Unfortunately, work on Latin America has not been well represented in either theoretical or empirical discussions of the broader conflict. With some notable exceptions, studies have proceeded in rather conventional channels, focusing on U.S. policy objectives and high-profile leaders (Fidel Castro) and events (the Cuban Missile Crisis) and drawing largely on U.S. government sources. Moreover, only rarely have U.S. foreign relations scholars engaged productively with Latin American historians who analyze how the international conflict transformed the region's political, social, and cultural life. Representing a collaboration among eleven North American, Latin American, and European historians, anthropologists, and political scientists, this volume attempts to facilitate such a cross-fertilization. In the process, In From the Cold shifts the focus of attention away from the bipolar conflict, the preoccupation of much of the so-called "new Cold War history," in order to showcase research, discussion, and an array of new archival and oral sources centering on the grassroots, where conflicts actually brewed. The collection's contributors examine international and everyday contests over political power and cultural representation, focusing on communities and groups above and underground, on state houses and diplomatic board rooms manned by Latin American and international governing elites, on the relations among states regionally, and, less frequently, on the dynamics between the two great superpowers themselves. This book examines four major areas of institutional reform: a. political institutions and the state organization; b. fiscal institutions, such as budget, tax and decentralization institutions; c. public institutions in charge of sectoral economic policies (financial, industrial, and infrastructure); and d. social sector institutions (pensions, social protection, and education). The Jesuits made major contributions to the cultural and intellectual life of Latin America. When they were expelled in 1767 the Jesuits were administering over 250,000 Indians in over 200 missions. The Jesuits pioneered interest in indigenous languages and cultures, compiling dictionaries and writing some of the earliest ethnographies of the region. They also explored the region's natural history and made significant contributions to the development of science and medicine. On their estates and in the missions they introduced new plants, livestock, and agricultural techniques, such as irrigation. In addition, they left a lasting legacy on the region's architecture, art, and music. The volume demonstrates the diversity of Jesuit contributions to Latin American culture. Published works often focus on one theme or region that is approached from a particular disciplinary perspective. This volume is therefore unusual in considering not only the range of Jesuit activities but also the diversity of perspectives from which they may be approached. It includes papers from scholars of history, linguistics, religion, art, architecture, cartography, music, medicine and science.

There is still uncertainty on how severe the economic impact of the pandemic will be. As things go, however, the drag on the region’s employment could last longer than the epidemic itself. Beyond the immediate impacts on the level of employment, the crisis is deepening and accelerating the transformation of jobs, bringing the future closer. Going Viral: COVID-19 and the Accelerated Transformation of Jobs in Latin America and the Caribbean focuses on recent trends in the economies of the region that have been significantly changing the labor market: premature deindustrialization, the servicification of the economy, and the changing skill requirements of jobs as automation advances. The findings of this report have important implications for economic policy. Some of these implications are related to the productivity challenges that Latin America and the Caribbean was already facing after the end of the “Golden Decade†? in 2013. Other policy implications see their relevance enhanced by the COVID-19 crisis. As sectors are impacted in different ways, as new technologies are developed and adopted, and as working remotely becomes more common, governments need to respond in ways that support a smooth transformation of jobs—one that is socially acceptable and that contributes to productivity growth, including investing in the human capital of the workforce. The accelerated transformation of jobs also calls for a rethinking of labor regulations and social protection policies. The institutional architecture geared to wage earners in the formal sector is quickly becoming outdated. The report calls for the flexible regulation of the emerging forms of work, in a way that encourages employment and supports formalization, thereby expanding the coverage of social protection. to larger segments

Book excerpt: While there is a strongly held belief that Latin American societies are highly discriminatory, the economic profession has found relatively little evidence for this perception, and until recently other social sciences had prevailed in the discussion of this timely and relevant topic. The development of new tools for analyzing the economic mechanisms underlying discrimination, however, has opened up several avenues for research. This book presents a set of studies on contemporary discrimination in Latin America that takes advantage of these new tools by focusing on social interactions that range from cooperation, group formation, and the impact of migration in poor families to specific markets such as housing and labor. The techniques applied include traditional regression analysis, experimental approaches, and audit studies, as well as structural methods. This wide range of analytical approaches leads to findings that confirm some of the common perceptions regarding discrimination but challenge the conventional wisdom in other regards In some instances the long-held conventional wisdom may not hold at all. Latin Americans do not discriminate more or less than inhabitants of other regions, and the discrimination that does occur appears largely to stem from lack of information on individuals a result of great interest in colleges and universities that teach courses on Latin American development both at the undergraduate and graduate level. Furthermore, this book s findings extend to the political arena, as they challenge standard policies that have been ineffective for decades. Finally, this book should be of interest to researchers, as the empirical methods employed are at the vanguard of the profession. In fact, in addition to the contribution that this volume makes to the literature on discrimination, it also has the potential to contribute more broadly to labor economics, development economics and experimental economics, as well as to Latin American studies.

In addition to the industrialized countrys' General System of Preferences (GSP) which are applicable to most developing countries, there are some very special arrangements formulated to promote exports from the Caribbean countries -- the Caribbean Basin Initiative (CBI) of the United States, CARIBCAN of Canada, and the much older Lome Conventions of the European Communities, which includes the Caribbean as well as most African and some Pacific countries. Yet, in spite of this preferential treatment, the Caribbean export performance has been worse than the performance of the developing countries as a whole. This report examines the Caribbean export performance in the 1980s in some detail, analyzes the possible reasons behind this performance, and presents some recommendations to improve it. The scope of the analysis in this report is limited to the member countries of the Caribbean Group for Cooperation in Economic Development. This report not only has a Caribbean perspective, it examines all three major arrangements - the CBI, CARIBCAN, and Lome Convention in the environment of both groups and specific exporters in the three different markets. In this way, the greatly varying performances can lead to insights on export performance and ways to improve it.
