Book excerpt: This decision document presents the selected remedial action for the Area A Soil Operable Unit (OU) at Alabama Army Ammunition Plant (AAAP), Childersburg, AL, which was chosen in accordance with the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), as amended by the Superfund Amendments and Reauthorization Act of 1986 (SARA), and, to the extent practicable, the National Oil and Hazardous Substances Pollution Contingency Plan (NCP). This decision is based on the administrative record for the site. This early remedial action is being taken to protect human health and the environment from unacceptable risks. This action is intended to be final for all of Area A soils. The U.S. Environmental Protection Agency (EPA) and the State of Alabama concur with the selected remedy.

Book excerpt: The Department of Defense's Installation Restoration Program (IRP) was established to: (1) identify and evaluate suspected problems associated with past hazardous waste disposal sites at military bases; and (2) control the migration of hazardous environmental contamination from those sites. Pursuant to a congressional request, GAO made a limited review of the status of IRP work at two military installations, an Air Force base and an Army depot. In studying IRP work at the Air Force base, GAO found that a 1982 report was issued which identified 20 disposal sites as having a potential for contamination migration, and additional work to determine the types and quantities of contamination is ongoing. Further, IRP work at the Army depot identified hazardous waste disposal sites in a 1979 report, and the Army concluded its work at the depot with a 1981 study that addressed the potential for environmental pollution at that installation. However, because state and local environmental regulatory agencies raised questions about that report, the Army resumed some additional IRP work at that base.

Book excerpt: In the last 30 years or more, the Army has been engaged in manufacturing and various other operations at a number of installations throughout the United States. As a result of these operations, the installations have become contaminated with various chemical, biological, and radiological materials. The contaminates were deposited in disposal basins, Burial pits, test sites, impact ranges, production facilities, demilitarization areas, and storage yards. Although some of these areas were contaminated unintentionally through accidental spills or munitions deteriorating in storage, most of the contamination stemmed from intended and legitimate operations. To date, some 50 DARCOM installations have been initially identified as possibly having serious contamination problems. The army realized, of course, that a program to restore these installations to a point where they would be suitable for public use would be a technically complex and costly undertaking. The technology base was shallow and in many areas the state-of-the-art would have to be advanced. Estimates of cost and time were substantial. As a result of the technical complexity, high cost, political visibility, and involvement of a wide range of federal agencies, in August 1975 this effort was placed under project management control.

Book excerpt: The goal of the IRP Phase I study is to identify sites where there is potential for environmental contamination resulting from past waste disposal practices and to assess the potential for contamination migration from these sites. The conclusions are based on the evaluation of information collected from the project team's field inspection; review of records and files; examination of historical aerial photographs; and interviews with base personnel, past employees, and state and local government employees. Twelve potential contamination sources were identified on USCG facilities at MMR. The evaluation of these sites are identified, and their evaluation is summarized in Table 5.0-1. Locations of these sites are shown in Figures 5.0- and 5.0-2. Six of the 12 sites were determined to have a potential for contamination and/or contaminant migration. Evaluations and conclusions regarding the seven sites (CS-1, CS-2, CS-3, CS-4, CS-6, and FS-2) that have a potential for contaminant migration and received HARM scores are detailed in the following paragraphs. HARM methodology is presented in Appendix G; individual HARM rating forms for each site are presented in Appendix H. (fr).
