Book excerpt: Excerpt from Truth and the War There have been a few people in all the belligerent countries who have refused to forswear the principles they have held and proclaimed in times of peace, and who, when their prophecies have been fulfilled, have refused to deny that they ever made them. If there has been in the past foreign policy of this country, as well as in the foreign policies of other nations, something wrong, which has contributed to the present war, then it will be fatal for the future peace of Europe not to admit that truth. If another war is to be averted, there will have to be a thorough searching out of all the causes of this war, with the object of removing them. If a perverted patriotism is to be allowed to blind the people of any country to the mistakes or Sins of their own Governments, then the likelihood of a permanent peace is very remote. Among the men who have kept the impartial and judicial mind during these awful days since August, 1914, none has rendered greater service to the future of peace and internationalism than the writer of this volume. I do not expect that his attitude can be generally approved now, nor the value of his work appreciated. But Time will do justice to both. There is a certain type of very limited mental development which has not learnt that there are more numerals than two. If a word of criticism of the policy of one's own country is put forward, such persons immediately jump to the conclusion that the critic is the friend of every other nation, and that the object of his criticism is to condemn his own country and to defend all others. Criticism of the policy of statesmen is the highest patriotism, for it is aimed at removing those mistakes which detract from the reputation of our own country abroad and the well-being of our own people at home. M. Tardieu gets nothing second-hand. He was a participant in the events of which he writes. As a member of the Chamber of Deputies, he knew the currents of French political life, and he can write understandingly of the causes leading up to the great conflict. As an officer in the French Army, he can speak authoritatively of that glorious page in history of which he was a part. This training served him well when he was called to assume a foremost role in the making of the peace. No man worked with more tireless energy, and none had a better grasp of the delicate and complex problems brought before the Congress. He was not only invaluable to France, but to his associates from other countries as well. He was in all truth the one nearly indispensable man at the Conference. Therefore, if one would know of those fateful days in Paris when the Allies of France had gathered from the ends of the earth to have their reckoning with the Central Powers, it would be well to read The Truth about the Treaty, for here it is told by him who knows. He has chosen, how ever, for two very definite reasons, to act in addition as an organizer and interpreter of the facts gathered by others. The first is that there are many more men working on contemporary diplomatic history as specialists, uninterested in and unqualified for general ex position of the body of facts as a whole, than there are who are de voting themselves to the task of expounding the significance of the work the specialists are doing or who have talent for this sort of edu cational endeavor. In the second place the writer believes that at the present stage of the work there is more need for popular exposition than there is for esoteric research and he regards himself as relatively better adapted to general synthesis and controversy than to abstruse and detailed research. There is a desirable division of labor here which requires mutual esteem and in no sense calls for depreciation. Research without potent exposition is essentially futile; while argu mentation without information is little more than congressional de bating or political campaigning.
