Forces and trends within society and the defense environment have placed increased reliance on graduate education during the past quarter century. Rising education and training costs within the military have spurred Congressional concern regarding the Service's graduate education needs, the magnitude of educational expenditures, and the management practices surrounding the utilization of officers holding graduate degrees. Sufficient progress has not been made since the critical GAO Report of 1970 to alleviate Congressional concerns with the DOD and the Service's graduate education programs. The basic philosophy of position validation appears inadequate for Service justification of graduate education in contemporary society. The Services, in general must critically review and modify existing justification for their fully funded programs; and, the Army in particular must properly interface the conceptual philosophies of the Army Education Requirements Board with the changes inherent in the new Officer Personnel Management System.

Book excerpt: The present system for determining the services' educational needs by a count of existing jobs requiring officers with graduate education has crucial flaws. The panel recommends that it be replaced by a system of educational standards for each military occupational specialty, reviewed periodically by expert panels. The services' target for educated officers should be integrated with their technological, strategic, and organizational plans. The new system should lead to greater effectiveness and flexibility in the assignment and utilization of educated officers. The present levels of graduate education should be maintained by increasing participation in less costly off-duty, degree-completion, and cooperative degree programs to compensate for any reductions in the more costly fully funded programs.

Book excerpt: This study was designed to determine predictors of success for selecting Army officers to attend fully funded graduate school. The objective was to develop prediction models to assist decision makers in selecting the best qualified officers. The study examined the records of 1201 officers who attended fully funded graduate school during fiscal years 1982, 1983, and 1984. The officers were grouped into either administrative or academic classification categories. Administrative categories included branch, division, and source of commission, and academic categories included graduate discipline, graduate degrees awarded, and graduate school. The study examined the following predictor commissioned service, prior enlisted or warrant officer service undergraduate grade point average, class standing, standardized exam scores, (GRE and GMAT), and years since undergraduate degree. The criterion used for this study was graduate grade point average. Using regression analysis, the study found different predictor-criterion relationships for each classification, as well as a few more broadly applicable predictors. Missing data due to different record- keeping procedures across branches limited the potential usefulness of the results. The significant and meaningful predictors found should encourage career managers to improve their current procedures and begin to maintain information to permit further improvement in selection procedures as data become available. Book excerpt: The purpose of this report is to establish the basic structure for the education of Army (including Army Air Forces) officers. The charter of the board covered commissioned officers only. The military leadership emerging from World War II recognized that the United States would play a major role in world affairs. The military officers of the United States needed to be educated to assume military leadership under more complex situations and using more sophisticated technology than had been the case before that time. The bulk of this study, chaired by Lieutenant General Leonard T. Gerow, deals with professional military education. Annex 10 (which addresses Army Air Forces) includes the requirement for the Air Institute of Technology. At this early stage of the development of modern-day military education, no specific reference is made to graduate education. The board established the mission of the Air Institute of Technology as assuring scientific technological development of Army Air Forces equipment and efficient operation of procurement, supply, maintenance, and service responsibilities assigned to the Army Air Forces. (p. 75) It would be heavily science-and-research oriented. Instruction would be provided in those subjects to prepare officers to serve in the Air Technical Service Command and tactical operating units. Provisions called for Reserve and National Guard officers to attend an associate, condensed course and for the Air Institute of Technology to provide a correspondence course for officers on inactive status.

Book excerpt: The purpose of this study is to estimate the effect of graduate education on the promotion of a U.S. Army field grade officer. In addition, this thesis investigates whether or not there are significant differences among career fields of the Officers Personnel Management System. To do so, a probit model and three correction models are built. The first correction model uses the Heckit method to correct for sample selection bias. The second model uses the instrumental variable regression method to correct for endogeneity of graduate education. The third model uses the double selection approach that combines the Heckit correction with two stage least squares to correct for both sample selection bias and endogeneity. The probit estimations indicate that the effect of graduate education for a representative officer increase the promotion probabilities by 0.148 and 0.132 for the grades of Lieutenant Colonel and Colonel, respectively. After correcting for sample selection bias, the effect of graduate education on the promotion to Lieutenant Colonel is reduced by 59.5 percent. After correction for endogeneity, this effect is increased by 70.9 percent. Finally, this effect increases by 61.5 percent after correction for both sample selection bias and endogeneity.

Book excerpt: This qualitative case study explored how U.S. Army Command and General Staff College (CGSC) students decided whether or not to attend graduate school. The focus was on how U.S. Army students made their decision. The purpose of the study was to illuminate the issues related to this decision in adult development, adult learning, career decision making, and participation in adult learning activities. These issues were explored using the students' own words during their interviews in which they described how they made their respective decisions. This research analyzed interviews with 26 students, 12 who either decided to attend one of the graduate programs available to CGSC students or were already in a master's degree program, and 14 who elected not to attend any of the graduate programs offered. The analysis explored how U.S. Army CGSC students made their decision about graduate school, the process used in making their respective decisions, and the factors that influenced their decisions. Analysis of the students' interviews answered the primary research question and the four subordinate research questions. Not surprisingly, all the students indicated that military career requirements, post-military career aspirations and requirements, family considerations, and previous academic experience influenced their decision whether or not to attend graduate school. The extent to which their decision was influenced varied, but everyone interviewed expressed some degree of influence of those factors. Not expected were the common themes that emerged from analysis of the interview transcripts of CGSC students. Those themes centered around self-efficacy and confidence, goal setting and achievement, persistence, time management, life issues, guidance and mentorship, perceived quality of the degree or value, and the CGSC master's program (Master of Military Art and Science).

Poor retention engenders substantial risk for the Army as it directly affects accessions, development, and employment of talent. The Army cannot make thoughtful policy decisions if its officer talent pipeline continues to leak at current rates. Since the Army cannot insulate itself from labor market forces as it tries to retain talent, the retention component of its officer strategy must rest upon sound market principles. It must be continuously resourced, executed, measured, and adjusted across time and budget cycles. Book excerpt: This essay considers: (1) The system used to identify military officer positions in agencies and commands which are deemed to require graduate level education in order to fulfill the position responsibilities; and (2) The process used for validation of such requirements. The role of the Army Educational Requirements Board (AERB) is stressed. Data was gathered through a search of government documents, interviews with personnel involved in the civil schools programs, and the author's personal experiences as a member of the 1974 AERB. The 1974 cycle is discussed as a case history. The essential conclusions are that: (1) Requests for validation of military officer positions were inadequately prepared; (2) The Speciality Career Program Consultant Board reviews resulted in rubber stamp approvals; (3) The AERB received little substantive guidance; and (4) The AERB Report of Proceedings was approved by the Deputy Chief of Staff for Personnel but approval was subsequently withdrawn. A revision of the system is deemed appropriate. The key recommendation is that the AERB be abolished and its functions of position validation and program review be assumed by the DA Speciality Proponent agencies and the Office of the Deputy Chief of Staff for Personnel, respectively.
