Book excerpt: Under its Health in Africa Initiative, IFC intended to conduct a country assessment of the private health sector in Mali, working in close collaboration with the World Bank and the Government of Mali. The Core objective of the Mali Country Assessment Report was to work closely with the Government of Mali and Development partners to develop recommendations for a reform program to strengthen the existing policy framework for the public-private interface in the health sector and to improve the delivery of health related goods and services for all Malians. As part of this, the purpose of the book was to: • Determine the role the private sector currently plays in Mali’s health care system. • Present a diagnose of the nature and effectiveness of the existing interface between the public and private sectors in Mali, health system constraints, as well as the business enabling and investment environment. • Assist the World Bank Group to engage in policy dialogue with stakeholders in Mali’s health care system, and particularly with public officials and policy makers; and help develop detailed recommendations for the Government of Mali with policy makers and key stakeholders.

Book excerpt: La présente évaluation du secteur sanitaire privé au Burkina Faso vise quatre objectifs : a) déterminer le rôle que le secteur privé joue dans le système national de santé ; b) formuler un diagnostic sur la nature et l’efficacité de l’interface entre secteurs public et privé ainsi que sur les cadres juridique, réglementaire, technique et humain dans lequel évolue ce secteur ; c) formuler des recommandations au Gouvernement, renforcer le dialogue entre les parties prenantes impliquées dans les secteurs public et privé ; et d) informer les entrepreneurs de la finance, de l’assurance, de l’investissement et des opérateurs, africains ou non, et susciter leur intérêt à participer au développement du secteur privé de la santé au Burkina Faso. La méthodologie de l’étude s’est appuyée sur des informations obtenues selon trois modalités : a) une analyse du corpus documentaire disponible ; b) des entretiens approfondis et des « focus groups » organisés avec des prestataires impliqués dans les quatre domaines d’analyse étudiés ; c) une enquête réalisée auprès d’un échantillon de 79 ESPS représentatifs de la diversité des structures existantes et des contextes (géographiques notamment) dans lesquels ils interviennent, à l’aide d’un sondage stratifié à deux degrés ; et d) l’animation de trois ateliers d’engagement avec les représentants des secteurs public et privé destinés à présenter la méthodologie de l’évaluation, à discuter de ses principaux résultats, à identifier les principaux défis et à élaborer un plan d’action afin de mieux intégrer le secteur privé dans le système de santé burkinabé et améliorer ainsi les résultats en matière de santé. Les principaux éléments de diagnostic discutés dans cette étude concernent l’offre de soins, la formation, les médicaments et produits relatifs à la santé, l’assurance et le financement, et l’environnement. Finalement le plan d’action issu du travail participatif en groupes lors des ateliers et proposé au Gouvernement est articulé autour de trois axes : (i) le cadre stratégique et le dialogue politique, (ii) l’environnement des affaires, (iii) le développement d’initiatives concrètes de partenariat public-privé.

It encompasses theoretical and methodological issues as well as the current teaching and research capacities of institutions offering programs in health and medical geography in Africa. Further, the book will review the level of adoption of the sub-discipline in State policies and practice and also provide practical illustrations, with case studies, of how studies in the sub-discipline are central to the actualization of Africa's development agenda. Particular attention is paid to the relationship between health and development. Through its direct and indirect impacts on labor productivity, population health and wellbeing matter for the social and economic development of households and national economies. Yet, health is not uniform in space. And so is development. Comparatively on many health and development indicators, Africa fairs poorly. The variation in health may present as differences in the occurrence and spread of diseases, the distribution of and access to healthcare facilities, and/or in health outcomes among the population. Reasons for these variations range from biology to the population’s levels of exposure and susceptibility to elements in their environment, including the social interactions taking place within the environment. The field of health and medical geography focuses on the spatial patterns and processes underlying these variations and provides pathways for understanding and addressing them. More specifically, the sub-discipline of health and medical geography focuses on, among others, how places (their characteristics and processes that go on in them) and environmental factors underlie and/or influence disease patterns, exposure and susceptibility to diseases, health variations, health behavior, health outcomes, and the provision of and access to healthcare services. This volume documents perspectives and applications in health and medical geography in Africa for academics, students, health practitioners, and development policymakers.
