Book excerpt: This is the first critical, in-depth study of the anarchist movement in Cuba in the three decades after the republic’s independence from Spain in 1898. Kirwin Shaffer shows that anarchists played a significant—until now little-known—role among Cuban leftists in shaping issues of health, education, immigration, the environment, and working-class internationalism. They also criticized the state of racial politics, cultural practices, and the conditions of children and women on the island. In the chaotic new country, members of the anarchist movement reinterpreted the War for Independence and the revolutionary ideas of patriot José Martí, embarking on a nationwide debate with the larger Cuban establishment about what it meant to be “Cuban.” To counter the dominant culture, the anarchists created their own initiatives—schools, health institutes, vegetarian restaurants, theater and fiction writing groups, and occasional calls for nudism—and as a result they challenged both the existing elite and the occupying U.S. military forces. Shaffer also focuses on what anarchists did to prepare the masses for a social revolution. While many of the Cuban anarchists' ideals flowed from Europe, their programs, criticisms, and literature reflected the specifics of Cuban reality and appealed to Cuba’s popular classes. Using theories of working-class internationalism, countercultures, popular culture, and social movements, Shaffer analyzes archival records, pamphlets, newspapers, and novels, showing how the anarchist movement in republican Cuba helped shape the country’s early leftist revolutionary agenda. Shaffer’s portrait of the conflict between anarchists and their enemies illuminates the multiple forces that pervaded life on the island in the twentieth century, until the rise of the Gerardo Machado dictatorship in the 1920s. This important book places anarchism in its rightful historical role as a vital current within Cuban radical political culture.

All of the best known pamphlets of the period, such as James Otis' Rights of the British Colonies (1764), John Dickinson's Farmers Letters (1768), and Thomas Paine's Common Sense (1776) are to be included. In addition there are lesser known ones particularly important in the development of American constitutional thought: Stephen Johnson's Some Important Observations (1766), John Joachim Zublys An Humble Enquiry (1769), Ebenezer Baldwins An Appendix Stating the Heavy Grievances (1774), and Four Letters on Interesting Subjects (1776). There are also pamphlets illustrative of the sheer vituperation of the Revolutionary polemics, and others selected for their more elevated literary merit. Both sides of the Anglo-American dispute and all genres of expression -- poetry, dramatic dialogues, sermons, treatises, documentary collections, political "position papers" -- that appeared in this form are included. Each pamphlet is introduced by an essay written by the editor containing a biographical sketch of the author of the document, an analysis of the circumstances that led to the writing of it, and an interpretation of its contents. The texts are edited for the convenience of the modern reader according to a scheme that preserves scrupulously the integrity of every word written but that frees the text from the encumbrances of 18th-century printing practices. All references to writings, people, and events that are not obvious to the informed modern reader are identified in the editorial apparatus and where necessary explained in detailed notes. This first volume of the set contains the texts of 14 pamphlets through the year 1765. It presents, in addition, a book-length General Introduction by Mr. Bailyn on the ideology of the American Revolution. Book excerpt: Combining a broad analysis of political culture with a particular focus on rhetoric and strategy, Jeffrey Sawyer analyzes the role of pamphlets in the political arena in seventeenth-century France. During the years 1614-1617 a series of conflicts occurred in France, resulting from the struggle for domination of Louis XIII's government. In response more than 1200 pamphlets—some printed in as many as eighteen editions—were produced and distributed. These pamphlets constituted the political press of the period, offering the only significant published source of news and commentary. Sawyer examines key aspects of the impact of pamphleteering: the composition of the targeted public and the ways in which pamphlets were designed to affect its various segments, the interaction of pamphlet printing and political action at the court and provincial levels, and the strong connection between pamphlet content and assumptions on the one hand and the evolution of the French state on the other. His analysis provides new and valuable insights into the rhetoric and practice of politics. Sawyer concludes that French political culture was shaped by the efforts of royal ministers to control political communication. The resulting distortions of public discourse facilitated a spectacular growth of royal power and monarchist ideology and influenced the subsequent history of French politics well into the Revolutionary era. Back then, to call someone a communist was to threaten that person's career, family, freedom, and, sometimes, life itself. Hysteria about the "red menace" mushroomed as the Soviet Union tightened its grip on Eastern Europe, Mao Zedong rose to power in China, and the atomic arms race accelerated. Spy scandals fanned the flames, and headlines warned of sleeper cells in the nation's midst--just as it does today with the "War on Terror." In his new book, The Fear Within, Scott Martelle takes dramatic aim at one pivotal moment of that era. On the afternoon of July 20, 1948, FBI agents began rounding up twelve men in New York City, Chicago, and Detroit whom the U.S. government believed posed a grave threat to the nation--the leadership of the Communist Party-USA. After a series of delays, eleven of the twelve "top Reds" went on trial in Manhattan's Foley Square in January 1949. The proceedings captivated the nation, but the trial quickly dissolved into farce. The eleven defendants were charged under the 1940 Smith Act with conspiring to teach the necessity of overthrowing the U.S. government based on their roles as party leaders and their distribution of books and pamphlets. In essence, they were on trial for their libraries and political beliefs, not for overt acts threatening national security. Despite the clear conflict with the First Amendment, the men were convicted and their appeals denied by the U.S. Supreme Court in a decision that gave the green light to federal persecution of Communist Party leaders--a decision the court effectively reversed six years later. But by then, the damage was done. So rancorous was the trial the presiding judge sentenced the defense attorneys to prison terms, too, chilling future defendants' access to qualified counsel. Martelle's story is a compelling look at how American society, both general and political, reacts to stress and, incongruously, clamps down in times of crisis on the very beliefs it holds dear: the freedoms of speech and political belief. At different points in our history, the executive branch, Congress, and the courts have subtly or more drastically eroded a pillar of American society for the politics of the moment. It is not surprising, then, that The Fear Within takes on added resonance in today's environment of suspicion and the decline of civil rights under the U.S. Patriot Act.
