By 1990, free elections had been held in most countries in the region. Forty - in some cases fifty - years of communism had come to an end. However, the 'revolutions' of 1989 were not uniform processes: the starting points were different, the trajectories were different - and outside Central Europe even the outcomes of the transitions from communism were different. The fall of communism also caused the Soviet empire to crumble, and the Soviet Union itself fell apart in December 1991 - as did Czechoslovakia in 1993, and Yugoslavia in a gradual process that was to last from 1991 to 2008. This book originated in a conference held in Oslo 11-13 November 2009, arranged by the E.ON Ruhrgas scholarship programme for political science, and commemorating the 20th anniversary of the 'revolutions' in Central and Eastern Europe. The 16 chapters take stock of developments after 1989, with special emphasis on the causes and effects of the transitions, including the processes of state unification and separation that followed in the wake of the 'revolutions'. The book is divided into four main parts: regime transitions from communism; state unification and separation; party system continuity and change since 1989 (in Germany, the Czech Republic, Hungary, and Poland); and on the effects of German unification on external and internal German relations. In post-communist Eastern Europe, the way people remember state socialism is closely intertwined with the manner in which they envision historical justice. Twenty Years After Communism is concerned with the explosion of a politics of memory triggered by the fall of state socialism in Eastern Europe, and it takes a comparative look at the ways that communism and its demise have been commemorated (or not commemorated) by major political actors across the region. The book is built on three premises. The first is that political actors always strive to come to terms with the history of their communities in order to generate a sense of order in their personal and collective lives. Second, new leaders sometimes find it advantageous to mete out justice on the politicians of abolished regimes, and whether and how they do so depends heavily on their interpretation and assessment of the collective past. Finally, remembering the past, particularly collectively, is always a political process, thus the politics of memory and commemoration needs to be studied as an integral part of the establishment of new collective identities and new principles of political legitimacy. Each chapter takes a detailed look at the commemorative ceremony of a different country of the former Soviet Bloc. Collectively the book looks at patterns of extrication from state socialism, patterns of ethnic and class conflict, the strategies of communist successor parties, and the cultural traditions of a given country that influence the way official collective memory is constructed. Twenty Years After Communism develops a new analytical and explanatory framework that helps readers to understand the utility of historical memory as an important and understudied part of democratization.

Book excerpt: In 1945, German families with more than 100 hectares (247 acres) of land were forced from their homes in the eastern sector by the Soviets, now in control of that area. These families were brutally evicted from their property and had their land expropriated. In the next 45 years, the GDR government would come to control all of the agricultural land. At reunification in 1990, the earlier abuse of these farmers was compounded when the German government would not restore any of this expropriated land to these families. The German government falsely accused the Soviet Union of insisting on non-restitution as a condition of reunification. Soviet leader Mikhail Gorbachev unequivocally denies this claim and insists that land issues are a German problem to resolve. The temporary land-trust agency, established by the German government in 1990 to dispose of land it inherited from the GDR, continues to exist. After 25 years, this agency still holds almost 20 percent of this expropriated land. Its agents, most of whom were reared in GDR, decide who may (or may not) lease land, the conditions of the lease, and if and when a farmer may buy land – circumstances that remain deeply controversial. Joyce Bromley draws on extensive field research, and previously untapped sources, to explore the reliability of the government’s version of these important events. Is the German government once again, without shame, discriminating against a group of its own citizens?
