The paper identifies several factors critical to venture fund investment performance and the organizational structures with which they are associated.

Along with the world's growing population and diminishing amounts of water and arable land, the gradual increase in severe weather presents new challenges and imperatives for producing new, more resilient crops to feed a more crowded planet in the twenty-first century. Innovation has historically helped agriculture keep pace with earth's social, population, and ecological changes. In the last 50 years, mechanical, biological, and chemical innovations have more than doubled agricultural output while barely changing input quantities. The ample investment behind these innovations was available because of a high rate of return: a 2007 paper found that the median ROI in agriculture was 45 percent between 1965 and 2005. This landscape has changed. Today many of the world's wealthier countries have scaled back their share of GDP devoted to agricultural R&D amid evidence of diminishing returns. Universities, which have historically been a major source of agricultural innovation, increasingly depend on funding from industry rather than government to fund their research. As Upton Sinclair wrote of the effects industry influences, "It is difficult to get a man to understand something when his salary depends upon his not understanding it." In this volume of the NBER Conference Report series, editor Petra Moser offers an empirical, applied-economic framework to the different elements of agricultural R&D, particularly as they relate to the shift from public to private funding. Individual chapters examine the sources of agricultural knowledge and investigate challenges for measuring the returns to the adoption of new agricultural technologies, examine knowledge spillovers from universities to agricultural innovation, and explore interactions between university engagement and scientific productivity. While theoretical growth models developed in the economics literature, make no distinction between private, and public components of investment, there is an emerging appreciation that private investment is more efficient, and productive tan public investment. Results from the recent empirical literature, updated here with the recent data on private investment, suggest that private investment has a stronger association with long run economic growth than public investment. The second part shows trends in private, and public fixed investment in fifty developing countries. On average, the ratio of private investment to GDP continued its upward trend, reaching record levels in 1998, the most recent year for which comparable data exist. That year, average private investment reached 14.3 percent of GDP, but public investment, fell to only 7.0 percent of GDP, its lowest level since 1974.

In recent years, the industries of interest for investment among venture capitalists have spread from information technology to other areas such as the financial service and the heavy manufacturing sectors. From 1990 to 2010, there has been a trend towards significantly decreased seed money and start-up funding that is made available through VC. On the other hand, pre-IPO VC financing has increased considerably. There has also been a shift in the sourcing of VC in the China market. From the few traditional market players such as Japan, the United States and the United Kingdom in the earlier years, Middle-Eastern and European countries (e.g. Israel, UAE, Netherlands and Finland) are today important purveyors of VC. This report summarizes the difficulties encountered in the development of the VC industry in China. It provides a number of successful IPO examples of Chinese ventures backed by VCs to illustrate the investment opportunities of VCs in China.
