Chapter 2 addresses the personnel recovery responsibilities and supporting tools of commanders at all echelons and staffs at battalion level and above. The discussion applies to headquarters from battalion and brigade to theater army. Chapter 3 discusses the planning for personnel recovery. It discusses how the staff uses the military decisionmaking process, the personnel recovery appendix format, isolated Soldier guidance, and the evasion plan of action. Chapter 4 discusses personnel recovery considerations for major combat operations. It emphasizes personnel recovery in the context of offensive and defensive tasks. It discusses the characteristics of major combat operations, the cause of isolation incidents, and conducting the operations process. Chapter 5 discusses the personnel recovery considerations for stability. It discusses the characteristics of stability as they apply to personnel recovery. It then explains the isolation risk in stability as well as isolation risk reduction strategies. It elaborated on Department of State and Department of Defense interactions. Lastly, the chapter discusses interactions with other partners. Chapter 6 discusses the personnel recovery considerations for defense support of civil authorities operations. It discusses characteristics of defense support of civil authorities tasks. It explains the personnel recovery capability phases. It concludes with the commander and staff's focus during defense support of civil authorities. This publication makes several major changes from FM 3-50.1 (now obsolete), which it supersedes. This publication articulates the importance of the commander in successful personnel recovery operations. It enlarges the scope of Army personnel recovery doctrine for stability and defense support of civil authorities tasks. This publication incorporates the doctrinal concepts in ADP 1, ADRP 3-0, ADP 3-07 ADRP 3-07, ADP 3-28, ADRP 3-28, ADP 3-90, and ADRP 3-90. Other changes from FM 3-50.1 include: -The Army term and definition for personnel recovery are modified; the term is changed to Army personnel recovery (see introductory table 1). The definition is limited to military efforts. -Chapters 4 and 5 are combined to include personnel recovery operations during offensive, defensive, and stability tasks in large-scale combat, and in defense support of civil authorities. -Former appendixes are integrated into applicable chapters and chapters are arranged to align appropriately with current joint personnel recovery doctrine.

Book excerpt: "Air Force Battlefield Airmen (BA) Vision 2030 recommends the reorganization of Air Force ground combat Airmen into a unified, multi-mission SOF team for strike, access, and personnel recovery (PR) operations. One inference of this vision is the current Air Force PR paradigm reliant on CSAR methods may not be as relevant in future near-peer conflicts as unconventional and clandestine PR approaches may be. This thesis aimed to determine how the Air Force can best affect PR in future anti-access/area denial (A2/AD) conflicts. The author proposes unconventional assisted recovery (UAR) can be a viable approach, and the author utilized comparative-historical case study analysis methodology to explore this research question. Across the DOD, different approaches to PR fall along a spectrum of permissive, semi-permissive, and non-permissive operating environments with nonconventional assisted recovery (NAR) at the non-permissive end of the spectrum. NAR is rescue through developed physical and/or human infrastructures for use in areas that exceed the capabilities of conventional and other methods, and UAR is NAR conducted by DOD SOF. UAR is often confused with NAR, which can be attributed to DOD doctrine and directives conflicting on the nature of UAR likely due to its compartmentalization and classification. Requirements for utilizing UAR can vary, including physical challenges in the battlespace, enemy air defense systems, political/diplomatic sensitivities, and others. The author’s research of three historical cases in UAR – Detachment 101 in World War II’s China-Burma-India theater, unconventional and partisan rescue operations in the Korean War, and the Military Assistance Command Studies and Observations Group (MACSOG) in the Vietnam War – revealed common factors that influenced UAR success. Three themes – organizational flexibility and the intelligence to-action cycle, local populace cooperation, and enemy saturation – emerged from the research as significantly important to UAR operations. Detachment 101 established the most effective UAR operations of the three case studies. In Korea, some UAR operations succeeded, but almost exclusively in the periphery of the battlespace. MACSOG cultivated in Vietnam the most comprehensive UAR program of the three case studies, yet it was the least successful. Across the cases in that order, organizational flexibility, local populace cooperation, and enemy saturation of the battlespace all decreased, coinciding with diminished UAR effectiveness. These three themes are vital to UAR success, but they should not be considered criteria that must be met. Future operations may still prefer UAR as the PR plan despite shortfalls in the three noted themes if no other suitable, feasible, or available means to execute PR exist. When considering UAR operations in the future, however, planners should note UAR appears to have particular relevance in areas with aggrieved segments of local population and in complex terrain, including urban environments. Further, UAR operations benefit from the conduct of the mission by multi-purpose SOF teams like those proposed in the BA Vision 2030, while UAR is difficult in conflicts where national political objectives are primarily negative, meaning they are only achievable by limiting military force. Finally, the Air Force should anticipate growth into the UAR mission space over the coming decade and develop doctrine and guidance accordingly. Some resolution of the Title 10 vs. Title 50 debate within the US government will facilitate covert and clandestine activities like UAR in the future."--Abstract.

Book excerpt: The contemporary operating environment and recent increases in asymmetric tactics to counter the conventional military superiority of the U.S. presents significant operational challenges. Recovery forces are vulnerable conducting personnel recovery because the situation, not the military, dictates the terms of engagement. Thus, the central research question is: Given a report of the physical location of an evader, is the military using the most rational decision-making model to offset the predictable nature of traditional recovery activities? As a flexible and adaptive strategic decision-making tool, game theory offers a logical way to graphically represent and compare all strategy combinations in order to test the rationality of current recovery doctrine. After evaluating the generalized motives and capabilities of seven types of adversaries, in six cases the strategic costs of not recovering an evader outweighed the tactical costs of predictability. Deploying recovery assets is, more often than not, the optimal choice based on adversarial capabilities, ideology, motivation, and strategy. With a potentially devastating strategic vulnerability to hostage exploitation aimed at its legitimacy, credibility, and public will, the U.S. can ill afford not to recover those forced to evade. In this strategic context, the military's decision-making process with regard to personnel recovery is completely rational.
