Book excerpt: Excerpt from Twentieth Annual Report of the Board of Indian Commissioners: 1888 Sir: The Board of Indian Commissioners, pursuant to the act of May 17, 1882, respectfully submit their twentieth annual report. Twenty years ago, in their first report, the Commissioners outlined a policy of justice, humanity, and peace towards the Indians in the following words: They should he taught, as soon as possible, the advantage of individual ownership of property, and should be given land in severalty as soon as it is desired by any of them, and the tribal relations should be discouraged. To facilitate the future allotment of the land, the agricultural portions of the reservations should be surveyed as soon as it can be done without too much exciting their apprehensions. The titles should be inalienable from the family of the holder for at least two or three generations. The civilized tribes now in the Indian Territory should be taxed and made citizens of the United States as soon as possible. The treaty system should be abandoned, and as soon as any just method can be devised to accomplish it existing treaties should be abrogated. The legal status of the uncivilized Indians should be that of wards of the Government; the duty of the latter being to protect them, to educate them in industry, the arts of civilization, and the principles of Christianity; elevate them to the rights of citizenship, and to sustain and clothe them until they can support themselves. The payment of money annuities to the Indian should be abandoned, for the reason that such payments encourage idleness and vice, to the injury of those whom it is intended to benefit. Schools should be established and teachers employed by the Government to introduce the English language in every tribe. It is believed that many of the difficulties with Indians occur from misunderstandings as to the meaning and intention of either party. The teachers employed should be nominated by some religious body having a mission nearest to the location of the school. The establishment of Christian missions should be encouraged, and their schools fostered. The religion of our blessed Savior is believed to be the most effective agent for the civilization of any people. We look forward to success in the effort to civilize the nomadic tribes with confidence, notwithstanding the many difficulties and obstacles which interpose, but their elevation can only be the result of patient, persevering, and long-continued effort. To expect the civilization and Christianization of any barbarous people within the term of a few short years, would be to ignore all the facts of history, all the experiences of human nature. Within the term of your administration, their condition may be greatly improved, and the foundations laid, broadly and firmly, of a policy which the newly awakened sense of justice and humanity in the American people will never permit to be abandoned until it has accomplished the intended result. The principles and purposes thus set forth at the outset have been steadily adhered to and pursued throughout the entire history of the Board. Book excerpt: Excerpt from Eighteenth Annual Report of the Board of Indian Commissioners: 1886 At Flandreau and Oahe, Dak., more than one hundred homesteads were entered and settled, and though some of the owners, after perfect ing their title, have been induced to sell out, as was to be expected, yet the majority remain and are living a civilized life like theii white neighbors, and respected by them. To extend the benefits of this home stead act, in 1884 and 1885 appropriations were made for paying the fees and other expenses of making entries, so that an Indian has in this respect greater privileges than a' white man. During the last three years appropriations have been made for surveying Indian reservations amounting to $80, 000; and during the same years 890, 000 have been granted by law for employing farmers, additional to those provided for in treaties, to instruct and aid Indians in their agricultural pursuits. Another act of great value was the Omaha bill of 1882, which gave to those Indians their lands In severalty, and secured to them their homes with a title inalienable for a period of twenty five years. It should also be remembered that it was by legislation that the office of superintendent of Indian schools was established, and a new impulse given to the education of Indian children, and that the appropriations for that purpose have increased from a few thousands to more than a million dollars per annum. And now the most important measure of all in the line of legislation has been adopted in the passage of the Dawes severalty bill. This act provides that all Indian reservations, except those of the five civilized tribes and of the New York Indians. Purchase and Inspection of Supplies for the Indian Service. In accordance with advertisements and specifications published in compliance with the law and regulations, bids for furnishing supplies for the Indian Service were opened at the office of the United States Indian warehouse, at 265 South Canal street, Chicago, Ill., at 1 p. m. on Tuesday, April 25, 1905, by the Commissioner of Indian Affairs, in the presence of and assisted by Commissioner Darwin R. James, of New York, the chairman of this Board. Four hundred and sixty bids were opened (an increase of 3 over the number opened at Chicago the year before). At the United States Indian warehouse, at 602 South Seventh street, St. Louis, Mo., bids for supplies were opened by the Commissioner of Indian Affairs on Thursday, April 27, 1905, at 1 p. m. Commissioner Darwin R. James, of this Board, was also in attendance. Seventy bids were opened at St. Louis and 48 contracts for supplies were awarded to those who had submitted these bids. The chairman of this Board was present assisting in the examination of samples and the award of contracts at Chicago and St. Louis until Monday, May 8, when the work was substantially completed. On Tuesday, May 16, the Board of Indian Commissioners held a meeting at the United States Indian warehouse, 119 Wooster street, New York, at 12 o'clock noon. Commissioners James, Smiley, Jacobs, and Gates were present. At 1 p. m. on May 16 bids for Indian supplies were opened at the New York warehouse by the Commissioner of Indian Affairs, in the presence of and assisted by Commissioners James, Smiley, Jacobs, and Gates. Seventy-two bids were received and 37 contracts were awarded. Commissioner Gates, the secretary of the Board, was present daily at the Indian warehouse in New York from the beginning of the examination of samples and the awarding of contracts until the afternoon of Friday, May 26, when the work of awarding contracts was substantially completed. Commissioner Jacobs, of this Board, was also in daily attendance assisting in the examination and choice of samples and in making awards.
