Book excerpt: With the phasing out of the Cold War, not only the countries of the former Eastern bloc faced challenges in their internal and external policies, but also those of the Western bloc. Countries belonging to the Western alliance had to deal with indigenous problems that emerged with the end of the bipolar world order on the one hand, and also cope with changing international circumstances in their foreign policies on the other hand. Two countries of the western world emerged as the ones that were most deeply affected by the new phase of international politics and faced considerable pressure to transform their structures accordingly. These were Turkey and Germany. This study aims to explain the attitudes of Turkey and Germany to Yugoslav conflicts, beginning with the wars in Slovenia and Croatia in the summer of 1991 to the end of the Kosovo War. It tries to analyse how state identity or search for a new state identity affected foreign policy of Turkey and Germany in the the post-Cold War era in the case of the Yugoslav wars. It argues that during the conflicts Turkey wanted to prove that it was still Western-oriented, still interested in contributing to Western security by trying to acquire a new identity of "regional power". On the other hand, Germany was attempting to show that it was not considering a renationalization of foreign policy or projection of power politics. Berlinalso aimed at showing it was still a loyal ally and was concerned with not being behindthe other countries. In other words, Germany remained committed to its European identity. The aim of this study is to contribute to identity studies in the international relations discipline.

This was nothing new, however; immigrants from the Balkans have streamed into West Germany in massive numbers throughout the long postwar era. Memory, Politics, and Yugoslav Migrations to Postwar Germany tells the story of how Germans received the many thousands of Yugoslavs who migrated to Germany as political emigres, labor migrants, asylum seekers, and war refugees from 1945 to the mid-1990s. While Yugoslavs made up the second largest immigrant group in the country, their impact has received little critical attention until now. With a particular focus on German policies and attitudes toward immigrants, Christopher Molnar argues that considerations of race played only a marginal role in German attitudes and policies towards Yugoslavs. Rather, the history of Yugoslavs in postwar Germany was most profoundly shaped by the memory of World War II and the shifting Cold War context. The city, along with the rest of Bosnia, was incorporated into the Independent State of Croatia, one of the most brutal of Nazi satellite states run by the ultranationalist Croat Ustasha regime. The occupation posed an extraordinary set of challenges to Sarajevo's famously cosmopolitan culture and its civic consciousness; these challenges included humanitarian and political crises and tensions of national identity. As detailed for the first time in Emily Greble's book, the city’s complex mosaic of confessions (Catholic, Orthodox, Muslim, Jewish) and ethnicities (Croat, Serb, Jew, Bosnian Muslim, Roma, and various other national minorities) began to fracture under the Ustasha regime’s violent assault on "Serbs, Jews, and Roma"—contested categories of identity in this multiconfessional space—tearing at the city’s most basic traditions. Nor was there unanimity within the various ethnic and confessional groups: some Catholic Croats detested the Ustasha regime while others rode to power within it; Muslims quarreled about how best to position themselves for the postwar world, and some cast their lot with Hitler and joined the ill-fated Muslim Waffen SS. In time, these centripetal forces were complicated by the Yugoslav civil war, a multisided civil conflict fought among Communist Partisans, Chetniks (Serb nationalists), Ustashas, and a host of other smaller groups. The absence of military conflict in Sarajevo allows Greble to explore the different sides of civil conflict, shedding light on the ways that humanitarian crises contributed to civil tensions and the ways that marginalized groups sought political power within the shifting political system. There is much drama in these pages: In the late days of the war, the Ustasha leaders, realizing that their game was up, turned the city into a slaughterhouse before fleeing abroad. The arrival of the Communist Partisans in April 1945 ushered in a new revolutionary era, one met with caution by the townspeople. Greble tells this complex story with remarkable clarity. Throughout, she emphasizes the measures that the city’s leaders took to preserve against staggering odds the cultural and religious pluralism that had long enabled the city’s diverse populations to thrive together.
