To illustrate the ways in which underdevelopment has affected Indonesia's international participation, Professor Weinstein presents a graphic picture of what Indonesia's leaders see when they view the outside world, and he systematically seeks out the sources of their perceptions. He shows that most of the elite see the international system as dominated by exploitative powers that cannot be relied on to assist Indonesia's development. The rise of 21st-century Indonesia is becoming a permanent fixture in both the domestic and global discourses. Though there has been an increasing level of discussion on Indonesia’s emerging power status, there has been little discussion on how the country is debating and signalling its new-found status. This book combines the insights of both neo-classical realism and social identity theory to discuss a reset in an emerging Indonesia’s foreign policy during the 21st century while emphasizing domestic drivers and constraints of its international behaviour. There are three key organizing components of the book – emerging power, status signalling and the Indo-Pacific region. The Indo-Pacific region constitutes a spatial framing of the book; the emerging power provides an analytical category to explain Indonesia’s changing international status; and status signalling explains multiple facets of international behaviour through which the country is projecting its new status. Though leaders are adding different styles and characteristics to the rising Indonesia narrative, there are a few unmistakable overarching trends that highlight an increasing correlation between the country’s rising power and growing ambition in international behaviour. This book is built around four key signalling strategies of Indonesia as an emerging power – expanded regional canvas, power projection, leadership projection, and quest for great power parity. They represent Indonesia’s growing desire for a status-consistent behaviour, its response to the prevailing strategic uncertainty in the Indo-Pacific region and its attempt to advance its strategic interests. This condition is, however, rapidly changing, and we can now look forward during the next few years to the publication of several important studies. Among the highly qualified authors presently engaged in completing books on various aspects of this subject are: Indonesia's former Vice-President, Mohammad Hatta; a former Foreign Minister and Deputy Prime Minister, Mohamad Roem, and a former Foreign Minister, Anak Agung Gde Agung. Currently major studies are also well under way by Ambassador Howard Jones, Professor Frederick Bunnell, and Professor David Mozingo. None of these ongoing studies, however, focuses on the very recent period described by Mr. Franklin Weinstein in the Interim Report which the Indonesia Project is here publishing. His report is concerned with one of the most significant, but at the same time one of the most confusing, watersheds of Indonesian foreign policy. This is the process whereby Indonesia's confrontation against Malaysia was brought to an end. A development of this significance, we feel, merits careful study now, even though the relevant data are as yet only partially available. It is our belief that a sufficient amount of pertinent material is on hand at this point to warrant the avowedly provisional account which Mr. Weinstein has undertaken with the encouragement of the Cornell Modern Indonesia Project. He, himself, wishes to emphasize the tentative character of his report and would appreciate it if those who read it, Indonesians in particular, would be kind enough to send him their criticisms and suggestions for the study's improvement. It is his hope, and ours, that a substantial amount of such commentary will be sent him so that following his current sojourn and research in Indonesia, he will be in a position to publish a study of recent Indonesian foreign policy which will be more comprehensive and definitive in character. - George McT. From the early 1950s onwards, however, their attention shifted towards the Asian and African world. Among the Asian countries, especially the new established Republic of Indonesia was soon considered as a significant strategic control point by both superpowers. Thus, in order to gain this young nation as a political ally, the US as well as the Soviet government continuously offered economic and military support during the next 20 years. Despite all these diplomatic efforts, Indonesia didn’t join any alliance. Following the 1949 proclaimed foreign policy of non-alignment, president Sukarno wanted to uphold a neutral position between the American and Soviet bloc. Until 1965, however, the Indonesian leader played a successful double game with the Cold War opponents through which he tried to benefit as much as possible. Looking at the period between the end of the Second World War 1945 and Sukarno’s political overthrow in 1965, this paper analyzes two questions. On the one hand, it will focus upon the political attempts coming from the USA and the USSR in order to influence the Indonesian government. On the other hand, by illustrating the latter’s behaviour it will underline that Indonesia took a huge advantage from its triangle position between the American and the Soviet bloc and left the path of foreign neutrality soon after its independence.

The culmination of 12 years of intensive preparation, the AC was both a historic initiative and an unprecedented step toward the area's regional integration. Political commentators and media outlets, however, greeted its establishment with little fanfare. Implicitly and explicitly, they suggested that the AC was only the beginning: Southeast Asia, they seemed to say, was taking its first steps on a linear process of unification that would converge on the model of the European Union. In The Indonesian Way, Jürgen Rüland challenges this previously unquestioned diffusion of European norms. Focusing on the reception of ASEAN in Indonesia, Rüland traces how foreign policy stakeholders in government, civil society, the legislature, academe, the press, and the business sector have responded to calls for ASEAN's Europeanization, ultimately fusing them with their own distinctly Indonesian form of regionalism. His analysis reframes the nature of ASEAN as well as the discipline of international relations more broadly, writing a narrative of regional integration and norm diffusion that breaks free of Eurocentric thought.
