En cas de rendements croissants, d'externalités, d'incertain et d'irréversibilité, le système de prix ne guide plus les agents vers des décisions socialement optimales et il en résulte des formes diverses d'inefficacité dans l'organisation des activités de production et de consommation. Dans de telles situations, l'intervention des pouvoirs publics peut, en principe, améliorer les performances qui résulteraient de l'équilibre spontané de l'économie. Plus particulièrement, les trois recommandations suivantes sont tirées des essais: l'influence du système de taxation et de gestion du commerce international sur la croissance long terme est importante, un gouvernement n'a pas intérêt à implanter une politique de quota sans distribution de droits et la création de marchés de produits dérivés peut limiter les possibilités de manipulation des marches comptants.

Le premier papier cherche à quantifier les réponses comportementales des revenus d'activité et du capital des ménages à ces réformes. Il est montré que les revenus du capital sont très sensibles à leur propre taux marginal d'imposition contrairement aux revenus d'activité. L'existence de comportements de redénomination des revenus du capital en revenus du travail en France est invalidée. Le second papier étudie les réponses du patrimoine des ménages. Il identifie des effets croisés de la fiscalité des revenus du capital mobilier sur le capital immobilier des ménages. La seconde partie est constituée d'un essai en économie politique. Elle propose un modèle théorique qui montre l'existence d'un effet causal de la mise en place de primaires électorales sur la l'affaiblissement des systèmes bipartites européens.

First show that income inequalities have increased in France in the past years, due to a surge in top wages. l then estimate the taxable income elasticity in France, and show that it is modest, even among top income (.15), which suggests that deadweight loss of top income taxation is weaker than previously thought. Part Il proposes estimates of the elasticity of charitable giving with respect to tax incentives, and shows that the overall response is modest and below the level that would make the French tax system optimal. Finally, part III microsimulates the French family policy and with long-run tax data estimates the elasticity of fertility with respect to french tax incentives (Quotient Familial).

Book excerpt: In the first chapter (« Optimal Vote Buying » coauthored with Leon Musolff, Princeton University), we analyze a vote buying problem. We show that bribing a supermajority can be cheaper due to pivotal considerations. When a large number of committee members receive a bribe, they do not expect to be pivotal in the election. As a result, it is sufficient to offer them a small amount of money in exchange for their vote. Due to this mechanism, it turns out that the vote buyer generally prefers to bribe a supermajority. In the second chapter (« Voting and contributing when the group is watching » coauthored with Emeric Henry, Sciences Po) we study the interaction between the way members vote on rules and their subsequent behaviors. This analysis applies to groups who choose their own rules and who care about their image. We study how players’ considerations depend on the visibility of the process. We show that multiple norms can emerge. We discuss the problem of a social planner and the implications for welfare. The last chapter (« Military service and political participation » coauthored with Etienne Fize) investigates the impact of the French military service on political behaviors. Exploiting the suspension of mandatory conscription for French men, we find a significant and positive impact of military service on turnout. This effect ranges from 3.6 percentage points for the first round of the presidential election of 2012 to 8.9 percentage points for the second round of the legislative elections. We also investigate the impact of conscription on political preferences and we find that former conscripts are significantly more nationalist and conservative.

Chacun traite d'un problème auquel les banques centrales font souvent face: l'incertitude, l'inflation, et les régimes de taux de change. Le premier essai examine l'interdépendance des économies canadienne et américaine afin de dégager une analyse des politiques économiques conjoncturelles. Le modèle structurel vectoriel des corrections d'erreurs appliqué aux données de l'après-guerre confirme la présence de quatre relations de long terme entre ces deux économies i) la parité du pouvoir d'achat, ii) la dépendance technologique, iii) la parité des taux d'intérêts, et iv) l'accumulation nette d'actifs étrangers au Canada. Quatre tendances communes sont également identifiées entre les deux économies: i) technologique. (ii) de taux d'intérêt. (iii) de prix. et iv) de relation de taux de change. Les résultats suggèrent que l'appréciation du taux de change est conforme à la baisse des actifs au Canada, que les cycles des États-Unis et du Canada sont corrélés, que les chocs monétaires ont des effets de court terme sur les productions et des effets permanents sur les niveaux de prix et de taux de change dans les deux pays. et que la croissance de long terme des deux pays découle de l'innovation technologique. Il en résulte que toute politique monétaire expansionniste dans ces deux pays doit être gérée avec prudence car elle pourrait mener à de l'inflation. Le second essai dérive le taux d'inflation optimal des prix en ajoutant un élément de croissance de long terme non nulle à un modèle néo-keynesien avec rigidité de prix et de salaire. Les résultats raniment le vieux paradigme d'économie monétaire associé à Friedman (1969) : une politique légèrement déflationniste est optimale. Néanmoins, ce résultat n'est pas dû à l'aspect monétaire du modèle, mais plutôt à un aspect réel de la croissance économique. En effet, dans cet environment, le taux d'inflation optimal équ.
