The branding of the city not only raised awareness of Dubai, and brought Emiratis one of the highest standards of living in the world, it also spread positive representations of the UAE to the world at large, in striking contrast to more familiar representations of the Middle East. Advertising campaigns built a near-perfect image. The city's bold architecture, such as Burj al Arab, and futuristic projects such as the Palm Islands, helped create an image of modernity, and themes like luxury, personal safety, and excellent service were successfully used to alter western perceptions of the Arab world. Yet how does the image compare with the reality? William Gueraiche's work is the first scholarly study of the UAE's campaign to establish itself on the international stage and to explore the impact that its economic transformation has had on the country. In particular the author compares the image – a country that is an icon of modernity open to globalization and dialogue with the western world – and the reality – a society that nonetheless seeks to maintain a closely guarded Islamic ethos. Since the 1970s, workers from South Asia have flooded into the emirate, enabling Dubai's huge construction boom. They now compose its largest noncitizen population. Though many migrant families are middle-class and second-, third-, or even fourth-generation residents, Indians cannot become legal citizens of the United Arab Emirates. Instead, they are all classified as temporary guest workers. In Impossible Citizens, Neha Vora draws on her ethnographic research in Dubai's Indian-dominated downtown to explore how Indians live suspended in a state of permanent temporariness. While their legal status defines them as perpetual outsiders, Indians are integral to the Emirati nation-state and its economy. At the same time, Indians—even those who have established thriving diasporic neighborhoods in the emirate—disavow any interest in formally belonging to Dubai and instead consider India their home. Vora shows how these multiple and conflicting logics of citizenship and belonging contribute to new understandings of contemporary citizenship, migration, and national identity, ones that differ from liberal democratic models and that highlight how Indians, rather than Emiratis, are the quintessential—yet impossible—citizens of Dubai.

Domestic changes since 2000 have significantly altered the country's dynamics, firmly cementing power within Abu Dhabi. While Khalifa bin Zayed succeeded his father as emir of Abu Dhabi and UAE president in 2004, the Emirates' evolution has largely been accredited to Abu Dhabi's crown prince, Mohammed bin Zayed. His reign has been characterized by the rise of the security apparatus and a micromanaged approach to governance. Mohammed bin Zayed's strategy of fortification has focused on pre-empting threats from the UAE's native population, rather than from expatriates or foreign actors. As a result, he has consolidated power, distributing its administration among his tribal and kinship allies. In essence, Mohammed bin Zayed has driven modernization in order to strengthen his grasp on power.
