Book excerpt: The Office of Special Education Programs (OSEP) of the U.S. Department of Education is working to provide the information needed to improve the transition and postschool outcomes of secondary school students with disabilities, in part through the National Longitudinal Transition Study-2 (NLTS2). The findings of this 10-year study generalize to youth with disabilities nationally and to youth in each of the 12 federal special education disability categories in use for students in the NLTS2 age range. This report examines efforts to prepare youth with disabilities for the transition from secondary school to adulthood. It highlights the transition planning process undertaken during high school with and for youth with disabilities as they prepare for life after school. These topics are addressed by using data from two important sources: (1) Parents or guardians of NLTS2 study members; and (2) School staff best able to describe students' overall programs. From these data, NLTS2 provides a national picture of transition planning, including variations in that planning for students who differ in disability and other characteristics. The following are appended: (1) NLTS2 Sampling, Data Collection, and Analysis Procedures; (2) Demographic Characteristics of Youth with Disabilities and Their Households; and (3) Unweighted Sample Sizes. Book excerpt: Data from the National Longitudinal Transition Study-2 were analyzed to determine the effect of receiving transition planning education and having a transition plan that specified needed postsecondary accommodations on the receipt of disability-specific services and generally available supports at the postsecondary level by students with disabilities. The analyses included a nationally representative cohort of 1,210 students. Propensity model analyses indicated that both variables significantly increased the odds that students with disabilities would receive disability-specific and generally available supports at 2-year institutions. In addition, students with transition plans specifying accommodations were more likely to receive disability-related supports at career/technical education (CTE) schools and CTE students who had received transition planning education in high school were more likely to receive generally available supports. The results provide important implications for policy and practice, and a strong foundation for further exploration of the linkages between transition planning experiences and receipt of disability-specific and generally available supports at postsecondary schools. Given the significant change in responsibility faced by students with disabilities in college in regard to decision making and self-advocacy, transition planning for students with disabilities needs to include explicit instruction related to accessing needed services at the college level. Book excerpt: Large numbers of young people in the United States were in foster care or in juvenile justice custody as teenagers, and many of them have a difficult time making a successful transition to independent adulthood as they leave these systems. Most of them faced a number of disadvantages during childhood and often have poor outcomes across several domains relative to their peers as they become adults. While government funding to help these groups has increased, few of the programs that have been rigorously evaluated have been found to improve outcomes. To advance knowledge in this area, the Youth Villages program sought an independent evaluation of its Transitional Living program--now known as "YVLifeSet"--which is one example of an "independent living" program. The Transitional Living program aims to help young men and women make the transition to adulthood by providing intensive, individualized, and clinically focused case management, support, and counseling. The evaluation used a rigorous random assignment design in which study sample members were assigned at random to either a program group that was offered the Transitional Living program services or to a control group that was not offered those services. This third major report in the evaluation builds on the one-year findings and assesses the estimated two-year impacts of the Transitional Living program using administrative data for three outcome domains: education, employment and earnings, and criminal involvement. The report also presents information on the costs of operating the Transitional Living program. Key findings overall and from the two-year analysis include: (1) Transitional Living did not increase young people's average earnings during the second year of follow-up, but it had a modest, positive effect at some earnings levels during this time period and it led to modest increases in employment and earnings over the full two-year study period; (2) Statistically significant effects were not observed in Year 1 in the education, social support, and criminal involvement domains, and did not emerge in Year 2 (though social support was measured in Year 1 only); and (3) The program increased housing stability and economic well-being and improved some of the primary outcomes related to health and safety in Year 1, but data were not available to assess whether impacts in these domains continued into Year 2.
