-volume history of Vietnam in English. It challenges myths, and raises questions about the socialist republic's political future' Guardian 'Powerful and compelling. Vietnam will be of growing importance in the twenty-first-century world, particularly as China and the US rethink their roles in Asia. Christopher Goscha's book is a brilliant account of that country's history.' - Rana Mitter 'A vigorous, eye-opening account of a country of great importance to the world, past and future' - Kirkus Reviews Over the centuries the Vietnamese have beenboth colonizers themselves and the victims of colonization by others. Their country expanded, shrunk, split and sometimes disappeared, often under circumstances far beyond their control. Despite these often overwhelming pressures, Vietnam has survived as one of Asia's most striking and complex cultures. As more and more visitors come to this extraordinary country, there has been for some years a need for a major history - a book which allows the outsider to understand the many layers left by earlier emperors, rebels, priests and colonizers. Christopher Goscha's new work amply fills this role. Drawing on a lifetime of thinking about Indo-China, he has created a narrative which is consistently seen from 'inside' Vietnam but never loses sight of the connections to the 'outside'. As wave after wave of invaders - whether Chinese, French, Japanese or American - have been ultimately expelled, we see the terrible cost to the Vietnamese themselves. Vietnam's role in one of the Cold War's longest conflicts has meant that its past has been endlessly abused for propaganda purposes and it is perhaps only now that the events which created the modern state can be seen from a truly historical perspective. Christopher Goscha draws on the latest research and discoveries in Vietnamese, French and English. His book is a major achievement, describing both the grand narrative of Vietnam's story but also the byways, curiosities, differences, cultures and peoples that have done so much over the centuries to define the many versions of Vietnam.

Book excerpt: Experts examine censorship, surveillance, and resistance across Asia, from China and India to Malaysia and the Philippines. A daily battle for rights and freedoms in cyberspace is being waged in Asia. At the epicenter of this contest is China—home to the world's largest Internet population and what is perhaps the world's most advanced Internet censorship and surveillance regime in cyberspace. Resistance to China's Internet controls comes from both grassroots activists and corporate giants such as Google. Meanwhile, similar struggles play out across the rest of the region, from India and Singapore to Thailand and Burma, although each national dynamic is unique. Access Contested, the third volume from the OpenNet Initiative (a collaborative partnership of the Citizen Lab at the University of Toronto's Munk School of Global Affairs, the Berkman Center for Internet and Society at Harvard University, and the SecDev Group in Ottawa), examines the interplay of national security, social and ethnic identity, and resistance in Asian cyberspace, offering in-depth accounts of national struggles against Internet controls as well as updated country reports by ONI researchers. The contributors examine such topics as Internet censorship in Thailand, the Malaysian blogosphere, surveillance and censorship around gender and sexuality in Malaysia, Internet governance in China, corporate social responsibility and freedom of expression in South Korea and India, cyber attacks on independent Burmese media, and distributed-denial-of-service attacks and other digital control measures across Asia.
