In fact, the final exit did not occur until two decades later, after the collapse of the Republic of Vietnam in 1975, the Cambodian revolution, and a decade of Vietnamese occupation of Cambodia. Only in the early 1990s were the major powers able to negotiate a settlement of the Cambodia conflict and withdraw from the region. This book recounts the diplomacy that brought an end to great power involvement in Indochina, including the negotiations for a UN peace process in Cambodia and construction of a "road map" for normalizing U.S.-Vietnam relations. In so doing, this volume also highlights the changing character of diplomacy at the beginning of the 1990s, when, at least temporarily, an era of military confrontation among the major world powers gave way to political management of international conflicts.

Although most Americans paid little attention to Cambodia during Dwight D. Eisenhower’s presidency, the global ideological struggle with the Soviet Union guaranteed US vigilance throughout Southeast Asia. Cambodia’s leader, Norodom Sihanouk, refused to take sides in the Cold War, a policy that disturbed US officials. From 1953 to 1961, his government avoided the political and military crises of neighboring Laos and South Vietnam. However, relations between Cambodia and the United States suffered a blow in 1959 when Sihanouk discovered CIA involvement in a plot to overthrow him. The failed coup only increased Sihanouk’s power and prestige, presenting new foreign policy challenges in the region. In Eisenhower and Cambodia, William J. Rust demonstrates that covert intervention in the political affairs of Cambodia proved to be a counterproductive tactic for advancing the United States’ anticommunist goals. Drawing on recently declassified sources, Rust skillfully traces the impact of “plausible deniability” on the formulation and execution of foreign policy. Unlike most studies, which attribute the invasion to political elites' paranoia and imperial ambition over Indochina, Path argues that Hanoi's move was rational and strategic, intended to resolve its economic crisis and counter imminent threats posed by the Sino-Cambodian alliance by cementing its own alliance with the Soviet Union. As these costly efforts failed in the 1980s, Vietnamese thinking shifted from the doctrinal Marxist-Leninist ideology that had prevailed during the last decade of the Cold War to the approach that would come to characterize the post-Cold War era. Path traces the moving target of Vietnam's changing priorities: first from military victory to Socialist economic reconstruction in 1975-76; then to military confrontation in 1978-1984; and finally, in 1985-86, to the broad reforms dubbed Doi Moi ("renovation"), meant to create a peaceful regional environment for Vietnam's integration into the global economy. Path's sources include internally circulated reports from provincial authorities, ministries, and ad hoc Party committees--materials that have been largely masked by the Vietnamese nationalist history of Vietnam's selfless assistance to Cambodia's revolution and glossed over by the Cambodian nationalist narrative of Vietnam's longstanding imperial ambition in Cambodia"--

This book seeks to tell the story of those wars as a single historical event. Within days of France's defeat by Nazi Germany and Japan's military expansion into Southeast Asia in July 1940, the United States became involved in Indochina. Most histories quickly mention the colonial past, usually limited to the battle of Dien Bien Phu, to concentrate exclusively on the American war. A selection of published sources explains the context and the development of the long war while providing an overview of France's imprint on Indochina and Vietnam. The question "Why were we in Vietnam?" comes up regularly regarding the root causes for the ultimate deployment of over five hundred thousand US troops, most of them conscripts, into a virtually unknown land. When France left Indochina in 1954 it became an American problem. Weeks before the murder of John F. Kennedy came the overthrow of Ngo Dinh Diem and the escalation of the war in 1965–68. Finally, Richard Nixon, after extending the war into Cambodia, enacted both the Vietnamization process and negotiations in Paris between Henry Kissinger and Le Duc Tho, until the final act in April 1975, when the US embassy rooftop with the last helicopter taking off was flashed around the world as the grand finale to the war.
