Book Ministry of Defence Major Projects Report 2003 Forty Third Report of Session 2003 04 Report Together with Formal Minutes Oral and Written Evidence

Download or read book Ministry of Defence Major Projects Report 2003 Forty Third Report of Session 2003 04 Report Together with Formal Minutes Oral and Written Evidence written by Great Britain: Parliament: House of Commons: Committee of Public Accounts and published by The Stationery Office. This book was released on 2004 with total page 86 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Major Projects Report 2003 provides information on progress made by the Ministry of Defence in procuring major defence equipment against cost, time and technical performance targets. It covers 30 projects split, according to Smart Acquisition principles, between the 20 largest projects on which the main investment decision has been taken, and the 10 largest projects yet to reach that point. For the 20 largest projects, costs are forecast to have increased by £3.1 billion in the last year, and are now 6.1 per cent over their approved costs. Difficulties on four older projects (which predate the introduction of Smart Acquisition) account for the majority of cost and time overruns. Following on from a NAO report on this topic (HCP 195, session 2003-04; ISBN 0102926581) published in January 2004, the Committee's report examines four main issues: the impact of the large cost overruns and delays; departmental risk management; ways of developing a more constructive relationship between the Department and industry; and lessons that need to be learned to avoid such poor procurement performance being repeated in future.

Book Recovery of Debt by the Inland Revenue Forty Ninth Report of Session 2003 04 Report Together with Formal Minutes Oral and Written Evidence

Download or read book Recovery of Debt by the Inland Revenue Forty Ninth Report of Session 2003 04 Report Together with Formal Minutes Oral and Written Evidence written by Great Britain. Parliament. House of Commons. Committee of Public Accounts and published by The Stationery Office. This book was released on 2004 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Inland Revenue collects over £200 billion a year in tax and National Insurance contributions from 30 million taxpayers, ranging from individuals to multinational corporations. The total amount of debt from unpaid taxes stood at £12 billion at the end of March 2004, of which £3 billion was more than a year old. Following on from a NAO report (HCP 363, session 2003-04; ISBN 0102927596) published in March 2004, the Committee has examined the progress made by the Inland Revenue to speed up debt recovery, whether more can be done to encourage prompt payment and the application of good practice in debt management. Findings include that the Department should impose a surcharge on persistent late payers; use other government departmental records to find taxpayers it cannot trace; seek additional powers for enforcing debts similar to those of other tax authorities; and include debt management data in its performance measures.

Book Transparency and Proportionality in the Schengen Information System and Border Control Co Operation

Download or read book Transparency and Proportionality in the Schengen Information System and Border Control Co Operation written by Stephen Kabera Karanja and published by Martinus Nijhoff Publishers. This book was released on 2008 with total page 491 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume offers an evaluation of the Schengen Information System and border control co-operation from a transparency and proportionality perspective. It also incorporates a legal descriptive analysis of the co-operation in order to accommodate the changes and developments that occurred during the writing period. The transparency and proportionality perspectives are developed from human rights and data protection criteria. Transparency is understood as knowledge and accessibility to legal information as well as openness and accountability. On the other hand, proportionality is a requirement for guidance, balance and justification as well as a need to avoid excessiveness and arbitrariness in border control work. The final findings reveal that the Schengen co-operation suffers from a deficiency of transparency and proportionality. Consequently, measures are proposed to augment the deficiency. Even as this study was reaching its conclusion, fundamental legislative changes, closely similar to some of the arguments and recommendations projected in this study, took place. The efficacy of these changes is yet to be discerned.

Findings include: the difficulties in bringing reliable new trains into service on time demonstrates the need for clear leadership in a fragmented industry; and that the Department for Transport should equip the SRA with adequate powers, incentives and sanctions necessary to match its responsibility for providing leadership and tackling problems in the industry.

This book was released on 2006 with total page 48 pages. Available in PDF, EPUB and Kindle. Book excerpt: Following on from a NAO report (HCP 798, session 2005-06, ISBN 0102936978) published in February 2006, the Committee's report concludes that the handling of cases in magistrates' courts has in recent years become complex and protracted to the extent that it no longer amounts to summary justice. 55 per cent of the £173 million cost of delay in the magistrates' courts is attributable to the defence, but the police and the Crown Prosecution Service (CPS) account for another 14 per cent (£24 million) each. The CPS needs to review its organisational structure, revise its system for preparing for magistrates' court cases by adopting current best practice, and address the cultural resistance within the organisation to more modern working practices.

Book excerpt: The prison population in England and Wales has been increasing since the 1990s and by November 2005 it reached a record level of 77,800, resulting in increased levels of overcrowding and stretched resources. Following on from a NAO report (HC 458, session 2005-06 (ISBN 0102935696) published in October 2005, the Committee's report examines how the Home Office, the Prison Service and the National Offender Management Service (which has responsibility for managing and accommodating prisoners) are dealing with the challenges involved in accommodating this record number of prisoners, the construction and use of temporary accommodation and the impact on the delivery of education and other training for prisoners. The Committee makes a number of conclusions and recommendations including in relation to: the deportation of foreign nationals, the use of alternatives to remand such as electronic tagging, contingency planning to ensure greater flexibility in accommodation plans including pilot testing new accommodation to identify possible problems early on, the application of best practice in anti-suicide monitoring measures, and the impact of moving prisoners around the prison estate on their training needs.

Book Inland Revenue Standard Report

    Book Details:
  • Author : Great Britain: Parliament: House of Commons: Committee of Public Accounts
  • Publisher : The Stationery Office
  • Release : 2006-04-25
  • ISBN : 9780215028457
  • Pages : 48 pages

Download or read book Inland Revenue Standard Report written by Great Britain: Parliament: House of Commons: Committee of Public Accounts and published by The Stationery Office. This book was released on 2006-04-25 with total page 48 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 2004-05 HM Revenue and Customs paid £15.8 billion of Tax Credits. The Department recalculates each award annually and has identified that for 2003-04 it overpaid some £2.2 billion to 1.9 million families. It believes that 2004-05 will see a similar level of overpayment. This is partly due to the nature of the scheme where awards are provisionally based on previous income whilst the final award is based on actual income. However the level of overpayment has been higher than was initial estimated and repayments have caused distress to some families. This report looks at measures being taken to reduce overpayments; claimant error and fraud; and the settlement with EDS over problems with the computer system. The Committee attaches great importance to this subject and wish to return to it in the future.

Book Network Rail Making a Fresh Start

Download or read book Network Rail Making a Fresh Start written by Great Britain: Parliament: House of Commons: Committee of Public Accounts and published by The Stationery Office. This book was released on 2005-07-07 with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Committee took evidence from the Department for Transport, and the Strategic Rail Authority on the establishment of Network Rail in place of Railtrack and the subsequent review of the rail industry. The report considers the issues raised in the NAO report (HC 532, Session 2003-04) and how they have been addressed by the subsequent White Paper. There are five main conclusions: the Department will need to set strategy more effectively than was done by the SRA; the Department needs to recruit staff capable of dealing with the highest levels of the railway industry; Network Rail should develop long term financial indicators to show it is meeting objectives in a cost effective way; the Department should establish effective oversight of the risks associated with Network Rail's financial liabilities; the Government should justify the extra cost of private finance rather than conventional public funding for Network Rail.

Book Early Years Progress in Developing High Quality Childcare and Early Education Accessible to All

Download or read book Early Years Progress in Developing High Quality Childcare and Early Education Accessible to All written by Committee of Public Accounts and published by The Stationery Office. This book was released on 2004 with total page 48 pages. Available in PDF, EPUB and Kindle. Book excerpt: Research shows that high quality childcare and early education has positive influences on child development, and that lack of accessible and affordable childcare can be a barrier to work for parents of young children. The Government has increased spending on early years provision and developed the National Childcare Strategy and a number of other initiatives. Following on from a National Audit Office report on this topic (HCP 268, session 2003-04; ISBN 0102927332) published in February 2004, the Committee's report examines the progress that has been made in increasing the supply of early years provision, improving choice for parents and delivering improvements in care standards. Findings include that, although there has been significant investment and good progress made in increasing the number of childcare places available, there are continuing regional gaps in provision, particularly in London. Early year programmes need to focus on services for deprived children outside recognised disadvantaged areas, and more use should be made of school premises to meet unmet demand.

Download or read book Reducing Brain Damage written by Great Britain: Parliament: House of Commons: Committee of Public Accounts and published by The Stationery Office. This book was released on 2006-07-11 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: Strokes are one of the top three causes of death in England and a leading cause of adult disability. There are 110,000 strokes each year in England, with a quarter occurring to people under 65 years. Some 300,000 people in England are living with moderate to severe disabilities as a result of a stroke. As the NAO report on this subject pointed out (HCP 452, session 05/06 NAO ISBN 010293570X), it costs the economy in total about £7 billion a year, with the direct cost to the NHS about £2.8 billion. This Committee of Public Accounts report takes evidence from the Department of Health and sets out a number of recommendations. The cost of stroke, in both economic and human terms, could be reduced by re-organizing existing services more effectively. Brain scans of many stroke patients are being delayed, everyone who suffers a stroke should be scanned as soon as possible after arrival in hospital, and should not wait more than 24 hours. Stroke patients should spend longer in hospital on a stroke unit, this could reduce the number of deaths. There needs to be an increase in the number of consultants who have training in dealing with strokes, as well as therapists and other specialist staff with expertise in stroke care across the primary and secondary healthcare sectors. The Department of Health should improve provision of information to stroke survivors and carers, so they are made more aware of the support services available. The Department should run an awareness campaign to improve public knowledge about strokes
