Book excerpt: Economic growth along the Texas-Mexico border has prompted new concerns regarding the adequacy of that area's transportation infrastructure. In response, both the Texas Department of Transportation (TxDOT) and the Texas Turnpike Authority (TTA) are investigating ways in which the border infrastructure might be upgraded, either through new bridges and/or by linking new and existing bridges to major highway facilities. As part of this statewide planning effort, the Center for Transportation Research (CTR), under the auspices of TxDOT and TTA, has conducted a planning-level needs study along the 1,230-mile (1,980-k:m.) Texas-Mexico border. This report, the first in a series of six, defines the study's scope, organization, research problem, research approach, and methodology. In addition, it includes a comprehensive description of the border's binational entry systems and road networks, along with a bilingual glossary of border-related terminology.

Book excerpt: Axle load and gross-vehicle weight characteristics of Mexican-origin commercial trucks processed through the U.S. Customs yard in the city of Laredo, Texas, are described in this report. Investigation of these characteristics particular to Mexican-origin trucks is directed by a Texas Department of Transportation (TxDOT)-sponsored study entitled "Multi-Modal Planning and the U.S.-Mexico Free Trade Agreement" as a prerequisite to evaluating the potential damage to Texas highways posed by international trade traffic. Justifiable concern exists not just with the increasing volume of trade-related truck traffic, but also with the loads carried by Mexican-origin trucks. This study is facilitated by the installation of a weigh-in-motion (WIM) system at the preeminent Southwestern commercial truck port-of-entry (Laredo). Load summaries are presented on five basic truck classes (by axle count) and are based on the original Association of American State Highway and Transportation Officials (AASHTO) pavement damage relationships.
