Book excerpt: The Clinton administration has proclaimed a strategy to engage and enlarge the democratic community of states. By virtue of their strategic location adjacent to Russia, the Middle East, and Europe s periphery, and their large-scale oil and natural gas deposits, Transcaucasia and Central Asia have become important testing grounds of this strategy. The U.S. goal of irrevocably integrating these states into the Western state system economically, politically, and militarily has made them an intensifying focus of international rivalry with Russia. Moscow still perceives these areas as part of its sphere of interest and deeply resents U.S. engagement there. Furthermore, Moscow's current war with the breakaway province of Chechnya demonstrates its willingness to contest expanding U.S. interests forcefully. Moreover, in this region many factors exist that could cause other conflicts. Accordingly, it is a sensitive place to test the strategic rationale of the engagement strategy and its military corollary, a strategy whose goal is to shape the emerging environment in directions that we wish to see. This monograph contributes to the debate that has just begun and which undoubtedly will last for a long time over what our strategy for the new states should be and how it should be carried out.

Their actions rejected a parallel to the ongoing Revolution in Strategic Affairs (RSA) that reaformed the importance of that area as a potential theater of strategic operations (a term taken originally from Soviet military thought).

After providing background on the development of U.S. security interests in Central Asia, this monograph examines post-9/1 1 trends in U.S. policy and military engagement. In the 1990s the United States initiated military engagement with Central Asia to support the region's integration with western political-military institutions, as well as to protect the sovereignty and independence of these states, assist them to improve their border security against transnational threats, encourage them to adopt market-oriented reform and democratization, and ensure access to energy resources in the region. U.S. military cooperation expanded rapidly with Central Asian states in the immediate aftermath of 9/11 due to the framework of relations that had been built piecemeal in the 1990s. For the first time the United States acquired temporary basing in this region in response to a changing security environment, as Uzbekistan, Kyrgyzstan, and Tajikistan became frontline states in Operation ENDURING FREEDOM. Anti-terrorism became the central focus of U.S. policy in the region, although other goals still remain important.

However, we must understand that the importance of Central Asia and the Caucasus to the United States lies not only in the presence of abundant energy resources, but also in these zones' geographic proximity to key theaters in Europe, the Middle East, and across Asia. Military power can be projected back and forth from any one of these theaters; the Transcaspian area that embraces the Caucasus and Central Asia is pivotal to any such exercise. Access to these zones has become an issue of great strategic and policy importance, in view of America's global responsibilities and vital interests (not to mention less critical interests around the world). However, these zones are epicenters of domestic instability and great power rivalry. Moreover, the U.S. concept of foreign access is changing dramatically due to the new Global Posture Review. Therefore, our future access to these areas will not resemble that of the past with sprawling bases, but will remain relatively austere pending future contingencies. To secure and maintain that access, it is not enough to have a purely contractual military relationship with these states when a crisis arises. Instead, we need a holistic and strategically conceived program of interaction with them to help them ward off challenges to domestic security and threats from nearby great powers who would like to subordinate these new and fragile states to their own quasi-imperial designs. Thus the United States has to help strengthen our partners not only against terrorism, but also against threats that could lead to it if state order breaks down. In other words, our presence must become one that is regarded by local governments as not being a purely contractual or one-shot deal, but rather as having a legitimacy acquired by an overall improvement of domestic and foreign security. The central lesson of the RSA is that there are no intrinsically nonstrategic regions from which U.S. vital interests cannot be threatened. If we wish to avoid being either surprised or overextended, we need extensive peacetime engagement with likeminded foreign militaries and governments in the Transcaspian and elsewhere, so that in wartime we can fight with them and gain access to those theaters. This effort must be seen as a critical factor of our strategy. The purpose of this monograph is to analyze the trends that have gone into making that RSA, particularly as it affects the Transcaspian and surrounding regions, and what the United States must do to retain the advantages that have accrued to us by virtue of the capabilities that we have built and assembled.

She points out that weak regional security organizations, contingent support in Russia and China to the expanding American military foothold in the region, and instability in Central Asia will pose considerable challenges for the U.S. military. In conclusion, the author recommends an emphasis on rapid deployment from existing bases in Turkey rather than continued basing in Central Asia, a more coherent regional strategy and improved foreign area expertise for the Central Asian region, and a multilateral approach to addressing instability in the area.

Book excerpt: Since 2004 the US has been steadily losing ground to Russia and to a lesser extent China in the five former-Soviet Central Asian States (CAS) in terms of economic, political and military influence and access. After a very promising period following the 9/11 attacks, all of the Central Asian states opened their doors to cooperation with US-led efforts to combat Islamist extremists. There are several factors which have led to the current state of affairs in which the US is in the process of being expelled from its second and only remaining Central Asian base in the span of four years. First, US political and military engagement in Central Asia has frequently been disjointed and inconsistent. Second, the US has been unable to promote a coherent regional strategy, which looks holistically at the national interests of both the CAS themselves and other regional actors, of which Russia and China are the most important. Finally, expectations have been poorly managed so that CAS governments and societies have generally expected more material, financial and political benefits than the US has been able to or willing to provide, and the US has had equally unrealistic expectations concerning the pace of these states' reforms.
