For all the attention tuition discounting receives from campus leaders and higher education experts, many report the practice causes consternation, misunderstanding and reflexive apprehension. Even those who historically have extolled discounting's benefits worry that ever-rising discount rates are starting to squeeze margins, diminish returns and bankrupt institutions. This question is being asked with increasing frequency: How long can sticker prices and discount rates keep climbing before the model reaches its breaking point? Discount rates affect institutions of various sizes, market positions and wealth levels in different ways. In order to successfully navigate the future, all leaders at a college or university, from enrollment manager to board member, will need a nuanced view of discount rates and the trends affecting them. This special report seeks to explore those trends and recent developments in discounting. It will review different strategies campuses are deploying as they seek to bolster their budgets and will suggest possible best practices institutions can follow. By exploring key concepts and developments in discounting, leaders can better evaluate their own institutions to prepare a course of action for a smaller-margin future that for many will require smarter pricing and better management.

Book excerpt: This report presents a model and an approach that institutions of higher education can use to analyze and project the impact of endogenous and exogenous factors on both net and gross tuition in the context of the increasing practice of tuition discounting. It is noted that two key questions drive this effort: (1) what influence does gross tuition pricing have on institutionally funded financial aid, and hence, net tuition? and (2) how much does a college or university need to increase its stated tuition rate to realize a desired level of net tuition revenue growth? To answer these questions, this report first examines relationships among tuition, student need, institutionally funded financial aid, and other institutional factors from a broad education industry perspective. The next section depicts the interaction of these elements by applying the discounting model developed to a fictitious, representative college. The detailed derivation of the model, and the formulae used, are presented in the appendix. (GLR)

The use of institutional grant aid to attract and retain law students has become even more important, as many programs have had to grapple with declines in their numbers of applicants and enrollments. This challenging context has prompted law schools to implement a variety of practices and policies to raise their enrollments, including increasing their financial aid expenditures.

Without financial stability, very small colleges are more susceptible to failure in the face of economic challenges. Very small colleges adopt many of the same financial strategies used by larger colleges without consideration that the size of the college may require different strategies. This study considered the relationship between the unfunded tuition discount rate and the financial health of private, non-profit, four-year, baccalaureate colleges. Enrollment, institutional debt and institutional wealth were then used as moderators in a moderation regression analysis to determine the effect each of these variables may have on the relationship between the unfunded tuition discount and the financial health. The findings of this study revealed a negative relationship between the unfunded tuition discount rate and the financial health of very small colleges. This relationship was moderated by both enrollment and institutional wealth. Implications and recommendations for practitioners include the need to reduce the unfunded tuition discount at very small colleges in order to improve financial health."--Leaf 3.

The scholarly research devoted to this topic over the past forty or more years has been very limited especially on the impact of discounting tuition on the finances and net revenue of the institution. This study traced trends in total student enrollment, minority student enrollment, low-income student enrollment, net tuition revenue, tuition and fees, institutional discounting, including funded and unfunded institutional aid, selectivity, and SAT scores; examined the existing relationships between net tuition revenue and institutional factors such as institutional discount rate, funded tuition discount rate, unfunded tuition discount rate, enrollment of low-income students, minority student enrollment, and selectivity; and probed into whether tuition revenue could be determined by one or a combination of institutional factors including net tuition revenue, funded tuition discount rate, unfunded tuition discount rate, enrollment of low-income students, minority student enrollment, and selectivity at the 121 private, not-for-profit, liberal arts institutions in the United States. This research study did show that a strong, negative relationship existed between the funded and unfunded institutional tuition discount rate and net tuition revenue.
