Book excerpt: The U.S. Truck Driver Scheduling Problem (US-TDSP) is the problem of visiting a sequence of n locations within given time windows in such a way that driving and working activities of truck drivers comply with U.S. hours of service regulations. In the case of single time windows it is known that the US-TDSP can be solved in O(n^3) time. In this paper we present a scheduling method for the US-TDSP which solves the single time window problem in O(n^2) time. We show that in the case of multiple time windows the same complexity can be achieved if the gap between subsequent time windows is at least 10 hours. This situation occurs, for example, if, because of opening hours of docks, handling operations can only be performed between 8.00 AM and 10.00 PM. Furthermore, we empirically show that for a wide range of other problem instances the computational effort is not much higher if multiple time windows are considered.

Book excerpt: In the United States of America driving and working hours of truck drivers must comply with the hours of service regulations imposed by the U.S. Department of Transportation. Generating work plans complying with these regulations for a given sequence of locations to be visited is a non-trivial task if the service time at these locations is time constrained. For a planning horizon of one week this paper presents an O( lambda^3) algorithm for problems in which each location must be visited within one of multiple time windows if the gap between these time windows is at least 10 hours. This situation occurs, for example, if, because of opening hours of docks, handling operations can only be performed weekdays between 8 hours and 22 hours. Furthermore, this paper presents a heuristic approach for scheduling driving and working hours of truck drivers for planning horizons of more than one week.

Book excerpt: Truck driver scheduling problems are important subproblems of real-life vehicle routing and scheduling problems because rest periods required by government regulations have a significant impact on travel and arrival times. Vehicle routes generated without considering these regulations are often practically infeasible. This paper identifies common constraints imposed by hours of service regulations world wide and presents a mixed integer programming formulation for a variant of the truck driver scheduling problem in which truck drivers may only rest at customer locations and at suitable rest areas. The objective of the problem is to find a feasible truck driver schedule with minimal duration. The model presented in this paper is very flexible and can be configured to consider different sets of rules imposed by government regulations and union contracts. A dynamic programming approach is presented and its effectiveness is demonstrated for working hour regulations in the United States and in the European Union.

Though estimates are wide-ranging, possibly 10 to 20 percent of these crashes might have involved fatigued drivers. The stresses associated with their particular jobs (irregular schedules, etc.) and the lifestyle that many truck and bus drivers lead, puts them at substantial risk for insufficient sleep and for developing short- and long-term health problems. Commercial Motor Vehicle Driver Fatigue, Long-Term Health and Highway Safety assesses the state of knowledge about the relationship of such factors as hours of driving, hours on duty, and periods of rest to the fatigue experienced by truck and bus drivers while driving and the implications for the safe operation of their vehicles. This report evaluates the relationship of these factors to drivers' health over the longer term, and identifies improvements in data and research methods that can lead to better understanding in both areas.

Book excerpt: FMCSA-within the Department of Transportation (DOT)-issues rules to address safety concerns of the motor carrier industry, including on truck drivers' HOS. In July 2013, FMCSA began to enforce three new provisions of its HOS rule. GAO was asked to review a 2014 FMCSA study on the rule, as well as the rule's assumptions and effects. This report (1) compares the study to generally accepted research standards, and (2) identifies the assumptions used to estimate the rule's costs and benefits and the rule's driver-operation, economic, safety, and health effects. GAO identified research standards that professional associations, academics, and GAO's prior work have used. GAO evaluated the 2014 FMCSA study against these standards. GAO also compared FMCSA's assumptions about how drivers would be affected by the HOS rule against actual drivers' schedule data from 16 for-hire carriers that cover the years 2012 through 2014. These data include information on over 15,000 drivers per year, but are not generalizable to the motor carrier industry as a whole.
