What emerges quite clearly is the fact that any show of unanimity among Ankara, Athens and Jerusalem was, in the past, likely to rest more on some temporary community of interest than on any inherent belief in the need for unanimity.

While Turkey did not recognize the existence of ethnic identities as long as they were Muslim, non-Muslims were challenging this ideal. During this social engineering, the religious minorities and the state had very turbulent relations based on mistrust, resulting in many discriminative legislations. The Republican story of the Jews provides significant insight to highlight the difficulties and challenges encountered in the formation of the Turkish Republic as well as the changes in the Turkish public with the new nation state in effect. Following the Second World War, a new state was established in the Middle East. During the Cold War, the Soviet threat led Turkey to recognize the State of Israel, established as a Jewish state. The main reasoning of Turkey in recognizing Israel was to be accepted to the Western camp. While the bilateral relations of Turkey and Israel increased gradually, a surprisingly high number of Turkish Jews, nearly 40 percent of the Jewish community in Turkey, immigrated to the new country. This book is an attempt to investigate the establishment of the State of Israel, Turkey’s recognition of the Jewish state and its repercussions on the Turkish public between the years 1936 and 1956. It explains the establishment of the State of Israel and the first three decades of the Turkish Republic. It includes the religious minorities of Turkey, with a special focus on the Jewish community as it is one of the major links between Turkey and Israel. It combines Turkish public reaction to the establishment and recognition of the State of Israel, shedding light on the reasons of the mass Jewish immigration, which is at the same time the second biggest immigration out of Turkey after the labor immigration to Europe starting from the 1960s.

Jerusalem is unlikely to accept Ankara as a mediator in its disputes with Syria and the Palestinians. In all probability, arms sales and strategic cooperation will no longer be possible, while diplomatic and economic relations will only marginally be affected. Turkey understands that its regional aspirations require a certain level of diplomatic relations with Israel, an important player in the Middle East. Jerusalem still wonders why Ankara prefers the dictators of Tehran, Damascus, Khartum and Gaza over the democracy of the Jewish state. But Israel has no interest in further deterioration, and so far it is reluctant to publicly declare that AKP-ruled Turkey hardly belongs to the Western camp. Turkey's major foreign policy orientation should be of great concern to the West. Western capitals are slow in gauging changes in the domestic and foreign politics of Turkey. Washington still plays with the idea that Ankara represents 'moderate Islam.' Yet, Turkey's preferences and policies are anything but moderate. Seeking good relations with Iran and Sudan, as well as with Hamas and Hizballah, puts Turkey squarely in a radical Islamist camp. Turkey is an important country whose foreign policy reorientation changes the balance of power in the Middle East in favor of the radical Islamist forces. It affects negatively the pro-Western orientation of the Central Asian republics. It considerably weakens the Western alliance, NATO in particular, and could also revive the historic Muslim threat to Europe from the East.

Book excerpt: Turkey: A necessary ally in a troubled region With the new administration in office, it is not clear whether the U.S. will continue to lead and sustain a global liberal order that was already confronted by daunting challenges. These range from a fragile European Union rocked by the United Kingdom’s exit and rising populism to a cold war-like rivalry with Russia and instability in the Middle East. A long-standing member of NATO, Turkey stands as a front-line state in the midst of many of these challenges. Yet, Turkey is failing to play a more constructive role in supporting this order--beyond caring for nearly 3 million refugees, mostly coming from the fighting in Syria--and its current leadership is in frequent disagreement with its Western allies. This tension has been compounded by a failed Turkish foreign policy that aspired to establish its own alternative regional order in the Middle East. As a result, many in the West now question whether Turkey functions as a dependable ally for the United States and other NATO members. Kemal Kirisci’s new book argues that, despite these problems, the domestic and regional realities are now edging Turkey toward improving its relations with the West. A better understanding of these developments will be critical in devising a new and realistic U.S. strategy toward a transformed Turkey and its neighborhood. Western policymakers must keep in mind three on-the-ground realities that might help improve the relationship with Turkey. First, Turkey remains deeply integrated within the transatlantic community, a fact that once imbued it with prestige in its neighborhood. It is this prestige that the recent trajectory of Turkish domestic politics and foreign policy has squandered; for it to be regained, Turkey needs to rebuild cooperation with the West. The second reality is that chaos in the neighborhood has resulted in the loss of lucrative markets for Turkish exports—which, in return, increases the value to Turkey of Western markets. Third, Turkish national security is threatened by developments in Syria and an increasingly assertive Russia, enhancing the strategic value of Turkey’s “troubled alliance” with the West. The big question, however, is whether rising authoritarianism in Turkey and the government’s anti-Western rhetoric will cease and Turkey’s democracy restored before the current fault lines can be overcome and constructive re-engagement between the two sides can occur. In light of these realities, this book discusses the challenges and opportunities for the new U.S. administration as well as the EU of re-engaging with a sometimes-troublesome, yet long-time ally.
