A vivid illustration comes from U.S. Army Colonel Harry Summers' conversation with a North Vietnamese Army (NVA) Colonel when Colonel Summers reminded the NVA Colonel that the NVA had never beaten the U.S. Forces on the battlefield and the NVA Colonel merely replied, "That may be so, but it is also irrelevant". Future success lies in a better understanding of war as an extension of policy and specifically the roles and inter-relationships of the people, the military, and the government, to include other departments and agencies outside the military.

Though the Army is one of the most self-critical organizations found in American society, a well-deserved reputation has also been earned for failing to inculcate those lessons by transforming the institutional Army. Change is achieved through a continuous cycle of adaptive innovation, experimentation, and experience. In Iraq, out of necessity while in contact with a dynamic enemy, the Army transformed on the battlefield with radical changes in doctrine, organization, training, and material, which significantly enabled battlefield success. As a result of the withdrawal of troops from Iraq at the end of 2011, this paper analyzes the success of the military's counterinsurgency strategy and nation-building efforts, examines the future of combat which the Army may face in order to recommend a suitable force posture, and makes recommendations for future competencies and capabilities utilizing the problem-solving construct of DOTMLPF in order to ensure future victories in this relevant component of the full spectrum of conflict.

Challenging centuries-old conventional wisdom regarding the principles of war, tactics, and the roles of strategy, doctrine, experiential learning, and military history, Friedman's work offers a striking synthesis of thinking on tactics as well as strategy. Part One of the book establishes a tactical system meant to replace the Principles of War checklist. First, the contextual role of tactics with regards to strategy and war will be established. This will necessarily lean on major strategic theories in order to illuminate the role of tactics. This section will be formed around the Physical, Mental, and Moral planes of battlefield interaction used by theorists such as J.F.C Fuller and John Boyd. Each plane will then be examined in turn, and many of the classic Principles of War will be discussed along with some new ones. It will present some standard methods that tacticians can use to gain an advantage on the battlefield using historical examples that illustrate each concept. These "tactical tenets" include maneuver, mass, firepower, tempo, surprise, deception, confusion, shock, and the role of the moral aspects of combat. Finally, Part One will circle back around by discussing the role of tactical victory- once achieved- in contributed to a strategy. Part One is short by design. It is intended to be both compelling and easily mastered for junior non-commissioned officers and company grade officers, while still rich enough to be interesting to both specialist and non-specialist academics. It is a book meant not just for bookshelves but also for ruck sacks and cargo pockets. Part Two builds on Part One by exploring concepts with which the tactician must be familiar with such as the culminating point of victory, mission tactics and decentralized command and control, offensive and defensive operations, and the initiative. Part Three will conclude the book examining implications of the presented tactical systems to a variety of other issues in strategic studies.

He concluded that the American style of waging war centered primarily on the idea of achieving a crushing military victory over an opponent. Americans-not unlike many of their European counterparts-considered war an alternative to bargaining, rather than part of an ongoing bargaining process, as in the Clausewitzian view. Their concept of war rarely extended beyond the winning of battles and campaigns to the gritty work of turning military victory into strategic success, and hence was more a way of battle than an actual way of war. Unfortunately, the American way of battle has not yet matured into a way of war. The subject is important not just for academic reasons, but for policy ones as well. Assumptions about how American political and military leaders conceive of war and approach the waging of it tend to inform their decisions in matters of strategic planning, budgeting, and concept and doctrine development. The assumptions underpinning Defense Transformation, for example, appear to have more to do with developing an ever exquisite grammar than they do with serving war's logic. A Way of War Uniquely American? Much of what Weigley said about the American way of war would apply to the German, French, or British methods of warfare as well. Yet, the picture he presents is incomplete. Hence, one would do well to consider Max Boot's Savage Wars of Peace, which contends that Americans actually practiced another way of war with regard to history's "small wars"-such as the Boxer Rebellion and the Philippine Insurrection-that did not necessarily involve wars for the complete overthrow of an opponent. In the final analysis, Boot rounds out the picture of the American approach to warfare, thereby augmenting Weigley's thesis rather than overturning it. A Way of Battle. While these two interpretations approach the American tradition of warfare from different perspectives, they agree in one very critical respect: the American way of war tends to shy away from thinking about the complicated process of turning military triumphs, whether on the scale of major campaigns or small-unit actions, into strategic successes. This tendency is symptomatic of a persistent bifurcation in American strategic thinking-though by no means unique to Americans-in which military professionals concentrate on winning battles and campaigns, while policymakers focus on the diplomatic struggles that precede and influence, or are influenced by, the actual fighting. This bifurcation is partly a matter of preference and partly a by-product of the American tradition of subordinating military command to civilian leadership, which creates two separate spheres of responsibility, one for diplomacy and one for combat. In other words, the Weigley and Boot interpretations are both important for implicitly revealing that the American style of warfare amounts to a way of battle more than a way of war.

One of the symposium's salient points was that overwhelming military accomplishment does not automatically translate to overall success. Major Tim Karcher's Understanding the “Victory Disease,” From the Little Bighorn to Mogadishu and Beyond presents further evidence supporting the above premise. With Operations ENDURING and IRAQI FREEDOM in the foreground today, it is fitting that this study should focus on military operations undertaken in the immediate aftermath of extraordinary military victory. US military planners must possess a solid foundation of military history and cultural awareness to ensure battlefield and strategic success today and in the future. Future conflicts are not likely to resemble those of the past, whether they are conflicts from dim memory, the previous decade, or last year. Each brings its own challenges and dynamics. One thing is certain, however, as Major Karcher points out: The US military cannot rest on the laurels of previous campaigns. Major Karcher's study makes an important contribution to military history as a warfighter's tool to refine critical thinking and adaptability. As a result of America's national strength and its demonstrated military prowess, US forces are quite susceptible to falling prey to the effects of the “victory disease.” The disease, by definition, brings defeat to a previously victorious nation or military due to three basic symptoms: arrogance, complacency, and the habit of using established patterns to solve military problems. The growth of the victory disease can best be analyzed through the study of historical examples where the symptoms become quite clear. This work uses the 1876 Battle of the Little Bighorn and the 1993 actions of Task Force Ranger in Mogadishu, Somalia to highlight the disease's effects. Studying the victory disease can help one avoid succumbing to its effects and ultimately find an effective vaccination. As this work will argue, the only real vaccine for the disease is found in increased study of military history in the Officer Education System, particularly through focusing on campaigns and battles where defeat may be attributed to the sickness. Simple awareness of the problem prevents one from falling prey to the disease, thereby creating immunity.~
