The book asks "what is genocide?" and illustrates that although this is a useful concept to describe such evil events as the Jewish Holocaust in World War II and Rwanda in the 1990s, the term has also been overused, misused, and therefore trivialized by many different groups seeking to demonize their antagonists and win sympathetic approbation for them. The author includes the Armenians in this category because, although as many as 600,000 of them died during World War I, it was neither a premeditated policy perpetrated by the Ottoman Turkish government nor an event unilaterally implemented without cause. Of course, in no way does this excuse the horrible excesses committed by the Turks.

This economic boom is accompanied by AKP’s domestic political transformation (conservatism and moderate Islamisation) as well as the rising orientation to the region (Middle East, Northern Africa and Caucasus). Turkey became a regional player with high geostrategic ambitions. This is illustrated also by an alienation of the EU. This work adumbrates the general Turkish development before 1999 and outlines the development since 1999 (both political and economic).

Kader Konuk asks why philologists like Erich Auerbach found humanism at home in Istanbul at the very moment it was banished from Europe. She challenges the notion of exile as synonymous with intellectual isolation and shows the reciprocal effects of German émigrés on Turkey's humanist reform movement. Central to the book is Erich Auerbach's Mimesis: The Representation of Reality in Western Literature, written in Istanbul after he fled Germany in 1936. In addition to predicting sovereign stress, the framework can be used to derive statements about debt stabilization under current policies and about debt sustainability.

Book excerpt: In 1923 the Turkish government, under its new leader Kemal Ataturk, signed a renegotiated Balkan Wars treaty with the major powers of the day and Greece. This treaty provided for the forced exchange of 1.3 million Christians from Anatolia to Greece, in return for 30,000 Greek Muslims. The mass migration that ensued was a humanitarian catastrophe - of the 1.3 million Christians relocated it is estimated only 150,000 were successfully integrated into the Greek state. Furthermore, because the treaty was ethnicity-blind, tens of thousands of Muslim Greeks (ethnically and linguistically) were forced into Turkey against their will. Both the Greek and Turkish leadership saw this exchange as crucial to the state-strengthening projects both powers were engaged in after the First World War. Here, Emine Bedlek approaches this enormous shift in national thinking through literary texts - addressing the themes of loss, identity, memory and trauma which both populations experienced. The result is a new understanding of the tensions between religious and ethnic identity in modern Turkey.

Book excerpt: Turkey’s Justice and Development Party (AKP), after coming to power in 2002, sought to play a larger diplomatic role in the Middle East. The AKP adopted a proactive foreign policy to create ‘strategic depth’ by expanding Turkey’s zone of influence in the region, drawing on the opportunities of geography, economic power and imperial history to reconnect the country with its historical hinterland. Yet despite early promise, this policy came undone after the Arab upheavals of 2011 and has seen Turkey increasingly at odds with its neighbours and the West. Turkey's New Foreign Policy outlines the key tenets of the AKP’s policy of strategic depth in the Middle East and how this marks a departure from traditional Turkish foreign policy. Particular attention is focused on the Turkish reaction to the political changes that swept through the Arab world – including the Syrian civil war – and presented Turkey with its most significant foreign-policy challenge to date. Based on extensive primary research of Turkish-language sources, this monograph argues that political changes in the Middle East have precipitated a serious decline in Turkish regional influence, reversing earlier gains in influence after the AKP came to power. However, despite these foreign-policy defeats, the AKP has shown little indication that it is willing to scale back its ambitions, insisting that it stands on the right side of history – drawing a clear distinction between Turkey and the West.

Erdogan has seized on the failed coup to justify a witch hunt, arresting thousands and ordering the wholesale dismissal of alleged coup sympathizers. Rather than foster reconciliation, he pursued vendettas and turned Turkey into a gulag. An Uncertain Ally exposes Turkey’s ties to jihadists in Syria and the Islamic State, questioning its suitability as a NATO member. Under Erdogan, Turkey faces a dark future that poses a danger to the region and internationally.
