La presente etude tente d'apporter sa contribution pour une meilleure connaissance du phenomene en considerant le cadre d'un pays en developpement comme le Togo. Les resultats montrent l'existence d'une correlation positive et significative entre les infrastructures routieres et la production nationale du Togo dans le court et le long termes, avec notamment l'existence d'une relation de cointegration entre les deux variables. L'analyse montre que le secteur tertiaire est le grand beneficiaire des infrastructures routieres. L'etude fait aussi ressortir le probleme de la mauvaise qualite de l'entretien routier qui entraine une degradation du reseau routier national et des pistes rurales, ce qui exerce un effet defavorable sur la production par un rencherissement du cout des transports routiers."

Pour autant, il ne peut pas commander directement les résultats, notamment la répartition entre les différents modes de transports. Pour les auteurs de ce rapport, il convient donc de recourir méthodiquement aux études coût-avantage. Ils recommandent, en particulier, de mieux intégrer les externalités, au premier rang desquelles celles liées aux émissions de gaz à effet de serre. Il est aussi essentiel de tenir compte des contraintes de financement des projets d’infrastructure. Les auteurs proposent, par ailleurs, la création d’une Agence d’évaluation et d’orientation du système de transport en mesure de commander les études d’évaluation économiques nécessaires et d’organiser le débat public.
