Book excerpt: This United States Army policy, Army Regulation AR 700-28 Logistics: Ammunition Management October 2020, provides policy for Army peacetime and wartime allocation of class V conventional ammunition and missiles that require intensive management. It provides policy for execution of Army responsibilities for the distribution of new production and stockpiles to Army and non-Army customers as prescribed in DoDD 5160.65, which also addresses the Single Manager for Conventional Ammunition and implements appropriate portions of DoDD 5160.65. The Secretary of the Army is the Single Manager for Conventional Ammunition. That official has delegated authority to Assistant Secretary of the Army (Acquisition, Logistics and Technology). The Assistant Secretary of the Army (Acquisition, Logistics and Technology) has, in turn, delegated execution of the Single Manager for Conventional Ammunition operations to the Joint Program Executive Office Armaments and Ammunition. This regulation also implements in the Army allocation process the joint conventional ammunition policies and those of the Joint Materiel Priorities and Allocation Board. This regulation applies to the Regular Army, the Army National Guard/Army National Guard of the United States, and the U.S. Army Reserve. It also applies to Single Manager for Conventional Ammunition elements within the Army and those activities supporting the Army's mission to all Department of Defense military Services.

Book excerpt: The Commander in chief (CINC) of a U.S. unified command develops the strategies for and oversees the development of operational plans for employing and sustaining the U.S. military forces in his theater or geographic area of responsibility. Besides having operational command over his service components in both peacetime and wartime, the CINC has "directive authority" over logistics, which permits him in wartime to authorize commanders to use all facilities and logistics resources available as necessary for the accomplishment of their operational missions. The CINCs must have flexible and responsive management systems that can identify potential sustainability and supportability problems and allocate logistics resources in concert with operational plans and objectives. This report defines the data, knowledge, and analytic tools required by the CINC/Logistics Directorate (J-4) staffs in wartime and compares those requirements with the capabilities currently available or under development. The authors recommend enhanced data, knowledge, and models that would improve the CINC/J-4 staffs' ability to assess the ammunition supportability of current and planned operations.

This industrial base must be able to manufacture a wide range of ammunition and ordnance items. In peacetime, the Army tests new rounds, makes training rounds, and manufactures rounds or components for war reserves, stockpile maintenance and upgrades. The Army must also manage and maintain capacity to replenish ammunition consumed by major theater wars without expanding the industrial base. The combined organic and inorganic industrial base can meet current requirements, but parts are becoming obsolete, and are expensive to operate To improve efficiency and reduce per-unit costs while maintaining strategic control of this key defense capability, the Army is seeking to reconfigure facilities, and stabilize production rates. The Army realizes that the industrial base structure has to change. This thesis provides a prototypic decision support model that captures the essence of their problem by optimizing transition actions while satisfying complicated long-term constraints on resources, management, and capacity. The model suggests yearly decisions for a planning horizon of a decade or more, and is demonstrated with 16 organic installations, structures located therein, and process centers housed in those structures.
