Book excerpt: A SERIOUS POTENTIAL PROBLEM IS A GROWING DEPENDENCY ON FOREIGN SOURCES FOR A WIDE RANGE OF MANUFACTURED GOODS AND PHENOMENON IS THE EMERGENCE OF POTENTIAL DEPENDENCIES UPON FOREIGN SOURCES FOR ADVANCED TECHNOLOGY FOR FUTURE WEAPON SYSTEMS. If there are risks posed to national security by foreign dependency, DOD needs to pursue two basic courses of action. First, DoD needs to manage foreign dependency in a focused, effective way. It needs to resolve the conflict that currently exists by balancing the policy goals of RSI, maintenance of the mobilization base, and competition. A policy should set which requires that foreign dependency be managed during system development, as well as in early research and development for future systems. Second, beyond DoD's specific responsibilities in acquiring and fielding weapons, DoD should take an active leadership role within the Federal Government to assure that the national security implications of the deteriorating U.S. industrial and technological base are addressed in national policies and programs.

DARPA undertook this study in an effort to supplement the considerable and valuable 'conventional wisdom' produced by the previous reports by commissioning contractor studies to: (1) examine parts lists of selected weapons systems in greater depth than previously, to whatever subtier contractor level would reveal the ultimate national origin of their components and of the equipment and assembly, packaging, and testing services used in their production; (2) assess the degree of vulnerability resulting from any dependence discovered; and (3) examine the likelihood that foreign suppliers might seek to use those vulnerabilities to pressure the U.S. in peacetime, by reviewing cases where technology denial has been used in the past to exert political leverage.
