Studies of the subject during the past eight years have augmented the evidence that tuberculosis Of cattle is transmissible to man. To what extent, is a subject of discussion only. Whether this is eventually shown to be great or small, we shall have the demand, on the ground of sentiment at least, that milk be produced from healthy cows. At the present moment we are witnessing a marked revival Of the demand that milk be sold only from cows that have been shown free from tuberculosis by the tuberculin test. The tuberculin-test ordinances in operation are creating a demand for healthy cows. One of the greatest Obstacles to their success is the lack of tested cows with which to supply the deficiency brought about by the enforcement of the tuberculin test. This gives tested cows a higher market value. During the past four years we have made tuberculin tests of dairy cows in the various counties of the San Francisco Bay region and in the Sacramento and San Joaquin valleys. In all, tests have been made, of which 453 Showed reactions. Only four herds, the largest consisting of 39 cows, were free from tuberculosis. A much smaller proportion of isolated cows were affected than those in herds. Of 71 animals, isolated, or in groups Of five or less, only 6 reacted. A more accurate statement of the prevalence of tuberculosis, as shown by our experience, would be one compiled from results of the tests of whole herds the first time that they had been tested. In this case the figures Show animals tested, with 326 condemned Tuberculosis was found in 82% of the herds tested. In accordance with Koch - although for different reasons - that I do not consider meat which has passed the control of the health department, butter and cheese, dangerous to man, even 1f a few tubercle 'bacilli should be contained in this food, because meat, butter and cheese are food for adults. The healthy adult possesses in the mucous membrane of the intestines a protective contrivance which suffices to destroy such small doses of tubercular virus. As far as healthy grown people are concerned, I am therefore of the opinion, that Ostertag's hygienic demands for the prevention of infection threatening from tuberculous cattle are perfectly satisfactory. However, if grown people prefer drinking boiled milk to raw milk, this is perfectly rational, since cooking prepares the milk for digestion. I am even inclined to believe that boiled milk is more easily digested by grown people, than raw milk. But this is not the case with newborn infants because of the absence of the gastric juice in stomach and intestines. In mother's milk we find small corpuscles consisting of genuine and unchanged albumin. These corpuscles enter the blood circulation as unchanged albumin. The organ to utilize the boiled and peptonized albumin for the formation of blood is not quite developed in the newborn. Koch said in his address before the British Con gress on Tuberculosis, If one studies the older literature of the subject, and collects the reports of the numerous experiments that were made in former times by Chauveau, Gunther and Harms, Bollinger and others, who fed calves, swine and goats with the milk and pieces of the lungs Of tuber cular cattle, we find these always fell ill Of tuberculosis, whereas those that received human material with their food did not. Bollinger in 1879 inoculated a young calf in the peritoneal cavity with material from a human lung. When killed after seven months the mesentery and peritoneal covering of the spleen presented a number of tumors from the size of a pea to that of a walnut and which microscopically were identical with those found in pearly disease under natural conditions. Book excerpt: Excerpt from The Elimination of Tubercle Bacilli From Infected Cattle Of the eighty-seven examinations of the milk from individ ual cows, tubercle bacilli were not found microscopically or by guinea-pig inoculations, except in two cases, and these were samples of milk from the cows whose udders were affected. These were the only cows that showed any clinical evidence of disease and at the time the specimens were taken the lesions in the udders were not thought to be of a tuberculous nature. Tubercle bacilli were present in very large numbers in the milk from each of these cows. They were largely outside of the tissue cells, lying free between the leucocytes and fat globules of the milk. In two specimens acid fast or timothy bacilli were present in very small numbers. They were decolorized with acidulated alcohol and guinea-pigs inoculated from these samples did not develop tuberculosis. If we exclude the two cases in which there were udder lesions, tubercle bacilli were not found in any of the samples. If they were included, a little over two per cent of the examinations were positive. The thirty-six examinations of the feces failed to reveal the presence of tubercle bacilli, either microscopically or by animal inoculation. One specimen contained a few acid fast organisms.
