Book excerpt: In response to the Chief of Naval Operations (CNO), the National Research Council appointed a committee operating under the auspices of the Naval Studies Board to study the national security implications of climate change for U.S. naval forces. In conducting this study, the committee found that even the most moderate current trends in climate, if continued, will present new national security challenges for the U.S. Navy, Marine Corps, and Coast Guard. While the timing, degree, and consequences of future climate change impacts remain uncertain, many changes are already underway in regions around the world, such as in the Arctic, and call for action by U.S. naval leadership in response. The terms of reference (TOR) directed that the study be based on Intergovernmental Panel on Climate Change (IPCC) scenarios and other peer-reviewed assessment. Therefore, the committee did not address the science of climate change or challenge the scenarios on which the committee's findings and recommendations are based. National Security Implications of Climate Change for U.S. Naval Forces addresses both the near- and long-term implications for U.S. naval forces in each of the four areas of the TOR, and provides corresponding findings and recommendations. This report and its conclusions are organized around six discussion areas-all presented within the context of a changing climate.

The United States Navy, as the maritime component of the Department of Defense, has global leadership responsibilities to provide ready forces for current operations and contingency response that include the Arctic Ocean. The Arctic Region remains a challenging operating environment, with a harsh climate, vast distances, and little infrastructure. These issues, coupled with limited operational experience, are just a few substantial challenges the Navy will have to overcome in the Arctic Region. While the Region is expected to remain a low threat security environment where nations resolve differences peacefully, the Navy will be prepared to prevent conflict and ensure national interests are protected. In the coming decades, the Arctic Ocean will be increasingly accessible and more broadly used by Arctic and non-Arctic nations seeking the Region's abundant resources and trade routes. Due to the significant retreat of sea ice, previously unreachable areas have started to open for maritime use several weeks each year. The predicted rise in oil and gas development, fishing, tourism, and mineral mining could alter the Region's strategic importance as Arctic and non-Arctic nations make investments. Despite this gradual ice opening, the Region's frequent harsh weather and sea conditions are significant limiting factors for Arctic Ocean operations. This update of the 2009 Navy Arctic Roadmap provides guidance necessary to prepare the Navy to respond effectively to future Arctic Region contingencies, delineates the Navy's leadership role, and articulates the Navy's support to achieve national priorities in the Region. Navy functions in the Arctic Region are no different from those in other maritime regions; however, the Arctic Region environment makes the execution of many of these functions much more challenging. In May 2013, President Obama published the National Strategy for the Arctic Region, defining the desired end state as an Arctic Region stable and free of conflict, where nations act responsibly in a spirit of trust and cooperation, and where economic and energy resources are developed in a sustainable manner. The recent changes in the Arctic create numerous areas of interest for the United States, largely driven by national security and economic goals. Given the multiple US interests in the Arctic, in January 2009, President George W. Bush published a national Arctic strategy: National Security Presidential Directive 66 - Homeland Security Presidential Directive 25 (NSPD 66/HSPD 25). Thereafter, numerous departments and agencies developed their supporting Arctic strategies and conducted studies, assessments, and research. However, the United States has failed to put forth the effort and funding necessary to implement its national strategy as laid out by NSPD 66/HSPD 25. An examination of the national policy, along with the various department and agency policies, exposes the intricacies and shallowness of the different assorted Arctic policies. Finally, a detailed assessment of actions taken by US Government departments and agencies in the seven areas laid out in the USG policy, reveals poor overall implementation of policy, which if not corrected, will leave the US militarily, politically, environmentally, and economically vulnerable in the Arctic.

Book excerpt: "The Arctic is a vast, often cold, and still relatively pristine landscape. A recent rise in the temperature cycle is causing significant melting of the sea ice in the region. This change is presenting new challenges and opportunities for the Arctic nations and indigenous people living there, as each seeks to protect their interest. However, this friction is not new; the region has historically been of strategic importance to the United States, both from an economic and national security standpoint. The Arctic's future depends primarily on the eight countries who are members of the Arctic Council and share ownership of this region; with Russia, Canada, and the United States being the primary stakeholders. This essay's purpose is to further the ongoing dialogue on what type of organizational headquarters is best suited for the region, considering the complexity of the environment, strategic guidance and other factors that enhance the effectiveness of an organization. This paper uses an empirical approach to argue the Arctic requires a different method to leading US efforts in the region. There are three recommendations derived from this study. The first recommendation supports the idea of a civilian-led headquarters, subordinate to US Northern Command (USNORTHCOM), which can more efficiently focus efforts on what are primarily scientific, economic, and diplomatic issues. The second recommendation is to base the headquarters in or near the Arctic, improving credibility amongst the Arctic nations and external partners while improving continuity of effort, increasing situational awareness, and most importantly building trust between all parties. The third recommendation focuses on leveraging the previously mentioned headquarters to lead bi-annual exercises in the Arctic region, providing a mechanism to train the civilians in their roles guiding the military, increasing the collaboration of all interested parties while putting to test the new systems and capabilities needed to make year-round operations in the Arctic a reality."--Abstract.

Book excerpt: This book offers the first comprehensive examination of Russia's Arctic strategy, ranging from climate change issues and territorial disputes to energy policy and domestic challenges. As the receding polar ice increases the accessibility of the Arctic region, rival powers have been manoeuvering for geopolitical and resource security. Geographically, Russia controls half of the Arctic coastline, 40 percent of the land area beyond the Circumpolar North, and three quarters of the Arctic population. In total, the sea and land surface area of the Russian Arctic is about 6 million square kilometres. Economically, as much as 20 percent of Russia's GDP and its total exports is generated north of the Arctic Circle. In terms of resources, about 95 percent of its gas, 75 percent of its oil, 96 percent of its platinum, 90 percent of its nickel and cobalt, and 60 percent of its copper reserves are found in Arctic and Sub-Arctic regions. Add to this the riches of the continental shelf, seabed, and waters, ranging from rare earth minerals to fish stocks. After a spike of aggressive rhetoric when Russia planted its flag in the Arctic seabed in 2007, Moscow has attempted to strengthen its position as a key factor in developing an international consensus concerning a region where its relative advantages are manifest, despite its diminishing military, technological, and human capacities.
