Book excerpt: The United Nations Transitional Administration in East Timor (UNTAET) which had effectively 'ruled' that territory for two and a half years handed over the country's administration to the government of the newly-independent Democratic Republic of East Timor on May 20, 2002. The anxiety is, however, not confined to the fear that the new sovereign might rule Hong Kong under an iron fist. Rather, many believe that the locals are apparently surrendering their freedom by practicing self-censorship, a mechanism of anticipatory avoidance of sanctions. This book asks: what does self-censorship mean to Hong Kong at the time of political and historical juncture?
