The steps that are described may be used for planning a new transit system, enhancing an existing service, or taking action to sustain services. While the guidebook is primarily aimed at tribal transit planners, it will also be of interest to tribal transportation planners and liaisons at all levels of government. In the research effort, data were collected from 67 tribes during Phase 1 and more detailed information was collected from 48 tribes during Phase 2. Fifteen tribes were visited for the development of case studies. Data were collected regarding the type of transit services, the size and scope of the transit programs, and funding approaches.

Book excerpt: Roads on tribal lands are of particular importance for connecting people to essential services, such as schools, because of the remote location of some tribes. These roads are often unpaved and may not be well maintained. The federal government funds two programs to improve and maintain roads on tribal lands. BIA maintains the NTTFI and DMR databases to support these programs. GAO was asked to review condition and school-access issues related to roads on tribal lands. This report examines: (1) the extent to which the NTTFI and DMR systems provide useful data on these roads; (2) any challenges to improving and maintaining these roads; and (3) what is known about the connection between road condition and school attendance as well as other aspects of school transportation. GAO reviewed documents and relevant literature; analyzed road-inventory and studentattendance data; and interviewed federal, state, local, and tribal transportation and education officials. GAO visited three selected tribes, based on road mileage and presence of BIE schools, among other factors.

Book excerpt: To discuss the provisions of the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) pertaining to Native Americans and other transportation-related issues, a conference, sponsored by the Transportation Research Board, was held at the Salish and Kootenai tribal owned Kwataqnuk Resort, Polson, Montana, May 4-8, 1993. More than 110 individuals participated in the conference. About half were Native Americans and the rest were representatives from the Bureau of Indian Affairs, the Federal Highway Administration, and state departments of transportation. Those tribes in attendance mostly represented tribes located in central and northwest United States, California and Alaska. Limited financial resources to assist travel expenses of tribal representatives prevented more tribes from participating. This report contains summaries of the workshop discussions. These summaries provide valuable insights into Native American transportation concerns and the opportunities for tribes to improve their transportation activities. The Transportation Research Board (TRB) plans to continue to assist networking among those who participated in the conference through regular TRB committee activity and by working with the new Indian Local Technical Assistance Program (LTAP) Centers. TRB is also planning follow-up activities including the activation of a Sub-committee on Native American Transportation Issues and a program on Indian Transportation Issues at the 73rd TRB Annual Meeting (January 9-13, 1994). The workshop topics were as follows: Tribal transportation planning; Indian transportation training and education needs, including LTAP; Financing transportation programs designated for Indian tribes; Tourism of Indian lands and provision under the ISTEA Scenic Highway Program; Indian employment preference and Tribal Employment Rights Organization (TERO); Highway safety programs for Native Americans; Paratransit, rural public transportation, and aviation services for reservations; Preservation of Indian archeological and religious sites; Improving relationships between Indian tribes and Federal and State agencies responsible for roads and Indian lands; Transportation research needs and information dissemination; Improving process for managing Indian transportation programs; Developing a strategic plan for tribes to obtain the Indian related provisions under ISTEA; Possible changes that are needed in Indian provisions of ISTEA; and Special transportation problems of Native Americans that do not have reservations.
