The Security Supporting Assistance Program, involving a Commodity Import Program (CIP) and cash grants, is the primary economic aid program for Israel. This aid is usually justified for political rather than solely economic reasons. Under CIP, the United States reimburses Israel for commercial and government purchases from U.S. suppliers, excluding purchases for military use or for sale in occupied territories. This eased Israel's balance-of-payments deficits. The cash grant is called "untied aid" because the funds do not have to be spent on purchases in the United States. Funds are to be spend on nonmilitary commodities in nonoccupied areas.

Israel is the largest cumulative recipient of U.S. foreign assistance since World War II. To date, the United States has provided Israel $118 billion (current, or non-inflation-adjusted, dollars) in bilateral assistance. Almost all U.S. bilateral aid to Israel is in the form of military assistance, although in the past Israel also received significant economic assistance. Strong congressional support for Israel has resulted in Israel receiving benefits not available to any other countries; for example, Israel can use some U.S. military assistance both for research and development in the United States and for military purchases from Israeli manufacturers. In addition, U.S. assistance earmarked for Israel is generally delivered in the first 30 days of the fiscal year, while most other recipients normally receive aid in installments. In addition to receiving U.S. State Departmentadministered foreign assistance, Israel also receives funds from annual defense appropriations bills for rocket and missile defense programs. Israel pursues some of those programs jointly with the United States.

The report focused on justifications for assistance, its use, and its contributions to U.S. and Israeli interests and objectives. GAO found that, although the major objectives of U.S. military assistance to Israel are to provide for political support and military defense, the United States has a variety of interests in assisting Arab states in the Middle East, and arms transfers to these Arab states are increasing. As a result, perceptions of Israel's arms needs have increased, which contributes to a spiraling arms transfers effect in the region. Israel has requested and received U.S. military assistance under liberalized financing methods. GAO believes that the precedents being set by the liberalized financing methods should be continually considered against the possibility that other recipient countries will ask for similar concessions. GAO noted Israel's concern over financing the new purchases as well as repaying outstanding loans. Israeli military debt repayments will rise from a projected $906 million in 1984 to about $1.1 billion in 1992. GAO believes that the trends toward increasing assistance requirements, greater relaxation of restrictions on the use of foreign military sales funds, competition with U.S. production, and setting precedents that others may seek to emulate will continue as long as Israel feels militarily threatened by its neighbors in the region. GAO concluded that the United States is faced with questions concerning the spiraling Middle East arms race, the impact of providing concessions with assistance, and the Israeli military debt situation.

To date, the United States has provided Israel $134.7 billion (current, or noninflation-adjusted, dollars) in bilateral assistance and missile defense funding. Almost all U.S. bilateral aid to Israel is in the form of military assistance, although in the past Israel also received significant economic assistance. At a signing ceremony at the State Department on September 14, 2016, representatives of the U.S. and Israeli governments signed a new 10-year Memorandum of Understanding (MOU) on military aid covering FY2019 to FY2028. Under the terms of the MOU, the United States pledges to provide $38 billion in military aid ($33 billion in Foreign Military Financing grants plus $5 billion in missile defense appropriations) to Israel. This MOU replaces a previous $30 billion 10-year agreement, which runs through FY2018. Israel is the first international operator of the F-35 Joint Strike Fighter, the Department of Defense's fifth-generation stealth aircraft, considered to be the most technologically advanced fighter jet ever made. To date, Israel has purchased 50 F-35s in three separate contracts. For FY2019, the Trump Administration is requesting $3.3 billion in Foreign Military Financing for Israel and $500 million in missile defense aid to mark the first year of the new MOU. The Administration also is seeking $5.5 million in Migration and Refugee Assistance (MRA) funding for humanitarian migrants to Israel.

I try to analyze how the relationship between these countries evolved in the course of 50 years and how the recent political development like the war in Syria, the Arab Spring, the demographic change both in the United States and Israel will influence the relations between Israel and its closest ally. Israel-United States relations are an important factor in the United States policy in the Middle East, and for this reason the US government has placed considerable importance on the maintenance of this close and supportive relationship. One of main expression of US support for Israel has been foreign aid. Since 1985, the US has provided the Jewish state with nearly $3 billion Dollars with Israel being the largest annual recipient of American aid from 1976 to 2004 and the largest cumulative recipient of aid since World War II. But financial aid to Israel by the United States government is not all that US provides to Israel, Israel is also provided with enormous diplomatic, political and legal support by his most important ally.
