What had motivated the collaborations, what were the important elements in the successful collaborations and how the collaborations worked will be given based on the authors experience as the TRISTAN Project Director. It is my pleasure to participate in this meeting of IISSC, and to present a talk on my experience with industry-laboratory cooperations in the construction of a major high energy accelerator facility in Japan; namely the TRISTAN electron-positron colliding beam facility project at KEK, (National Laboratory for High Energy Physics) in Tsukuba, Japan.

It was an even bigger and more successful meeting than our ftrst in New Orleans in 1989. There were 691 attendees and 75 exhibitors. The enthusiasm shown by both the speakers and the audience was exhilarating for all attendees. The symposium again brought together the physicists and engineers designing the machine, the industrial organizations supporting the design and construction, the education community, and the governmental groups responsible for the funding and management of the SSC project. We believe it is this unique rnix which makes this particular meeting so valuable. The theme of this symposium was "The SSC-Americas Research Partnership" and the varied presentations throughout the meeting high-lighted that theme. The keynote speakers were: Dr. Roy Schwitters, Director of the SSC Mr. Paul F. Orefftce, Chairman of the Board of Dow Chemical Company Honorable W. Hinson Moore, Deputy Secretary of Energy Mr. Morton Meyerson, Chairman of the Texas National Research Laboratory Commission Honorable Robert A. Roe Congressman from New Jersey and Chairman, House Science and Technology Committee Honorable Tom Bevel, Representative from Alabama, Chairman House Energy and Water Development Appropriation Subcommittee In addition there was a discussion of issues by a panel of four Congressmen: Honorable Jim Chapman, Representative from Texas Honorable Vic Fazio, Representative from California Honorable James A. Hayes, Representative from Louisiana Honorable Carl D.

Within each chapter, which is preceded by a list of the sessions featuring the subject, all papers, invited and contributed, whether presented at the Conference or accepted for publication only, have been arranged in some lo gical order. The reports of the four Panel Discussions were edited or summarized by the respective Moderator in consultation with Panel Members. In one instance, shortened versions of the Introductory Papers precede the discussion. Where possible, verbatim accounts of the often lively exchanges have been retained. The customary catalogue of high-energy acceler ators has been published separately. The continuing world-wide activities in accelerator research, witl1 its ever larger pro jects, are reflected by the numerous contributions accepted for inclusion in these Proceedings, which have reached the limit of what a single volume can manageably contain, while making rapid publication even harder to achieve. All the more reason to extend the gratitude of all con cerned to those involved in the chain of production: - To the authors, for their prompt handing-in or timely posting of their papers. Thanks also to their secretaries who followed the guidelines for the presentation of camera-ready copy.

The meeting was held jointly with the International Cryogenic Materials Conference. John Barclay, of the University of Victoria, and David Smathers, of Cabot Performance Materials, were conference chairmen. Portland is the home of Northwest Natural Gas, a pioneer in the use of liquid natural gas, and Portland State University, where cryogenic research has long been conducted. The program consisted of 350 CEC papers, considerable more than CEC-95. This was the largest number of papers ever submitted to the CEC. Of these, 263 papers are published here, in Volume 43 of Advances in Cryogenic Engineering. Once again the volume is published in two books. CEC PAPER REVIEW PROCESS Since 1954 Advances in Cryogenic Engineering has been the archival publication of papers presented at the biennial CEC!ICMC conferences. The publication includes invited, unsolicited, and government sponsored research papers in the research areas of cryogenic engineering and applications. All of the papers published must (1) be presented at the conference, (2) pass the peer review process, and (3) report previously unpublished theoretical studies, reviews, or advances in cryogenic engineering.
