May it Please Your Honour: The Twenty-fifth Annual Report of the Commissioners for the Queen Victoria Niagara Falls Park (being for the year 1910) is herewith submitted, together with the usual statement of Receipts and Expenditures, including payments for the construction of the Niagara River Esplanade. The work of the year is fully detailed in the report of the Park Superintendent, which will be found in the Appendix, together with the text of contracts, agreements and other official documents. The Board of Commissioners, comprising six members at the date of the last Annual Report, was increased to seven by the appointment of Mr. James D. Chaplin, of St. Catharines, under Order-in-Council dated September 9th, 1910. Ontario Power Company's Spillways. At the opening of the year the Commissioners were called upon to consider and determine the location and design for the spillway buildings required for the two remaining pipes or conduits of the Ontario Power Company, one of which is now under construction and the other not yet commenced. Under the Pipe Line and Power House Agreement, dated 28th February, 1903, it is provided among other things that "the location of the overflow or regulating device for pipe No. 1 on the map attached is approved by the Commissioners, but the design and method of constructing the same and the location and design of the overflows Nos. 2 and 3 shall be submitted for the approval of the Commissioners and shall not be proceeded with until such approval is obtained." In furtherance of this Agreement, the Power Company submitted plans showing structures placed immediately in front of the Administration Building, which, if approved of and had the buildings been proceeded with, would not only have obstructed to a most objectionable extent the magnificent view of the Falls and the lower Gorge from the spacious verandahs on both floors of the Administration Building, but would also seriously encroach on the beautiful pleasure grounds in front of the Administration Building, which, from the physical formation of the Park at that crucial point, are already too congested. The situation was further complicated by the statement of the Company's Engineers claiming that certain technical advantages would be gained by having the spillways and the regulating devices connected therewith at or near the terminus of each conduit. The Southern Division of Branch Brook Park, because of its completed state, attracted large crowds during the past summer. The sand court, then first opened to the public, was always crowded with li ttle children and was a source of constant enjoyment, not only to them, but to many an older onlooker. The Ladies' Educational Society of Newark, at its own expense, placed a teacher in charge of the court, to keep a watchful eye on the children and give them such aid and counsel as they should need. We have no hesitation in say ing that this contributed largely to its popularity and suc cess. A boating system was inaugurated on the lake, and so largely was it patronized that before the close of the season the number of boats had to be trebled. Book excerpt: Excerpt from Fifth Annual Report of the Water Commissioner: For the Year Ending Jan; 31, 1900 Dear Sir, - I submit herewith the fifth annual report of the Water Commissioner for the year ending January 31, 1900. I received my appointment as Water Commissioner on the 23d of December, and qualified on the 28th of December, 1899. As I did not assume the duties of the office until nearly the end of the financial year I shall not attempt to make any elaborate report on the operations of the department during the past year, but shall confine myself to a general statement of the financial condition of the department at the end of the year, as shown by the reports of the different heads of divisions, and shall make such suggestions as have occurred to me during my brief occupancy of the office. It appears by the statements herewith annexed that the total receipts from all sources during the year were $2,289, -739.50; less refunded water rates, $1906.87; making the net receipts $2,288,832.63. The total current expenditures of the Water Works from revenue for the year ending January 31, 1900, including interest on funded debt, sinking fund requirements, 1898-99, and the Metropolitan water assessment, were $1,992,581.91; leaving a balance, which was transferred to the general revenue of the city, of $296,250.72. In addition to this balance there is now due from other city departments for water about $218,000, which amount, if added to the above balance, would show a net surplus of $514,250.72.
