Two years later, the country hosts some 600,000 Syrian refugees—200,000 of them living in 21 refugee camps with an additional 400,000 living outside of the camps (see charts 1 and 2 below). These estimates, reported by both the Turkish government and the Office of the UN High Commissioner for Refugees (UNHCR), are conservative. Indeed, officials working directly with refugees on the ground suggest that the number living outside of the camps may be as high as 800,000. These numbers are increasing: according to United Nations (UN) estimates, Turkey will be home to one million Syrians by the end of 2013. Syrians have fled to Turkey in search of safety from a horrific conflict, leaving behind loved ones, jobs and property. Syrians from all walks of life - doctors and housewives, civil servants and farmers, the very old and the very young - have poured across the Turkish border. The Turkish people and the government, mainly through the Prime Ministry’s Disaster and Emergency Management Presidency (AFAD), responded generously to the refugees, offering them sanctuary and hospitality. But as the conflict intensifies – with no end in sight – and as the resources of the Turkish government and society are stretched thin, questions arise about the limits of Turkey's hospitality. The continued deterioration of the situation inside Syria is putting enormous pressures on Turkey’s ability to manage the refugee situation within its borders as well as its capacity to ensure the continued flow of humanitarian assistance into Syria. This policy brief is based on a joint Brookings-USAK research trip to the border region by Elizabeth Ferris, Kemal Kirişci, Vittoria Federici, Osman Bahadır Dinçer, Sema Karaca and Elif Özmenek Çarmıklı and interviews conducted in Istanbul, Ankara, Gaziantep, Kilis and Hatay. It also draws from a joint Brookings-USAK seminar held in Ankara on 25 October 2013 which brought together some 45 participants from the Turkish government, civil society, national and international NGOs, international organizations and academic researchers. The authors hope that this policy brief will be helpful to both the Turkish government and civil society organizations and to international actors seeking to aid Syrian refugees and internally displaced persons (IDPs). The impact of the Syrian refugee influx on Turkey is significant and deserves more attention from the international community. Most of all, the authors hope that political solutions are found that will bring an end to the massive displacement of the Syrian people.

Book excerpt: The seminar included sessions on: the Syrian refugee and humanitarian situation in Turkey; the political and security dimension of the refugee and humanitarian crisis; and the international cooperation and burden-sharing dimension of the Syrian crisis on the Turkish border. [...] While the efforts of the Turkish government to welcome Syrians and to provide assistance to refugees in camps are exemplary, the research team is concerned about the safety of Syrians who are unable to cross the border legally into Turkey. [...] While refugee camps are never good places to live (and indeed people have left the camps for the uncertainty and the freedom of the cities) the camps visited by the team were impressive in the quality and quantity of assistance and services available. [...] These are in areas controlled by the opposition, although given the nature of the conflict and the proliferation of armed groups, the front lines are constantly shifting and the areas under the control of various groups frequently change. [...] As a UNHCR official who spoke with the team put it, "The international community has to depoliticize the problem and see the face of the child that has not gone to school." Even as the international community must redouble its efforts to find a political solution to the Syrian crisis, it is equally urgent that attention be focused on mobilizing the resources - and the will - to alleviate the human.

Book excerpt: The first Syrian refugees began to cross into Turkey in April 2011. This was at a time when Turkey's relations with the Syrian government had not yet been ruptured. The Turkish side was deeply engaged in efforts to persuade Bashar al-Assad to avoid harsh measures against protests that began in March 2011. However, when the Syrian government, instead, chose to use increasing repression and violence against civilians, relations between the two countries deteriorated very quickly. A fact virtually unknown to the outside world is that Turkey has long been a country of asylum and immigration. Yet, the arrival and presence of Syrian refugees is approaching one million. This is an unprecedented figure for Turkey and is beginning to tax the generous hospitality extended to the refugees by the government and a good part of the Turkish society. As the conflict and violence in Syria continues unabated it is becoming clear that Syrian refugees will be in Turkey for a long time to come. No immediate return home appears to be likely for most of the refugees. This is creating a string of challenges for Turkey that will require a fundamental revisiting of a set of policy assumptions and a significant recalibration of policy.

The book is premised on the underlying conception of refugee children as not merely a vulnerable contingent of the displaced Syrian population, but one that possesses a certain agency for change and progress. In this vein, the various contributions aim to not just de-securitize the ‘conversation’ on migration that frequently centres on the presumed insecurity that refugees personify. They also de-securitize the figure and image of the refugee. By May 2017, Turkey had received over 3 million refugees — the largest refugee population in the world. Some lived in government-run camps near the Syrian border, but many have moved to cities looking for work and better living conditions. They faced problems of integration, income, welfare, employment, health, education, language, social tension, and discrimination. In order to develop sound policies to solve these interlinked problems, a good understanding of refugee dynamics isnecessary. This book summarizes the most important findings of the Data for Refugees (D4R) Challenge, which was a non-profit project initiated to improve the conditions of the Syrian refugees in Turkey by providing a database for the scientific community to enable research on urgent problems concerning refugees. The database, based on anonymized mobile call detail records (CDRs) of phone calls and SMS messages of one million Turk Telekom customers, indicates the broad activity and mobility patterns of refugees and citizens in Turkey for the year 1 January to 31 December 2017. Over 100 teams from around the globe applied to take part in the challenge, and 61 teams were granted access to the data. This book describes the challenge, and presents selected and revised project reports on the five major themes: unemployment, health, education, social integration, and safety, respectively. These are complemented by additional invited chapters describing related projects from international governmental organizations, technological infrastructure, as well as ethical aspects. The last chapter includes policy recommendations, based on the lessons learned. The book will serve as a guideline for creating innovative data-centered collaborations between industry, academia, government, and non-profit humanitarian agencies to deal with complex problems in refugee scenarios. It illustrates the possibilities of big data analytics in coping with refugee crises and humanitarian responses, by showcasing innovative approaches drawing on multiple data sources, information visualization, pattern analysis, and statistical analysis.It will also provide researchers and students working with mobility data with an excellent coverage across data science, economics, sociology, urban computing, education, migration studies, and more.

Book excerpt: To understand the ethics of immigration, we need to start from the way it is enacted and understood by everyday actors: through practices of hospitality and hostility. Drawing on feminist and poststructuralist understandings of ethics and hospitality, this book offers a new approach to immigration ethics by exploring state and societal responses to immigration from the Global North and South. Rather than treating ethics as a determinable code for how we ought to behave toward strangers, it explores hospitality as a relational ethics -- an ethics without moralism -- that aims to understand and possibly transform the way people already do embrace and deflect obligations and responsibilities to each other. Building from specific examples in Colombia, Turkey and Tanzania, as well as the EU, US and UK, hospitality is developed as a structural and emotional practice of drawing and redrawing boundaries of inside and outside, belonging and non-belonging. It thereby actively creates a society as a communal space with a particular ethos: from a welcoming home to a racialised hostile environment. Hospitality is therefore treated as a critical mode of reflecting on how we create a 'we' and relate to others through entangled histories of colonialism, displacement, friendship and exploitation. Only through such a reflective understanding can we seek to transform immigration practices to better reflect the real and aspirational ethos of a society. Instead of simple answers -- removing borders or creating global migration regimes -- the book argues for grounded negotiations that build from existing local capacities to respond to immigration.
