Book excerpt: Since January 1999, there has been a tremendous level of debate within the U.S. Army concerning how it should be organized and how it should deploy; specifically, its ability to rapidly deploy within 96 hours and provide a deterrence force of two to five thousand personnel. Army advocates for change argue that the Army's current force structure consists of heavy mechanized forces and light airborne forces, but no medium-weight, rapidly deployable, ground force capability that can perform a multi-mission role. This role should cover a wide spectrum to include decisive combat and operations other than war, specifically, support and stability operations. In order to bridge this gap, the Army's Training and Doctrine Command (TRADOC) has been designated the proponent to develop a rapidly deployable, medium-weight force; its name, Strike Force. As the proponent, TRADOC has developed a Strike Force Operational and Organizational Concept - a concept that has recently been approved by General Reimer, Army Chief of Staff. Many critics challenge the validity of the Strike Force concept, as the need for this capability has appeared to materialize from nowhere. Those critics have brought to the forefront several fundamental questions; such as, what are the operational requirements, purpose, and mission of such a force? Is there a current shortfall regarding the Strike Force concept within the Department of Defense in general and within in the U.S. Army in specific? Would the establishment of such a force be redundant with current Army or other service capabilities? Does the Army envision a requirement to change its methods of force tailoring and organizing forces for operations in order to meet the dynamic needs of emerging and future operational requirements? This monograph explores the viability of the Strike Force concept in terms of the U.S. Army's current and future mission requirements.

Despite the old Army witticism about never volunteering for anything, the Special Forces soldier is. in fan, a double volunteer, having first volunteered for airborne training and then again for Special Forces training. From a very meager beginning but sustained by a strong motivation and confidence in his mission, the Special Forces soldier has marched through the Vietnam struggle in superb fashion. In 1957 some fifty-eight Vietnamese soldiers were given military training by Special Forces troops. Ten years later the Special Forces were advising and assisting over 40,000 paramilitary troops, along with another 40,000 Regional Forces and Popular Forces soldiers. This monograph traces the development and notes the progress, problems. successes, and failures of a unique program undertaken by the U.S. Army for the first lime in its history. It is hoped that all the significant lessons learned have been recorded and the many pitfalls of such a program uncovered. I am responsible for the conclusions reached, yet my thought processes could not escape the influence of the many outstanding officers and men in the Special Forces who joined in the struggle. Particularly, I must lake note of the contributions of the Special Forces noncommissioned officers, without question the most competent soldiers in the world. With the withdrawal of the Special Forces from Vietnam in 1971, the Army could honestly lay claim to a new dimension in ground warfare-the organized employment of a paramilitary force in sustained combat against a determined enemy. As they transition into the 21st century, the central research question is: will U.S. Army Special Forces need to redefine themselves in terms of mission, doctrine, training, or organization as a result of their evolving roles conditioned by an asymmetric threat environment? The study examined the relevance of core, collateral, and emerging missions. It concluded that basic SF doctrine remains sound, but the changing environment and evolving roles of SF will call for a certain amount of refinement. Tactics, techniques, and procedures will change as new technologies are introduced into SF organizations, but emphasis on the human element remains essential, and SF core competencies and warrior skills must be preserved. The study concluded with recommendations to preserve the relevance and efficiency of SF as the premier mechanism for extending U.S. influence in a world of increased global interaction, required to meet security needs.
