The author recommends continued U.S. involvement, consideration of a long-term American military presence in the region, and some significant changes in role of the U.S. Army. The goals that led the United States into the Balkans have not yet been fully met. To do so requires both sustained involvement in that region and a continued refinement at the Army s peace operations capabilities. From a broader perspective, he argues that, if U.S. political leaders decide that involvement in protracted peace operations will be an enduring part of American strategy, the Department of Defense should help form specialized joint and interagency peacekeeping organizations as an augmentation to the existing military. The Army should clearly play a leading role in this.

Indiscriminate killing creates fear; targeted violence produces anger and a desire for vengeance; political status reversals spawn resentment; cultural prejudices sustain ethnic contempt. These emotions can become resources for political entrepreneurs. A broad range of Western interventions are based on a view of human nature as narrowly rational. Correspondingly, intervention policy generally aims to alter material incentives ('sticks and carrots') to influence behavior. In response, poorer and weaker actors who wish to block or change this Western implemented 'game' use emotions as resources. This book examines the strategic use of emotion in the conflicts and interventions occurring in the Western Balkans over a twenty-year period. The book concentrates on the conflicts among Albanian and Slavic populations (Kosovo, Montenegro, Macedonia, South Serbia), along with some comparisons to Bosnia.

I appreciate the Committee's invitation to testify on a set of issues that has been overshadowed of late by more dramatic and alarming developments elsewhere in the world. Even as we cope with new challenges, however, it is important to preserve the gains made over the past decade in bringing peace and democracy to the Balkans. American policy toward this region has been marked by a high degree of continuity. Having helped shape the policies in the last Administration, and helped persuade the current Administration to take these up, I naturally remain supportive of the main lines of Administration policy in the region. Rather than review each of the questions the Committee staff has posed to the panel for this hearing, therefore, I will confine myself to comment on three issues, first, the process for determining the final status of Kosovo, second, the withdrawal of American troops from Bosnia, and third, the balance to be struck between the pursuit of justice and reconciliation in the region.
