Given the long history of U.S.-Philippine relations, the alliance must be based on more robust cooperation across the spectrum of political, security, economic, and sociocultural relations. Security concerns provide an acute impetus for leaders to put more energy into the relationship, but its sustainability will require a more comprehensive focus.

Since 1946 to date, the United States and the Philippines maintain an existing agreement entitled Mutual Defense Treaty. However, the US - Philippine Military Bases Agreement of 1947 was terminated in 1991 and eventually US forces were pulled out of the Philippines. Since then, both countries maintained a low-key alliance. After the September 11 terrorist attack in the United States, the US - Philippine security alliance was once again reinvigorated by the Global War on Terrorism. The Philippines was the first ASEAN country to openly support the American led campaign against terrorism. The pullout of the Philippine humanitarian contingent in Iraq last July 2004, caused tension in US - Philippine relations. It is of mutual interest for both countries to explore the security challenges in order to determine what commitment the Philippines can make and what US should realistically expect.

Soon after achieving victory in World War II, the US granted independence to the Philippines, while the European powers were striving hard to retain their colonial possessions. Why did the new global superpower end its colonial rule, while the weaker European imperial powers were tempted to keep theirs? It was actually a master political stroke by the Truman Administration. While giving political independence to the Filipinos, it deftly erected a structure of an unequal relationship with the Philippines to turn the country into a powerful military bastion to serve American interests. One of the consequences of this policy was reflected in Washington's need to maneuver and engineer the election process in the Philippines in order to keep in place a pro-American head of state. Filipino presidents, in the early 1950s, were made in the US, while elections took place in the Philippines. Based on archival research, this book examines the historical relationship between these two countries.
