The medal has in fact consisted of several distinct decorations at various times and has involved a number of competing statutes and policies that rewarded different types of heroism. In this book, the first comprehensive look at the medal’s historical, legal, and policy underpinnings, Dwight S. Mears charts the complex evolution of these developments and differences over time. The Medal of Honor has had different qualification thresholds at different times, and indeed three separate versions—one for the army and two for the navy—existed contemporaneously between World Wars I and II. Mears traces these versions back to the medal’s inception during the Civil War and continues through the ongoing wars in Iraq and Afghanistan—along the way describing representative medal actions for all major conflicts and services as well as legislative and policy changes contemporary to each period. He gives particular attention to retroactive army awards for the Civil War; World War I legislation that modernized and expanded the army’s statutory award authorization; the navy’s grappling with both a combat and noncombat Medal of Honor through much of the twentieth century; the Vietnam-era act that ended noncombat awards and largely standardized the Medal of Honor among all services; and the perceived decline of Medals of Honor awarded in the ongoing Global War on Terror. Mears also explores the tradition of awards via legislative bills of relief; extralegislative awards; administrative routes to awards through Boards of Correction of Military Records; restoration of awards previously revoked by the army in 1917; judicial review of military actions in federal court; and legislative actions intended to atone for historical discrimination against ethnic minorities. Unprecedented in scope and depth, his work is sure to be the definitive resource on America’s highest military honor.

Of all the medals issues by the United States Government, this singular medal has had a particularly solemn glory attached to its meaning. But a look at its history reveals that, from its inception, it was steeped in controversy, with threats to its integrity swirling in from all sides. Author John. J. Pullen, during the course of research on the 20th Maine, came across an obscure note indicating that the 27th Maine, a group of nine-month volunteers from York Country, had been issued 864 Medals of Honor—one for every member of the regiment—while the 20th main, having distinguished itself at Little Round Top, garnered only four such medals. Was this discovery the beginning of an untold story of extraordinary bravery, or was it an outrageous blunder? Civil War literature yielded nothing about this wholesale “shower of stars” that had rained down upon the little-known regiment. And, as Pullen tracked down its descendants, he found very little information on the whereabouts of those medals. Thus, a mystery was born. After sifting through piles of War Department documents, as well as letters and diaries found in Maine’s “unofficial archives,” Pullen begins to pieces together a puzzle that had already ensnared many, from Secretary of War Edwin M. Stanton to such notable figures as Theodore Roosevelt. The hero of this story, however, is Colonel Mark F. Serving with distinction in prominent battles such as those at Bull Run, Chancellorsville and Harpers Ferry, this lawyer-turned-general earned not only the respect of his superiors but the esteem and admiration of his men. Imprisoned first at Fort Delaware and then at Johnson's Island, Archer was one of the "First Fifty" (and as it turned out only) officers to be part of a Confederate/Union prisoner exchange. Upon returning to the Confederacy, Archer resumed command and served until his death from battle wounds in October 1864. From doctors to lawyers and privates to generals, this volume records the stories of a few special people--such as General James Archer--who chose to serve their country during the Civil War. Twenty-four individuals from both sides of the Mason-Dixon line are remembered for their extraordinary and often little known contributions to the Confederate and Union causes. These include Colonel Thomas Rose, who was in charge of the Libby Prison tunnel; Colonel John R. Winston, who was one of the few to escape from the Federal prison on Johnson's Island; Sally Tompkins, who ran a private hospital in Richmond; and Sergeant Richard Kirkland, who risked his life to take water to the Federal troops at Fredericksburg. Other featured individuals include Susie Baker King Taylor, Colonel Hector McKethan, Dr. Mary Walker and Richard Thomas Zarvona.
