Ce type de pollution se caractérise par des difficultés spécifiques d'identification et d'accessibilité, et par l'hétérogénéité des matières et des sites concernés : à ce titre, il mérite une attention particulière. Le présent rapport est consacré à l'une des formes de pollution des sols et sous-sols les plus courantes, impliquant les hydrocarbures et les solvants chlorés. La problématique en est développée tant au niveau descriptif de la contamination et de ses effets qu'à celui des possibilités d'actions préventives ou curatives, dans un contexte où coexistent contraintes juridiques et économiques ainsi qu'obligations sociales. Ce travail est complémentaire de celui consacré à la pollution des sols par les éléments en traces, objet du rapport n° 42 de l'Académie des sciences (août 1998), les deux types de contaminations relevant de caractères, et de logiques très différents. La première partie de l'ouvrage traite du constat : origines des contaminations (activités et sources de pollutions), moyens d'identification, localisation, délimitation, quantification des contaminations terrestres superficielles et souterraines (caractérisation des sites contaminés), devenir des contaminants dans les sols et sous-sols (mécanismes, phénomènes de transport et d'évaluation), identification des impacts constatés ou potentiels (effets sur l'homme et les écosystèmes). La deuxième partie traite du cadre et des moyens d'action, en fonction de paramètres réglementaires, techniques et socio-économiques. Il est légitime de considérer prioritairement les mesures préventives de réduction du risque (prévention et protection) avant de justifier des obligations de remise en état des sites déjà contaminés (aspects juridiques). Cette réhabilitation des sites contaminés est ensuite considérée sous l'angle technologique. Enfin les contraintes socio-économiques constituent des justifications pour l'action, dont elles fixent les limites pratiques et effectives. Les recommandations relatives aux différents aspects décrits dans le rapport sont regroupées à la fin de l'ouvrage.

The Environmental Protection Agency's decision in the summer of 2001 to delay implementing a new, more stringent standard for the maximum allowable level for arsenic in drinking water generated a great deal of criticism and controversy. Ultimately at issue were newer data on arsenic beyond those that had been examined in a 1999 National Research Council report. EPA asked the National Research Council for an evaluation of the new data available. The committee's analyses and conclusions are presented in Arsenic in Drinking Water: 2001 Update. New epidemiological studies are critically evaluated, as are new experimental data that provide information on how and at what level arsenic in drinking water can lead to cancer. The report's findings are consistent with those of the 1999 report that found high risks of cancer at the previous federal standard of 50 parts per billion. In fact, the new report concludes that men and women who consume water containing 3 parts per billion of arsenic daily have about a 1 in 1,000 increased risk of developing bladder or lung cancer during their lifetime.
