The first part of this report gives a summary of the births, marriages and deaths, and the parts following treat of these subjects fully as to statistics, giving many different per cents, rates and comparisons, much attention being given to the deaths and the causes thereof. Book excerpt: Excerpt from Twenty-Eighth Annual Report Relating to the Registry and Return of Births, Marriages and Deaths in Michigan for the Year 1894 Many criticisms have been made of the imperfections of the present law, which has remained upon the statute books without alteration or improvement since 1869. Great advances have been made in the mean time in our knowledge of the requirements of registration, and it there fore seems fitting that some action should be taken by the Legislature to place the collection of vital statistics upon a satisfactory basis. It is not necessary or desirable that any more money should be expended in this direction, but rather, by the substitution of a scientific and economical system for our present wasteful and imperfect one, we may obtain more timely and satisfactory data without additional cost. In the Introductory Remarks of this and the immediately preceding Reports, a full account will be found of the specific imperfections of the present law, together with suggestions as to the essential features of an improved system. A committee of the State Medical Society, with the cooperation of the State Conference of Health Officers, will, I under stand. Present a bill for the immediate registration of deaths and the requirement of certificates of deaths throughout the State, as now in use in most of our cities under local ordinances. This bill has been carefully examined in this Department and compared with existing legis lation in other States, and I feel sure that it would prove efficient and economical in operation. Book excerpt: Excerpt from Twenty-Seventh Annual Report Relating to the Registry and Return of Births, Marriages and Deaths in Michigan: For the Year 1893 The present report, while delayed several months by the press of legislative work at the State printing ofice, makes its appearance at an earlier date than any registration report that has been issued since the report for the year 1869, - for which year the volume of the returns was only half as great as at present. It is not, therefore, the fault of the State Department, which is charged with the preparation of the registration report from the transcripts of births, marriages and deaths sent in by the county clerks, that the present report is dated nearly one and one-half years after the close of the year for which the registration was made; nor is it the fault of the county clerks, who, as a rule have made their returns with unusual promptness; nor of the supervisors, who, in turn, have reported to the county clerks at the usual time, as required by the regis tration law, the results of their enumeration of births and deaths taken at the time of taking the annual assessment. The onus for the delay, which so largely detracts from the interest and practical value of these reports, rests solely upon the present inadequate registration law, which was passed in 1867 at a time when the essential features of a prompt and accurate registration system were less thoroughly understood than at present. No statements have ever been given in these Reports of the births or deaths that occur in the cities of the State, except as the population of the cities is included in that of the various counties. The facts taken from the last census Show that the urban pcpu lation is increasing much faster in Michigan than the rural. The birth rates and death-rates of our cities are probably markedly higher than that of the country surrounding them. It is time that some authentic informa tion was given On this subject, and in the Report for 1892, now in prepara tion, an effort will be made to present certain details of importance in regard to the vital statistics of the cities of Michigan.
