Book excerpt: When Secretary of State John Kerry testified before the full Foreign Affairs Committee on the State Department's Fiscal Year 2015 budget he failed to even mention the Western Hemisphere, our hemisphere, in his opening remarks. The Obama administration needs to come up with a coherent strategy for the region, one that considers U.S. national security and commercial interests, and one that celebrates and supports the aspirations of individuals seeking liberty and the respect of democratic principles. The Secretary's failure to even mention the Western Hemisphere is particularly disconcerting when we consider everything that is going on in the region—the fact that Cuba continues to repress its people and and has been caught violating U.N. sanctions and shipping weapons to North Korea through the Panama Canal, that Venezuelan President Maduro has been violently crushing legitimate democratic protests, the wave of antagonism to U.S. interests emanating from Ecuador, Bolivia and elsewhere that our strategic adversaries such as Russia, Iran and China have taken of note—taken note of our absence in the region and are establishing footholds right here in our neighborhood.

Book Regional Mechanisms and International Security in Latin America

Download or read book Regional Mechanisms and International Security in Latin America written by Olga Pellicer de Brody and published by . This book was released on 1998 with total page 176 pages. Available in PDF, EPUB and Kindle. Book excerpt: A great diversity of points of view on international security, one of the most current subjects in the area of international relations, coexist in Latin America and the Caribbean. This region is immersed in an interesting debate in which reticence and enthusiasm coexist and confront themselves in order to enlarge the functions of regional mechanisms of security, or to evaluate experiences acquired either through UN action or recent tendencies of the Security Council. The center of debate is also found in the impossible to ignore role of the United States. Does the end of the Cold War modify the U.S. interests in Latin America in the field of security? Should existing mechanisms of collective security in the region be strengthened? Or should new alternatives be found? How far is a shared agenda for security, not only with the United States but also between the countries in Latin America itself, and among them and the Caribbean, possible or desirable? How acceptable are the new tendencies of the multilateral organizations in the field of security of the countries in the region? These are some of the questions that this book deals with from different points of view. It presents a new perspective on the contemporary debate over international security in Latin America and the Caribbean.

Book Security and Civil Military Relations in the New World Disorder

Download or read book Security and Civil Military Relations in the New World Disorder written by Max G. Manwaring and published by . This book was released on 1999-09 with total page 90 pages. Available in PDF, EPUB and Kindle. Book excerpt: In December 1998, the U.S. Army War College joined with the Chief of Staff of the U.S. Army and the George Bush School of Government and Public Service at Texas A& University to cosponsor a conference entitled "The Use of Land Forces in the Americas." It was held on December 15, 1998, at the Bush School and was hosted by the President of Texas A& University- Kingsville, Lieutenant General Marc Cisneros, USA (Retired). The conference brought together over 100 prominent U.S. academic, civilian governmental, and military leaders and some distinguished Latin American scholars. It was designed to support U.S. and Latin American goals that were first articulated in President Bush's "The Enterprise for the Americas" speech in June 1990. Our mutual goals as neighbors in the hemisphere are to promote democracy, encourage stability, preserve the peace, and provide for our nations' common well-being now and into the 21st century. The various presentations, the level and scope of participation, the candor of the dialogue, the outstanding support provided by the cosponsors, and the relaxed atmosphere generated by the personal efforts of General Cisneros and former President Bush all contributed to a forward-looking and fruitful meeting. This book stems from the symposium, however it is not a comprehensive record of the proceedings. Rather, the book is organized as an anthology of the best of a series of excellent symposium presentations, revised in light of the discussions that took place there, and complemented by an explanation of the strategic interests of the United States in Latin America and an overview. The anthology examines the major political, economic, and social trends in Latin America; strategic issues that relate to the use of U.S. armed forces in the Americas; and, civil-military relations for now and the future.

Book Latin American Security Challenges A Collaborative Inquiry from North and South

Download or read book Latin American Security Challenges A Collaborative Inquiry from North and South written by and published by . This book was released on 2004 with total page 128 pages. Available in PDF, EPUB and Kindle. Book excerpt: Newport Paper 21, "Latin American Security Challenges: A Collaborative Inquiry from North and South," helps reopen the door to serious analyses of the relationship between Latin American national security issues and American strategic interests. The monograph consists of an introduction and conclusion and three substantive essays analyzing specific issues facing Latin America. The first essay, "Latin America's Lawless Areas and Failed States," builds upon the concepts of failed states and borderless regions to suggest how criminals and perhaps terrorists can find refuge and support in localities outside the control of states. The second essay, "Security Implications of Poor Economic Performance in Latin America," provides a solid introduction to the interconnection of economic behavior and the national security threats facing both Latin American governments and the United States. The final essay, "Chinese Interests in Latin America," speculates on the interest of China in the region, with particular attention to the potential roles played by immigration and Chinese ownership of firms charged with operation of both access ports to the Panama Canal. It is the authors' hope that this work will help reinvigorate sound thinking about U.S. policies toward Latin America and encourage closer cooperation between strategists and scholars in both regions. Such cooperation would provide real benefits to the national security communities and military establishments in the United States and many critical Latin American countries. The work published in this volume represents an important effort by scholars in Argentina and the United States to share assessments of security challenges and options available to governments throughout the Americas. The result is a set of assessments from North and South as researchers in the two countries have grappled to reach shared judgments and policies that make sense at both ends of the hemisphere.
