As policymakers today evaluate the U.S. forward military presence, it is important that they understand how and why the U.S. global posture has changed in the past. Today's posture is under increasing pressure from a number of sources, including budgetary constraints, precision-guided weapons that reduce the survivability of forward bases, and host-nation opposition to a U.S. military presence. This monograph aims to describe the evolution of the U.S. global defense posture from 1783 to the present and to explain how the United States has grown from a relatively weak and insular regional power that was primarily concerned with territorial defense into the preeminent global power, with an expansive system of overseas bases and forward-deployed forces that enable it to conduct expeditionary operations around the globe. This historical overview has important implications for current policy and future efforts to develop an American military strategy, in particular the scope, size, and type of military presence overseas. As new and unpredictable threats emerge, alliance relationships are revised, and resources decline, past efforts at dealing with similar problems yield important lessons for future decisions. The author draws recommendations out of these lessons that touch on the importance of strategic planning; the need to think globally; the desirability of a lighter, more agile footprint overseas; and more.

Some go so far as to predict a future of conflict, driven by the inevitable rivalry between an established and a rising power, and urge their leaders to prepare now for a future showdown. Others argue that the deep economic interdependence between the two countries and the many areas of shared interests will lead to more collaborative relations in the coming decades. In this book, James Steinberg and Michael O'Hanlon stake out a third, less deterministic position. They argue that there are powerful domestic and international factors, especially in the military and security realms, that could well push the bilateral relationship toward an arms race and confrontation, even though both sides will be far worse off if such a future comes to pass. They contend that this pessimistic scenario can be confidently avoided only if China and the United States adopt deliberate policies designed to address the security dilemma that besets the relationship between a rising and an established power. The work considers geopolitical pressures in conjunction with leaders’ strategic ideas to provide an account of the evolution of the role of Europe in the context of US grand strategy. Observers generally agree on the vague notion that Europe has been de-prioritized in Washington’s external affairs. Against this background, the book makes the case that such de-prioritization of Europe in the context of US grand strategy also entails a reconceptualization of the transatlantic relationship, namely as a region featuring long-standing relationships that can at times be leveraged in pursuit of non-European goals. The United States has a long history of seeking European support or acquiescence for its role as the leader of the international system, but whereas during the Cold War Washington enlisted its European allies in a grand strategic struggle against a European power, more recently, it has sought to enlist European allies in extra-European struggles of different types. Thinking about the role of Europe in US grand strategy now requires new theoretical and empirical tools that allow for the recognition of this very fact.
