However, manufacturing siting decisions tend to be complex and multi-variable decision processes that require in-depth knowledge of specific markets, the logistical requirements of a given technology, and insight into global clean tech trends. This presentation highlights the potential of manufacturing in supporting economic development opportunities while also providing examples of the financial considerations affecting manufacturing facility siting decisions for wind turbine blades and solar PV. The presentation also includes discussion of other more qualitative drivers of facility siting decisions as gleaned from NREL industry interviews and discusses strategies state and local policymakers may employee to bolster their chances of successfully attracting clean energy manufacturers to their localities.

Book excerpt: There is ongoing interest in the pace of U.S. technological advancement due to its influence on U.S. economic growth, productivity, and international competitiveness. Because technology can contribute to economic growth and productivity increases, congressional attention has focused on how to augment private-sector technological development. Legislative activity over the past two decades has created a policy for technology development, albeit an ad hoc one. Because of the lack of consensus on the scope and direction of a national policy, Congress has taken an incremental approach aimed at creating new mechanisms to facilitate technological advancement in particular areas and making changes and improvements as necessary. Congressional action has mandated specific technology development programs and obligations in federal agencies that did not initially support such efforts. Many programs were created based upon what individual committees judged appropriate within the agencies over which they had authorization or appropriation responsibilities. The use of line item funding for these activities, including the Advanced Technology Program and the Manufacturing Extension Program of the National Institute of Standards and Technology, as well as for the Undersecretary for Technology at the Department of Commerce, is viewed by proponents as a way to ensure that the government encourages technological advance in the private sector. Some legislative activity, beginning in the 104th Congress, has been directed at eliminating or significantly curtailing many of these federal efforts. Although this approach has not been adopted, the budgets for several programs have declined. Questions have been raised concerning the proper role of the federal government in technology development and the competitiveness of U.S. industry.

One means of facilitating growth and improving competitiveness is to foster more robust innovation ecosystems through the development of public-private partnerships, industry consortia, and other regional and national economic development initiatives. Public-private partnerships, in particular, catalyze the commercialization of state and national investments in research and development. One of the major projects of the National Research Council's Board on Science Technology and Economic Policy (STEP) is to examine state and local investment programs designed to attract and grow knowledge-based industries. STEP analyzes state and regional innovation initiatives to gain a better understanding of the challenges associated with the transition of research into products, the practices associated with successful state and regional programs, and their interaction with federal programs and private initiatives. In April and July 2009, STEP convened two meeting to assess the future of the U.S. photovoltaic industry and the practical steps that the federal government and some state and regional governments are taking to develop the capacity to manufacture photovoltaics competitively. The Future of Photovoltaic Manufacturing in the United States captures the presentations and discussions of these meetings. This report explores the prospects for cooperative R&D efforts, standards, and roadmapping efforts that could accelerate innovation and growth of a U.S. photovoltaics industry. It includes both efforts to strengthen existing industries as well as specific new technology focus areas such as nanotechnology, stem cells, and energy in order to gain an improved understanding of program goals, challenges, and accomplishments.

Consequently, they have a decisive role to play in the world's clean energy future. Both countries are also motivated by related goals, namely diversified energy portfolios, job creation, energy security, and pollution reduction, making renewable energy development an important strategy with wide-ranging implications. Given the size of their energy markets, any substantial progress the two countries make in advancing use of renewable energy will provide global benefits, in terms of enhanced technological understanding, reduced costs through expanded deployment, and reduced greenhouse gas (GHG) emissions relative to conventional generation from fossil fuels. Within this context, the U.S. National Academies, in collaboration with the Chinese Academy of Sciences (CAS) and Chinese Academy of Engineering (CAE), reviewed renewable energy development and deployment in the two countries, to highlight prospects for collaboration across the research to deployment chain and to suggest strategies which would promote more rapid and economical attainment of renewable energy goals. Main findings and concerning renewable resource assessments, technology development, environmental impacts, market infrastructure, among others, are presented. Specific recommendations have been limited to those judged to be most likely to accelerate the pace of deployment, increase cost-competitiveness, or shape the future market for renewable energy. The recommendations presented here are also pragmatic and achievable.
