Over the years, relations between the United States and Syria have fluctuated as Washington has tried to balance its commitment to Israel's security with its support for Arab regimes in order to protect vital and strategic interests in the Arab world. The Arab-Israeli conflict is, however. no longer the only focal point of the relationship. Now, terrorism has entered the fray. On the State Department's terrorism list since 1979, Syria became even more persona non grata as far as Washington was concerned when Damascus vocally opposed the U.S. invasion of Iraq in 2003. The American war in Iraq, occupation, and promotion of democracy throughout the Middle East pose a strong challenge to the Syrian regime. The new Syrian leadership, in power only since 2000, faces immense challenges—protecting Syria's regional status and surviving internal and external threats. Against this background, Syria and the United States have set themselves on a collision course over terrorism, arms proliferation, Lebanon, the Middle East peace process, and Iraq. Syria is, nevertheless, extremely important to the United States, because it can be a force for either stability or instability in an extremely volatile region. Recent events have put the spotlight on Syria's policies and actions. After the assassination of a Lebanese politician, protests in Lebanon led to the withdrawal of Syrian troops. While the withdrawal averted an immediate threat of bloodshed, the Bush administration accused Syria of being a source of instability in the Middle East, with Secretary of State Rice charging that Syria was still active in Lebanon and was supporting foreign terrorists fueling the insurgency in Iraq. The U.S.-Syrian relationship is of critical importance to the United States' efforts to promote democracy throughout the Middle East. At the same time, the United States has been pressuring Syria to clamp down on terrorism within its own borders. Rabil provides a history of the modern U.S.-Syrian relationship, putting the latest events in the context of this contemporary history, and placing the relationship in the context of Middle Eastern politics.

Book excerpt: The present study displays the impact of Syrian-American relations on the crisis in Lebanon during the period beginning with the Syrian intervention in 1975 to the withdrawal of Syrian forces in 2005. This period stretches across the epochs of superpower rivalry, the post-Cold War and the aftermath of the September 11 attacks, all witnessing convergence and divergence of Syrian-American interests. The author argues that, irrespective of such convergence and divergence, Lebano n was of little significance to U.S. policy formulations and of vital importance for Syria. Lebanon was a means for the United States to pursue regional policie s and a continuous target for Syrian hegemony. The study visualizes factors that impede a Lebanese foreign policy not fully osc illating in either Syrian or American orbit. With uncontrollable regional crises, Lebanon could not further such a policy under lack of state sovereignty. As lo ng as the Arab-Israeli conflict is unresolved and the persistent Iranian influen ce not curbed, Lebanon could not recover its confessional political stability ab sent since the late sixties. Until a settlement on the Israeli and Iranian front s is achieved, enforcing Lebanon's sovereignty would destabilize the domestic si tuation. No forcible solutions would be possible, either militarily through disa rming Hezbollah or politically through removing Lebanon from the Arab-Israeli co nflict. Under the retreat of Syrian hegemony, the confessional system would prove ineffe ctive with no external intervention to stabilize the process. Incapable of retai ning its previous efficiency, the political system would oscillate between insti tutional paralysis and sectarian compromise in the best of cases. This condition underlines the regional dimension of domestic groups and reflects on the dilemm a of reconciling domestic and regional objectives. Substantially questioned, the real existence of a Lebanese identity will figure in the political debate. Nota bly, the Lebanese dimension of Syrian-American relations will remain significant after the Syrian withdrawal. Quite critical will the repercussions of these rel ations be on Lebanon if a broad regional settlement is not in sight. For over three decades, the Asad family has controlled and ruled Syria. Although few observers believe that the Syrian political system faces an imminent rupture, Syria2s precarious long-term economic outlook coupled with continued uncertainty over the future of neighboring Iraq could have a serious impact on Syrian politics. Economic pressures from the loss of oil revenues and population growth could push the question of reform to the forefront of Syrian politics. Many analysts believe that Syria2s efforts to reform its economy and political system have stalled, and it remains unclear whether or not the Syrian government will be able to control the reform process indefinitely. Events in Iraq also may impact Syria2s domestic stability. Some analysts believe that movement toward Iraqi Kurdish independence could embolden Syria2s Kurdish population of an estimated two million to demand greater political participation in Syria. In addition, there is much concern that conflict in Iraq could radicalize homegrown Syrian Islamists, who potentially could target Syria2s secular government or export radicalism to Iraq. Since the toppling of former Iraqi dictator Saddam Hussein2s regime in April 2003, U.S.-Syrian relations have taken on a new dimension. The United States has taken a keen interest in the Syrian regime2s behavior, in particular demanding Syrian cooperation in monitoring the Iraqi-Syrian border in order to curb the infiltration of foreign fighters into Iraq. In addition, following the terrorist attacks of September 11, 2001 and again prior to Operation Iraqi Freedom, the United States has spoken out against authoritarian regimes like Syria and promoted reform in the 3broader Middle East.4 Some U.S. officials have advocated stern policy measures toward Syria in order to demonstrate U.S. dissatisfaction with its perceived interference in Iraq, its support for Palestinian terrorist groups, and its violations of Lebanese sovereignty. On November 20, 2003, Congress passed the Syria Accountability Act (P.L. 108-175), which authorized the President to impose economic sanctions on Syria. Some Members also have proposed funding groups inside Syria to promote political reform and condemned human rights violations against reformists in Syria. Others have cautioned against isolating Syria and have advocated offering incentives to secure cooperation in stabilizing Iraq and fighting international terrorism.
