Book excerpt: My research includes two essays on Chinese labor markets. In the first essay, I examine how minimum wage increase impacted employment in China in 2011 and 2012, using data from China General Social Survey. I compare employment changes in provinces with large and small minimum wage increases. I find a minimum wage increase has a small and statistically insignificant negative employment effect for two at-risk groups of workers. In Eastern China, minimum wage increase has insignificantly adverse effect on both groups. But in Central and Western China, minimum wage increase positively promotes job opportunities. In the second essay, I analyze the effect of body weight on hourly wages in China by using data from China Health and Nutrition Survey. I find significantly positive effect of body weight on an individual's hourly wage for male workers. As for females, I find that body weight is negatively related to hourly wages.

Book excerpt: This dissertation examines the central features of the current Chinese labor market, investigates the functioning of China's labor market by constructing a theoretical model, and conducts a comprehensive welfare economic analysis using the model to study welfare consequences of various labor market policies. The dissertation consists of six chapters. Following the introduction of Chapter 1, Chapter 2 reviews key features of the current Chinese labor market based on previous literature, including labor market segmentation, household registration system, wage evolution, employment structure, etc. However, previous studies have not provided a satisfactory answer about the extent of hukou-based labor market discrimination in firms with different ownerships. Chapter 3 fills in this gap by providing more convincing empirical evidence on this particular feature using a double-selectivity approach. The results show that state-owned enterprises (SOE) are much more discriminatory than private firms against rural-to-urban migrants who carry their rural hukou to cities. The SOE sector practices both wage and hiring discrimination against rural hukou holders. Based on these empirical results, Chapter 4 constructs a theoretical model for the current Chinese labor market. The model has two geographically distinct areas (urban and rural), three segmented economic sectors (SOE, private, and agriculture), and two types of workers distinguished by the hukou status (urban and rural hukou). The paper first formulates the model and obtains a closed form solution before modeling any policy interventions. Chapter 5 then works out the labor market and welfare consequences of three policy interventions which include promoting rural development, reducing the cost-of-living in urban areas for rural hukou holders, and offering some rural workers the chance to convert from rural to urban hukou status. The policy analysis includes small increases in each of these three areas, followed by the allocation of a specified development budget among these three alternative uses. It is shown that the rural development policy is unambiguously welfare-improving, while the other two policies have ambiguous effects on social welfare. Chapter 6 concludes.

Drawing on more than a decade of survey-based research, the authors systematically document and analyse this important transformation. They use economic and sociological theory, institutional analysis and political economy to fully explain the causes, pressures, obstacles and consequences of the move towards a labour market in China. It is argued that much progress has been made towards the creation of a labour market but that the process is far from complete.

The country’s demography and labor dynamics are changing, after benefitting in past decades from ample cheap labor. So far, the labor market appears to be resilient, even as growth slows, driven in part by expansion of the services sector. Migrant flows and possible labor hoarding in overcapacity sectors may also help explain this. Yet, while the latter two factors help serve as shock absorbers— contributing to labor market stability in the short term—if they persist, they may delay the needed adjustment process, contributing to an inefficient allocation of resources and curtailing productivity gains. This paper quantifies to what extent structural trends and the reform pace affect employment growth under the new normal. Delays in reform implementation would weaken growth prospects in the medium term, running the risk that job creation will fall below policy targets, leading to labor market pressures in the future. In contrast, successful transition might require faster reforms, including in the overcapacity and state-owned enterprise sectors, supported by well targeted social safety nets.

Book excerpt: A more market-oriented labor market has emerged in China in the past twenty years with growing importance of the urban private sector, as state-owned enterprises have downsized. Despite the progress on reforms, a sizable surplus of labor still exists in the rural sector and state-owned enterprises. The main challenge facing China’s labor market in coming years is to absorb the surplus labor into quality jobs while adjusting to World Trade Organization (WTO) accession. This paper estimates that if annual GDP growth averages 7 percent and the employment elasticity is one-half, urban unemployment could double to about 10 percent over the next three to four years. These pressures would be limited by stronger economic growth, especially in the private sector and more labor-intensive service industries which have generated the most jobs in recent years. Therefore, policy should focus on encouraging private sector development while reducing barriers to labor mobility, improving worker skills, upgrading job search services, and strengthening the social safety net.

Book excerpt: This book studies some important issues in China’s labor market, such as rural labor migration, employment and wage discrimination, the new dual labor market, and economic returns on schooling, using the newer and representative data and advanced estimation models. This approach has yielded many interesting results, including a solution to the dilemma of two ongoing crises since 2004: the rural labor surplus and severe shortage of migrant labor. While male workers generally received less favorable treatment and consequently enjoyed a lower average employment probability than female workers in 1996, they also received preferential treatment over female workers, who otherwise had identical worker characteristics in 2005. We provide new estimates for male-female hourly wage differentials in urban China, and our results indicate that the hourly wage differentials and the unexplained part of the hourly wage differentials are smaller than the differentials obtained by ignoring the sample selection bias. We study China’s new dual labor market, which is shifting from a rural migration versus urban workers setup to informal workers versus formal workers setup, and present some interesting results. Our study is the first to adopt the IV methodology and the Heckman (1979) two-step procedure simultaneously for the estimation of economic returns on schooling in China.

Book excerpt: This thesis studies empirically several issues regarding the functioning of local labor markets. In Chapter 1, I follow the methodology developed by Autor, Dorn, and Hanson (2013) to estimate the impact of Chinese imports competition onto French local labor markets, with an emphasis on the spill-overs e ects beyond the manufacturing sector on the structure of employment and wages. Local employment and total labor income in both manufacturing and non-manufacturing are negatively a ected by rising exposure to imports. Imports competition from China polarized the local structure of employment in the manufacturing sector. Hourly wages distribution is negatively a ected but overall wage dispersion is not increased. The non-traded sector even experiences a decrease in lower-tail inequality. Exploiting geographical variation in the bite of the minimum wage, I nd evidence suggesting that the minimum wage explains this e ect. In Chapter 2, I use a re nement of empirical strategy in Chapter 1 to look at whether communities suddenly a ected by rising economic integration with low-wage countries tended to vote more for the far-right parties over the last four French presidential elections. I nd evidence of a small but signi cantly positive impact of imports competition exposure on votes for the far-right: a one standard-deviation increase in imports-per-worker causes the change in the far-right share to increase by 7 percent of a standard deviation. Further results suggest that this e ect has been increasing over the time period considered. We conduct a simple sensitivity test supporting the notion that (i) omitting local share of immigrants is likely to bias our estimate downward, and that (ii) this bias is likely to negligible. In Chapter 3, co-authored with Camille H emet, we study the impact of local diversity on labour market outcomes, at two di erent level of aggregation: local labor market and i immediate neighborhood. We nd that employment correlates positively with local labor market diversity, but negatively with neighborhood diversity. Using an instrumental variable approach to deal with local labor market diversity drives the positive correlation to zero, con rming the suspicion of self-selection. Regarding neighborhood diversity, we adopt the strategy of Bayer et al. (2008), taking advantage of the very precise localization of the data: the negative e ect of diversity is reinforced. We also show that nationality-based diversity matters more than parents' origin-based diversity, giving insights on the underlying mechanisms. In Chapter 4, co-authored with Camille H emet, we exploit some speci cities of the French Labor Force Survey, in order to detect the presence of referral networks among neighbors. We show the presence of referral networks, provide extensive robustness checks and investigate two rather understudied issues in the literature: (i) what kind of job transition are local referrals associated with (job-to-job or unemployment-to-job), (ii) how has the strength of local referral e ects evolved overtime?

The first chapter studies the SOE wage premium in the period 1995-2013. It uses the latest data and methods to estimate the premium. Evidence suggests that SOE wage premium has diminished and become insignificant since late 1990s and estimates in previous research are biased. The second chapter studies the employment and mobility patterns in the period 2010-2014. Evidence reveals significant heterogeneity in employment and mobility outcomes between demographic and educational groups. The last chapter studies the economic consequences of counterfactual public-sector policies. It rationalizes the observed data pattern in a job search framework and quantifies the effects of counterfactual employment and wage policies in public sector on unemployment and labor income distribution in the urban areas. Simulation results suggest that changing public-sector employment rules has a smaller effect on unemployment than changing public-sector wage rules. " --
