Nonetheless, it has great geopolitical importance in South America due to its geographical position at the center of the continent and its potential impact on the stability of the entire region. Bolivia has been for centuries one of the countries with the largest indigenous population in the area. Almost half of the population identifies with the native peoples--mainly the Aymara and Quechua--who consider the moderate use of coca leaf as a sacred element in their culture. However, the coca leaf is also used for the production of cocaine in Bolivia and other countries. For many years, political and diplomatic relations between Bolivia and the United States have been dominated by the problems posed by the cultivation and use of coca to the exclusion of other, arguably more important, concerns. In 2005, Evo Morales, was democratically elected as president of Bolivia. President Morales comes from the Chapare province, an area characterized by the cultivation of coca. Moreover, President Morales rose to political prominence after several years of activity as the leader of the coca growers associations. After taking office, the historical and traditional relationship of cooperation between Bolivia and United States has suffered a series of setbacks. Tensions have arisen over his approach to the coca problem. The United States government sees all coca products are destined for drug trafficking; ignoring the traditional cultural and religious aspects of traditional Bolivian culture. In contrast, the Bolivian government argues that coca is mainly intended for traditional consumption (ignoring drug-related issues). Relations between the two countries have been stressed for some time; but while there are signs of rapprochement, they remain marked by perceptions and policies associated with the coca problem. This thesis offers recommendations that would guide the bilateral relationship in a more fruitful direction.

U.S.-Bolivian relations became tense in 2006 in the wake of the Morales government's questionable commitment to combating illegal drugs, increasing ties with Venezuela and Cuba, and the nationalization measure. Some U.S. officials have stated that democracy in Bolivia could be at risk because of measures taken by President Morales to undercut the opposition and eliminate checks on his authority.

In The Truman Administration and Bolivia, Glenn Dorn tells the story of how the Truman administration allowed its strategic concerns for cheap and ready access to a crucial mineral resource, tin, to take precedence over further developing a positive relationship with Bolivia. This ultimately led to the economic conflict that provided a major impetus for the resistance that culminated in the Revolution of 1952—the most important revolutionary event in Latin America since the Mexican Revolution of 1910. The emergence of another revolutionary movement in Bolivia early in the millennium under Evo Morales makes this study of its Cold War predecessor an illuminating and timely exploration of the recurrent tensions between U.S. efforts to establish and dominate a liberal capitalist world order and the counterefforts of Latin American countries like Bolivia to forge their own destinies in the shadow of the “colossus of the north.”

Early in his term, President Morales moved to fulfill his campaign promises to decriminalize coca cultivation, nationalize the country's natural gas industry, and enact land reform. Those policies pleased his supporters, but complicated Bolivia's relations with foreign investors and the United States. Since President Morales took office, Bolivians have become increasingly divided over the issues of constitutional reform and regional autonomy. A constitutional reform process began in mid-2006 and concluded in late 2007 when the Constituent Assembly (CA) passed a draft constitution without the presence of opposition delegates. Efforts by the Catholic Church, the Organization of American States (OAS), and neighboring governments have failed to ease tensions over the reform process between the MAS government in La Paz and the opposition. Whereas plans for a national referendum on constitutional reforms have stalled, four departmental referendums on autonomy have been held, despite the lack of congressional approval for them to be convened. A national recall referendum is scheduled for August 10, 2008 on whether President Morales, the vice president, and the prefects (departmental governors) should remain in office.
